The applicant is requesting a Shoreline Exemption to remove approximately
18,100 square yards of Bohemian knotweed, on Quedall Terminals property
(parcel number 2924059002), just north of 4267 Williams Ave N. The property
is 21.46 acres, zoned Commercial/Office/Residential (COR) and located within
the Shoreline High Intensity designation. The site contains approximately 0.81
acres of wetlands and 1,583 linear feet of shoreline along Lake Washington.
The proposal is to spray /kill the existing knotweed on a limited area of the site
in order to remove the imminent encroachment to the habitat, lake, and
abutting neighbors. The proposed knotweed removal will be located within thi
wetland buffer and within 200 feet of the ordinary high water mark. The
knotweed removal will occur along the south property line, approximately 50
yards in depth and 362 yards in length (See Exhibit 1). The knotweed will be
removed using a commercial sprayer (lmazapyr) by the contractor, Applied
Ecology. This is one of the same contractors and herbicide used by the City in
May Creek Trails Park. The applicant is not proposing any vegetation removal
at or below the ordinary high water mark. The applicant proposes to begin
work immediately following permit approval. The contractor will require one t<
two days to spray the knotweed.

An exemption from a Shoreline Management Substantial Development Permit is hereby Approved with
Conditions* on the proposed project in accordance with RMC 4.9.190C 'Exemption from Permit System' and
for the following reasons:
Renton Municipal Code, Section 4.9.190C.13: Removal or Control of Aquatic Noxious Weeds: The process of
removing or controlling an aquatic noxious weed, as defined in RCW 17.26.020, through the use of a
herbicide or other treatment methods applicable to weed control that are recommended by a final
environmental impact statement published by the Department of Agriculture or the Department of Ecology
jointly with other State agencies under chapter 43.21C RCW.
The proposed development is:
Consistent with the policies of the Shoreline Management Act.
Consistent with the guidelines of the Department of Ecology where no Master Program has been finally
approved or adopted by the Department.
Consistent with the City of Renton Shoreline Master Program.
CONDITIONS: PLN -Administrative Decision Condition
1. No work shall occur below the ordinary high water mark.

SHORELINE PERMITS EXEMPTION REQUEST FOR A CERTIFICATE OF EXEMPTION FOR SPRAY/KILL
EXISTING BOHEMIAN KNOTWEED ON A LIMITED AREA OF THE SUBJECT SITE.
The nature of this invasive species is well known and it is frightening in its destructive damage
capabilities. It grows/spreads rapidly, causes erosion and chokes out all other growth -namely all of the
Native Protected Growth plantings along the lake. It poses an immediate threat to fish, wildlife and to
the abutting homeowner's property at Barbee Mill.
The subject property's South property line abuts the North property line of the Barbee Mill Community.
The subject property, 21.24 acres, is currently a Superfund Site and will be undergoing major clean-up of
the land, followed by commercial and residential development. This work is projected to occur within
the next two years or so.
The Plan is to spray/kill existing Bohemian Knotweed on a limited area of the site -to remove the
imminent encroachment to the habitat, the lake and the abutting neighbors.
The attached site plan indicates the proposed Knotweed eradication.

The scope of spray of knotweed (Measured from the subject property South property line) :
South boundary line: Length: 362 Yards X Depth: 50 Yards = Total 18,100 Square Yards.
Detailed location of the Knotweed is attached on the Removal Site Plan. All measurements are
approximate and subject to change as the plants migrate.
The process used to remove the Knotweed will be a commercial sprayer by the professional contractor,
Applied Ecology. This is one of the same contractors and herbicide used by the City in May Creek Trails
Park and the Barbee Mill community. The spray will be IMAZAPYR, or other herbicide as directed by the
City of Renton.
Work Time Frame: The timing to spray Knotweed is critical -that it be sprayed prior to entering into
dormancy, currently estimated no later than the end of September -but depending on the plants
maturity and the factors of the season, rain, heat, etc., • this could be sooner. We need to spray when
the plant flowers. The contractor will require one to two days to spray.
Ms. Claire Hong, Superfund Remedial Project Manager with the EPA states the property managers "have
no restrictions on dealing with the knotweed from our federal action." She adds, "They are like any
other landowner in this regard."

The City of Renton is required by the Washington State Department of Ecology to track and evaluate the
effectiveness of the Shoreline Master Program at achieving no net loss of shoreline ecological functions with
respect to shoreline projects. The City will use shoreline development tracking information to prepare a Shoreline
Master Program report every eight years to comply with the Shoreline Management Act requirements.
