Dear Mr. Touma:
The City of Renton has finished reviewing your proposed lot line adjustment and is now ready
to send the final version for recording. Please submit five sets of original signed lot line
adjustment plan sets and a check for $36.04 made out to Postal Express to my attention at
the 6'h floor counter of City Hall.
Please verify that the plan sets have been signed by all owners of record and have been
notarized with an ink stamp (not embossed). The ink stamp must be legible so that King
County will promptly record the lot line adjustment.
This decision to approve the proposed lot line adjustment is subject to a fourteen (14) day
appeal period from the date of this letter. Any appeals of the administrative decision must be
filed with the City of Renton Hearing Examiner by 5:00 pm, March 8, 2017. Appeals must be
filed in writing, together with the required fee, to: Hearing Examiner, City of Renton, 1055
South Grady Way, Renton, WA 98057. Appeals to the Examiner are governed by RMC 4-8-110
and information on the appeal process may be obtained from the City Clerk's Office at (425)
430-6510.

Dear Mr. Touma,
The City of Renton has completed the second review of your proposed lot line adjustment that was
resubmitted on January 26th. The following minor corrections will be necessary prior to submitting the
final survey:
1. Correct the file number to reflect LND30-0399 on both sheets.
2. Revise the year under the acknowledgements from 2011 to 2017.
3. Thank you for adding the rebar/cap symbol at the new corners; however, the legend calls
out PLS #9470, which does not match the surveyor of record signing the survey. Please
confirm and revise.
Once the changes have been made, please provide two copies to me to verify the changes have been
completed. Upon approval, I will provide you with next steps for providing the final documents for
recording.

Dear Mr. Touma,
The City of Renton has completed the initial review of your proposed lot line adjustment. The
following changes will be necessary in order for the City to approve your proposal:
1. Add LUA16-000948 and LND30-0399 to both sheets of the plan.
2. On Sheet 1 of 2, revise the Approval Block for the Planning Director's signature to
reflect DEPARTMENT OF COMMUNITY & ECONOMIC DEVELOPMENT and remove the
reference to Environmental Services.
3. Please add survey references used in boundary determination.
4. Indicate what has been, or is to be, set at the corners of the proposed lots.
5. Do note encroachments, if any.
6. Please remove the square footage information under Site Information on Sheet 2 as
this is unnecessary for recorded LLA.
7. As a courtesy, there is a typo in the street address of the land surveyor's title block
(255 SW 41str Street).
Once the changes, as noted in the attached memo, have been made, please submit three copies
of the revised lot line adjustment to me at the 61h floor counter of City Hall. The revised plans will
be routed for final review and you will be notified when it is appropriate to submit the final signed

LOT LINE ADJUSTMENT

PURPOSE: The Lot Line Adjustment process allows for the adjustment of a boundary line(s) between
adjacent property owners provided this does not result in the creation of new lots that are non-
conforming to the requirements of the Subdivision Development Standards or Zoning Regulations.
FREE CONSULTATION MEETING: Prior to submitting an application, the applicant should informally
discuss the proposed development with the Planning Division. The Planning Division will provide
assistance and detailed information on the City's requirements and standards. Applicants may also take
this opportunity to request the waiver of the City's typical application submittal requirements, which
may not be applicable to the specific proposal. For further information on this meeting, see the
instruction sheet entitled "Submittal Requirements: Pre-Application."
APPLICATION SCREENING: Applicants are encouraged to bring in one copy of the application package
for informal review by staff, prior to making the requested number of copies, colored drawings, or photo
reductions. Please allow approximately 45 minutes for application screening.
COMPLETE APPLICATION REQUIRED: In order to accept your application, each of the numbered items
must be submitted at the same time. If you have received a prior written waiver of a submittal item(s)
during a pre-application meeting, please provide the waiver form in lieu of any submittal item not
provided. All plans and attachments must be folded to a size not exceeding 8Y.. by 11 inches.

Schedule). Checks should be made out to the City of Renton and cannot be accepted for

Project Narrative: Please provide 5 copies of a clear and concise description of the
proposed project, including the following:
• Project name (e.g. Smith/Larsen Lot Line Adjustment)
• Location and addresses of sites
• Purpose of the lot line adjustment
• Current use of the sites and any existing improvements
• Special site features (i.e. wetlands, water bodies, steep slopes)
• Proposed future use of the properties, if any
• Any proposed code modification being requested
Density Worksheet: Please submit 5 copies of a completed density worksheet.
Plat Certificate or Title Report: Please provide 3 copies of a current Plat Certificate or Title
Report obtained from a title company documenting"awnership and listing all
encumbrances of the involved parcel(s). The Title Report should include all parcels being
developed, but no parcels that are not part of the development. If the Plat Certificate or
Title Report references any recorded documents (i.e. easements, dedications, covenants)
S copies of the referenced recorded document(s) must also be provided. All easements
referenced in the Plat Certificate must be located, identified by type and recording
number, and dimensioned on the Site Plan.
Neighborhood Detail Map: Please provide 5 copies of a map drawn at a scale of 1" = 100'
or 1" = 200' (or other scale approved by the Planning Division) to be used to identify the
site location on public notices and to review compatibility with surrounding land uses. The
map shall identify the subject site with a much darker perimeter line than surrounding
properties and include at least two cross streets in all directions showing the location of
the subject site relative to property boundaries of surrounding parcels. The map shall also
show: the property's lot lines, lot lines of surrounding properties, boundaries of the City of
Renton (if applicable), north arrow (oriented to the top of the plan sheet), graphic scale
used for the map, and City of Renton (not King County) street names for all streets shown.
Please ensure all information fits on a single map sheet.
Kroll Map Company (206-448-6277) produces maps that may serve this purpose or you
may use the King County Assessor's maps as a base for the Neighborhood Detail Map.
Additional information (i.e. current city street names) will need to be added by the
applicant.
Lot Line Adjustment Plan: Please provide 5 copies of a fully-dimensioned plan prepared
by a State of Washington registered land surveyor, drawn at a scale of 1" = 40' on an 18" x
24" plan sheet (or other size or scale approved by the Planning Division) and including the

ANY wetlands are located on the subject property or within 100 feet of the subject
property. The wetland report/delineation must include the information specified in RMC
4-8-1200. In addition, if any alteration to the wetland or buffer is proposed, 5 copies of a
wetland mitigation plan are also required. See RMC 4-8-120D for plan content
requirements.
Standard Stream or Lake Study: Please provide 5 copies of a report containing the
information specified in RMC 4-8-1200. In addition, if the project involves an unclassified
stream, a supplemental stream or lake study is also required (5 copies). If any alteration

Calculations: Please provide 3 copies of complete field calculations and computations
noted for the plat and details (if any) of all distances, angles, and calculations together
with information on the error of closure. The error of closure on any traverse shall not
exceed 1' in 10,000'.
Digital Copy: Please provide a digital copy of each of the submittal items; this can be
submitted either on a CD, a USB portable (flash/hard) drive, other device or pathway as
approved by your assigned project manager.

REVIEW PROCESS: Once a complete application has been accepted for initial review, the Planning
Division will route the application to those City departments having an interest in the application. All
comments and requests for revisions will be sent to the applicant. Once all comments have been
addressed, the applicant must re-submit the revised plans and/or documents for review.
When the applicant has adequately addressed the comments, the City will send a written request for the
final plans, courier fees and any associated legal documents. Once all City-required approval signatures
have been obtained, the City will transmit the mylar via courier to King County for recording.
The entire lot line adjustment process takes approximately 6-8 weeks to complete. The time frame for
getting a lot line adjustment approved is largely dependent upon application completeness and prompt
submittal of revisions.
TRANSFER OF OWNERSHIP: The recording of the lot line adjustment map alone does not transfer
ownership. Please remember to prepare and record a deed transferring ownership of the portion of
land depicted in the Lot Line Adjustment Map. We recommend that a surveyor prepare the legal
description for this document and a land-use attorney review the deed. It is the applicant's
responsibility to ensure this document is properly prepared and recorded.

The subject property covers an area of approximately . 90 acres. The proposed property
is situated in the west side of the City of Renton. It is in the NW 1 /4 of thw SE 1 /4 of
Section 18, Township 23 North, Range 5 E, W.M. It is bounded on the East, West and
North by single family tracts and to the South by SW 3rd Place.
The purpose for this lot line adjustment is to enlarge tax parcel 214370-0450 and
decrease tax lot 214370-0440. Both lots will still be buildable lots under the current
zoning.
The subject property is currently being used as residential and there are two existing
home located on them. The average slope ranges from 5-10 percent The slopes are
oriented from North to South. The lot consists of lawn and landscaping with maples and
firs scattered through out the site
The City of Renton designates the site with the R-8 zone. The City of Renton
Comprehensive Plan designates the site as Single-Family (SF) Residence, which is
consistent with present zoning.
The reason for the boundary line adjustment of the two existing tax parcels 214370-0450
& 214370-0440 is to protect the landscaping area on parcel 214370-0450 and to allow
the sale of the tax parcel 214370-0440.
There are no critical areas on the site such as Wetlands or Steep slopes

CONDITIONS
1. The term mortgage, when used herein, shall include deed of trust, trust deed, or other security instrument.
2. If the proposed Insured has or acquires actual knowledge of any defect, lien, encumbrance, adverse claim or
other matter affecting the estate or interest or mortgage thereon covered by this Commitment other than
those shown in Schedule B hereof, and shall fail to disclose such knowledge to the Company in writing, the
Company shall be relieved from liability for any loss or damage resulting from any act of reliance hereon to
the extent the Company is prejudiced by failure to so disclose such knowledge. If the proposed Insured shall
disclose such knowledge to the Company, or if the Company otherwise acquires actual knowledge of any such
defect, lien, encumbrance, adverse claim or other matter, the Company at its option may amend Schedule B
of this Commitment accordingly, but such amendment shall not relieve the Company from liability previously
incurred pursuant to paragraph 3 of these Conditions and Stipulations.
3. Liability of the Company under this Commitment shall be only to the named proposed Insured and such
parties included under the definition of Insured in the form of policy or policies committed for and only for
actual loss incurred in reliance hereon in undertaking in good faith (a) to comply with the requirements
hereof, or (b) to eliminate exceptions shown in Schedule B, or (c) to acquire or create the estate or interest or
mortgage thereon covered by this Commitment. In no event shall such liability exceed the amount stated in
Schedule A for the policy or policies committed for and such liability is subject to the insuring provisions and
Conditions and Stipulations and the Exclusions from Coverage of the form of policy or policies committed for in
favor of the proposed Insured which are hereby incorporated by reference and are made a part of this
Commitment except as expressly modified herein.
4. This Commitment is a contract to issue one or more title insurance policies and is not an abstract of title or a
report of the condition of title. Any action or actions or rights of action that the proposed Insured may have or
may bring against the Company arising out of the status of the title to the estate or interest or the status of
the mortgage thereon covered by this Commitment must be based on and are subject to the provisions of this
Commitment.
5. The policy to be issued contains an arbitration clause. All arbitrable matters when the Amount of Insurance is
$2,000,000 or less shall be arbitrated at the option of either the Company or the Insured as the exclusive

The following are the Exclusions From Coverage contained in the form of the policy or policies as described in
Schedule A of the Commitment.
AMERICAN LAND TITLE ASSOCIATION LOAN POLICY (06-17-06)
EXCLUSIONS FROM COVERAGE
The following matters are expressly excluded from the coverage of this policy, and the Company will not pay loss or damage, costs,
attorneys' fees, or expenses that arise by reason of:
1. (a) Any law, ordinance, permit, or governmental regulation (including those relating to building and zoning) restricting,
regulating, prohibiting, or relating to
(i) the occupancy, use, or enjoyment of the Land;
(ii) the character, dimensions, or location of any improvement erected on the Land;
(iii) the subdivision of land; or
(iv) environmental protection; or the effect of any violation of these Jaws, ordinances, or governmental
regulations. This Exclusion l(a) does not modify or limit the coverage provided under Covered Risk 5.
(b) Any governmental police power. This Exclusion l(b) does not modify or limit the coverage provided under Covered
Risk 6.
2. Rights of eminent domain. This Exclusion does not modify or limit the coverage provided under Covered Risk 7 or 8.
3. Defects, liens, encumbrances, adverse claims, or other matters
(a) created, suffered, assumed, or agreed to by the Insured Claimant;
(b) not Known to the Company, not recorded in the Public Records at Date of Policy, but Known to the Insured
Claimant and not disclosed in writing to the Company by the Insured Claimant prior to the date the Insured
Claimant became an Insured under this policy;
(c) resulting in no loss or damage to the Insured Claimant;
(d) attaching or created subsequent to Date of Policy (however, this does not modify or limit the coverage provided
under Covered Risk 11, 13, or 14); or
(e) resulting in loss or damage that would not have been sustained if the Insured Claimant had paid value for the
Insured Mortgage.
4. Unenforceability of the lien of the Insured Mortgage because of the inability or failure of an Insured to comply with
applicable doing-business laws of the state where the Land is situated.
5. Invalidity or unenforceability in whole or in part of the lien of the Insured Mortgage that arises out of the transaction
evidenced by the Insured Mortgage and is based upon usury or any consumer credit protection or truth-in-lending law.
6. Any claim, by reason of the operation of federal bankruptcy, state insolvency, or similar creditors' rights laws, that the
transaction creating the lien of the Insured Mortgage, is
(a) a fraudulent conveyance or fraudulent transfer, or
(b) a preferential transfer for any reason not stated in Covered Risk 13(b) of this policy.
7. Any lien on the Title for real estate taxes or assessments imposed by governmental authority and created or attaching
between Date of Policy and the date of recording of the Insured Mortgage in the Public Records. This Exclusion does not
modify or limit the coverage provided under Covered Risk 11(b).

INSURANCE FOR A ONE-TO-FOUR FAMILY RESIDENCE (2-03-10)
EXCLUSIONS FROM COVERAGE
In addition to the Exceptions in Schedule B1 You are not insured against loss, costs, attorneys' fees, and expenses resulting from:
1. Governmental police power, and the existence or violation of those portions of any law or government regulation
concerning:
a. building;
b. zoning;
c. land use;
d. improvements on the Land;
e. land division; and
f. environmental protection.
This Exclusion does not limit the coverage described in Covered Risk B.a., 14, 15, 16, 18, 19, 20, 23 or 27.
2. The failure of Your existing structures, or any part of them, to be constructed in accordance with applicable building codes.
This Exclusion does not limit the coverage described in Covered Risk 14 or 15.
3. The right to take the Land by condemning it. This Exclusion does not limit the coverage described in Covered Risk 17.
4. Risks:
a. that are created, allowed, or agreed to by You, whether or not they are recorded in the Public Records;
b. that are Known to You at the Policy Date, but not to Us, unless they are recorded in the Public Records at the Policy
Date;
c. that result in no loss to You; or
d. that first occur after the Policy Date -this does not limit the coverage described In Covered Risk 7, 8.e., 25, 26, 27
or 28.
5. Failure to pay value for Your Title.
6. Lack of a right:
a. to any land outside the area specifically described and referred to in paragraph 3 of Schedule A; and
b. in streets, alleys, or waterways that touch the Land.
This Exclusion does not limit the coverage described in Covered Risk 11 or 21.
7. The transfer of the Title to You is invalid as a preferential transfer or as a fraudulent transfer or conveyance under federal
bankruptcy, state insolvency, or similar creditors' rights laws.

Title Resources Guaranty Company a Texas corporation ("Company''), for a valuable consideration, commits to issue ,ts

All liability and obligation under this Commitment shall cease and terminate 180 days after the Effective Date or when the

CONDITIONS
1. The term mortgage, when used herein, shall include deed of trust, trust deed, or other security instrument.
2. If the proposed Insured has or acquires actual knowledge of any defect, llen 1 encumbrance, adverse claim or
other matter affecting the estate or interest or mortgage thereon covered by this Commitment other than
those shown in Schedule B hereof, and shall fail to disclose such knowledge to the Company in writing, the
Company shall be relieved from liability for any loss or damage resulting from any act of reliance hereon to
the extent the Company is prejudiced by failure to so disclose such knowledge. If the proposed Insured shall
disclose such knowledge to the Company, or if the Company otherwise acquires actual knowledge of any such
defect, lien, encumbrance1 adverse claim or other matter, the Company at its option may amend Schedule B
of this Commitment accordingly, but such amendment shall not relieve the Company from liability previously
incurred pursuant to paragraph 3 of these Conditions and Stipulations.
3. Liability of the Company under this Commitment shall be only to the named proposed Insured and such
parties included under the definition of Insured in the form of policy or policies committed for and only for
actual loss incurred in reliance hereon in undertaking in good faith (a) to comply with the requirements
hereofr or (b) to eliminate exceptions shown in Schedule B, or (c) to acquire or create the estate or interest or
mortgage thereon covered by this Commitment. In no event shall such liability exceed the amount stated in
Schedule A for the policy or policies committed for and such liability is subject to the insuring provisions and
Conditions and Stipulations and the Exclusions from Coverage of the form of policy or policies committed for in
favor of the proposed Insured which are hereby incorporated by reference and are made a part of this
Commitment except as expressly modified herein.
4. This Commitment is a contract to issue one or more title insurance policies and is not an abstract of title or a
report of the condition of title. Any action or actions or rights of action that the proposed Insured may have or
may bring against the Company arising out of the status of the title to the estate or interest or the status of
the mortgage thereon covered by this Commitment must be based on and are subJect to the provisions of this
Commitment.
5. The policy to be issued contains an arbitration clause. All arbitrable matters when the Amount of Insurance is
$2,000,000 or less shall be arbitrated at the option of either the Company or the Insured as the exclusive

The following are the Exclusions From Coverage contained in tl1e form of the policy or policies as described in
Schedule A of the Commitment.
AMERICAN LAND TITLE ASSOCIATION LOAN POUCY (06-17-06)
EXCLUSIONS FROM COVERAGE
The following matters are expressly excluded from the coverage of this policy, and the Company will not pay loss or damage, costs,
attorneys' fees, or expenses that arise by reason of:
1. (a) Any law, ordinance, permit, or governmental regulation (including those relating to bullding and zoning) restricting,
regulating, prohibiting, or relating to
(i) the occupancy, use, or enjoyment of the Lanc:i;
(ii) the character, dimensions, or location of any improvement erected on the Land;
(iii) the subdivision of land; or
(iv) environmental protection; or the effect of any violation of these laws, ordinances, or governmental
regulations. This Exclusion l(a) does not modify or limit the coverage provided under Covered Risk. 5.
(b) Any governmental police power. This Exclusion l(b) does not modify or limit the coverage provided under Covered
Rrsk 6.
2. Rights of eminent domain. This Exclusion does not modify or limit the coverage provided under Covered Risk 7 or 8.
3. Defects, liens, encumbrances, adverse claims, or other matters
(a) created, suffered, assumed, or agreed to by the Insured Claimant;
(b) not Known to the Company, not recorded in the Public Records at Date of Policy, but Known. to the Insured
Claimant and not disclosed in writing to the Company by the Insured Claimant prior to the date the Insured
Claimant became an Insured under this policy;
(c) resulting in no loss or damage to the Insured Claimant;
(d) attaching or created subsequent to Date of Policy (however, this does not modify or limit the coverage provided
under Covered Risk 11, 13, or 14); or
(e) resulting in loss or damage that would not have been sustained if the Insured Claimant had paid value for the
Insured Mortgage.
4. Un enforceability of the lien of the Insured Mortgage because of the inability or failure of an Insured to comply with
applicable doing-business laws of the state where the Land is situated.
S. Invalidity or unenforceability in whole or in part of the lien of the Insured Mortgage that arises out of the transaction
