Background:•Puget Sound Energy (PSE) proposes a new 230 kilovolt (kV) electrical transmission line from Renton to Redmond, & a new substation at the Lakeside substation in Bellevue.•The project would correct a projected deficiency in transmission capacity and supply future electrical capacity & improve grid reliability for Eastside communities.AGENDA ITEM #1.
Background:• 16 – 18 miles, from Talbot Hill Substation in Renton to the Sammamish Substation in Redmond. AGENDA ITEM #1.
Background:•The project required an Environmental Impact Statement (EIS) •City of Bellevue is the lead agency•Partner Cities include Renton, Newcastle, Redmond & KirklandAGENDA ITEM #1.
Background:•The EIS evaluates alternatives:–No Action: on‐going maintenance would occur; no new 230 kV lines–PSE’s proposed alignment: new 230 kV lines, and a new substation AGENDA ITEM #1.

Impacts & Mitigation:Mitigation:•Environmental Health, Pipeline Safety:–To minimize potential for electrical interferences, PSE would initially operate both lines at 230 kV, minimize points of transmission line & pipeline divergence, use a delta conductor configuration, & locate pole grounds away from pipelines–To reduce the potential for external corrosion, PSE could model the final design for instances where additional protection is needed. (Note Pipeline operator is responsible for testing, & additional mitigation such as grounding mats) –PSE would verify distance between pipeline & transmission line pole grounds, & ensure that Olympic reps are on‐site during construction AGENDA ITEM #1.

Impacts & Mitigation:Mitigation:•Earth:–Have Washington State licensed geotechnical engineer conduct geotechnical hazard evaluations for all proposed elements–Monitor the project for changes in conditions, such as cracking foundations, slumping slopes, or loss of vegetative cover–Comply with state & local codes/standards, and National Electric Safety Code standardsAGENDA ITEM #1.
