The project review was placed on hold on June 7, 2023 after staff determined more information was needed regarding the preliminary utility plan. The project review was taken off hold on September 14, 2023 after the additional information was received. After review of the updated project documents, staff requested two (2) items, including 1) Acceptance in Principle, Memorandum of Understanding, or similar document approved by the Current Planning Project Manager, signed by the owners of the adjacent property at 2401 Puget Dr SE (APN 2023059109) where the applicant requests a utility crossing, and 2) A conceptual utilities plan identifying at least one alternative connection for the stormwater and sewer utilizes in the event no connection to Puget Dr SE can be established across the adjacent site. Staff received your letter (attached) dated March 21, 2024 requesting ninety (90) additional days to submit the required documents. According to the letter, you and your client need additional time to negotiate with the property owner for the proposed utilize crossing on the adjacent parcel. Staff is amenable to allowing this additionally requested time due to the complexities involved with the negotiations. Therefore at this time, your project will remain “on hold” pending receipt of the documents identified above. The maximum time for resubmittal shall be within 90 days of this notice, unless an extension is approved by the Current Planning Project Manager. The utility crossing includes the connection of future stormwater and sewer infrastructure in the proposed subdivision with the existing utilities in the Puget Dr SE right-of-way (ROW). In addition, staff also requests the applicant submit a conceptual utilities plan identifying at least one alternative connection for the stormwater and sewer utilizes in the event no connection to Puget Dr SE can be established across the adjacent site.” Response: The applicant is in active and on-going negotiations with the property owner (city of Renton) and others to come to an agreement about reasonable compensation for the proposed utility crossing. The applicant (Ichijo USA Co., Ltd.) and property owner (Church) have held meetings with city staff and others. We hoped to have resolution quickly, but do not have a specific known date; therefore, we request a 90-day extension until June 21, 2024 to provide the documentation requested above.
