PUBLIC MEETING This being the date set and proper notices having been posted and published in
Annexation:Johnson,Jericho accordance with local and State laws,Mayor Tanner opened the public meeting
Ave NE,NE 6th&NE 9th Sts to consider the 10%Notice of Intent Petition to Annex for the Johnson
L�� � �_U qS Annexation for approximately 121 acres bounded on the east by Jericho Ave.
NE, if extended,between NE 6th St., if extended, and NE 9th St.,if extended,
and extends west and northwest to the city limits.
Owen Dennison,Senior Planner,explained that the proposed annexation area is
comprised of 130 single-family homes and three churches. Existing King
County zoning is R-4,R-6,and R-8. Renton's Comprehensive Plan designates
the majority of this area as RS (Residential Single Family),for which potential
zoning is R-8(Residential Single Family;eight dwelling units per acre)and
RMH(Residential Manufactured Home Park).
Continuing,Mr. Denison stated that the area is within the Water District 90
service area except for an area west of Duvall Ave. NE;Renton can provide
access to sewers;and Fire District#25 currently provides fire protection. He
noted a shortfall of parks in the area and said that street,surface water and
storm water improvements are needed. Mr. Dennison described how the
proposed annexation furthers the City's business goals. Concluding, he
indicated that the proposed annexation is generally consistent with City policies
for annexation and pointed out that the cost issues will be addressed in the
fiscal impact analysis.
Correspondence was read from Alan and Vana Burk, 14106 SE 124th St.,
Renton,98059; and Kerry and Debra Frcemke, 14044 SE 121st St.,Renton,
98059; opposing the proposed annexation. Objections included the potential
public use of a private drive, sight distance problems at Hoquiam Ave. NE and
NE 4th St.,shortage of open space and parks,and the increase in density.

Public comment was invited.
Alan Burk, 14106 SE 124th St.,Renton,98059,read from a letter he submitted
to Council opposing the proposed annexation. He objected to the increase in
property taxes if his property is annexed to the City,payment of additional6%
utility tax on phone,cable,gas, and electricity bills,and payment for the City's
special bond levies. In addition, he objected to the proposed annexation
because it will encourage over-development in the area.
Mayor Tanner said that the City's bonds for Gene Coulon Park and senior
housing will be retired in 2009,and he pointed out that if the area is annexed to
Renton,density will be no higher,and perhaps less,than if it remains in King
County.
Launi Everett, 14057 SE 121st St.,Renton,98059,objected to the proposed
annexation because it will cause an increase in traffic in the area. Ms.Everett
also expressed concern about the cost to connect to the City's sewer system.
Mayor Tanner stated that citizens are not required to connect unless they
redevelop their property or incur a septic tank failure.
There being no further public comment,it was MOVED BY PARKER,
SECONDED BY NELSON,COUNCIL CLOSE THE PUBLIC MEETING.
CARRIED.
Councilman Parker stated that citizens will have the opportunity to approve or
not approve the annexation with the circulation of the 60%Petition to Annex.
Councilwoman Keolker-Wheeler suggested that a neighborhood meeting be
held regarding the potential annexation to provide information and to answer
any questions citizens may have. Mayor Tanner asked interested citizens to
submit their names and addresses so they can be notified of the meeting.

THE 10%NOTICE OF INTENT PETTTION TO ANNEX;AUTHORIZE
CIRCULATION OF THE 60%PETITION TO ANNEX;REQUIRE
ADOPTION OF CITY ZONING ON THE PROPERTY CONSISTENT WITH
RENTON'S COMPREHENSIVE PLAN;AND REQUIIZE THAT THE
PROPERTY OWNERS ASSUME A PROPORTIONAL SHARE OF THE
CITY'S BONDED INDEBTEDNESS. CARRIED.
PUBLIC HEARING This being the date set and proper notices having been posted and published in
Planning: Boat&Recreational accordance with local and State laws,Mayor Tanner opened the public hearing
Vehicle Storage Zoning Text to consider the recreational vehicle(RV)and boat storage zoning code
Amend(CA Zone) amendment to the Commercial Arterial(CA)zone in the Employment Area-
Valley Land Use Designation. Principal Planner Rebecca Lind explained that
in addition to including new screening standards for this new use,a new
L1�,1� DI- �� definition would be created for vehicle storage to include RV and boat storage.
Ms. Lind stated that a property owner requested this amendment upon
discovering that there is a market demand for long tertn RV and boat storage,
and residents have also been looking for longer term storage within Renton.
The Planning and Development Committee has considered this proposal and
made the following recommendations:
• Vehicle storage be defined as a paved, and enclosed or partially enclosed
area that holds operable motor vehicles and boats or wheeled equipment for
more than 72 hours.

In response to your request for review of the subject annexation petition area, concerning Surface
Water Issues specifically,we present the following:
• Question 1. Does this annexation represent any unique or significant problems for your
division?
The area is within two drainage basins (Cedar and May Creek; and sub-basins Maplewood
and Honey Creek respectively). These basins have been identified as having significant
erosion, water quality, and habitat issues due to urbanization. Future development should be
conditioned through SEPA to meet the 1998 King County Surface Water Design Manual until
the City updates our current code for drainage standards to be equivalent. This area is
currently mostly undeveloped. Therefore, a large percentage of the area is pervious surface.
As the area develops, the addition of more impervious areas will increase surface water
runoff, which will affect downstream hydrology, water quality and fish habitat. Storm
Systems to control and convey runoff will need to be constructed to manage the increase in
runof£ In particular, the existing roadways will probably need new storm drainage systems
installed. Although developers may be required to install some storm drainage improvements
along the frontage of their development, there are areas that may need to be improved with
City of Renton funds. This will represent a fiscal impact to the city.
Other problems and issues are discussed in the response to the questions that follow:
• Question 2. Are you aware of any problems or deficiencies in existing infrastructure or
service provision to the area?
The King County Drainage Complaint Investigation inventory does include various past
complaint investigations (see attached map) in the proposed annexation area. Most of these
investigations have been closed. The City of Renton Maintenance Division has also received
complaints from residents in this area. Those complaints are currently referred to King
County.
There are existing storm water facilities within the annexation area. A large regional
detention pond is located at the corner of SE 118"' St(NE 9�') and 138`h Ave SE(Duvall Ave
NE). King County is currently maintaining this facility. Upon annexation of this area, the
City of Renton would assume the maintenance and operation of this existing facility. The
existing storm systems in the area may need to be upgraded as the area develops.

Yes, the proposed annexation area is within the drainage basin areas that are currently served
by the City of Renton.
• Question 4. What additional facilities or staff would be required to serve this area?
At a minimum, staffing levels would need to expand in proportion to the additional area that
the utility is responsible for serving, especially as the area develops and there is more public
infrastructure to maintain and operate. Because the infrastructure may not currently meet
City of Renton standard,the immediate staff resources necessary for this newly annexed area
may be greater initially. It is assumed that it would gradually return to a level that is
commensurate with the rest of the city.
• Question 5. Would the City assume ownership or responsibility for facilities currently owned
or managed by another jurisdiction? Would new agreements or franchises be required as a
result of this annexation?

In regards to the: LUA-O 1-095, A/Johnson Annexation- 10%Notice of intent
Mr. Dennison,
VVe are opposed to the above praiect. We do not feel that anne�ng to the
City of Renton would be positive ta our neighborhood. Annexation to the City would
prohably mean more of a financial burden to the residents.
We would like to bring to your attention a problem that has occured since
the area of N.E. 4th Street and Hoquiam Ave. N.E. have been annexed into the City. This
is a road we travel often from our neighborhood. If yau are traveling South on Hoquiam
and want to turn ieft or right and you stop at the stop sign line you can not see the traffic
traveling vn N.E. 4th Street in the West direction. Therefore, you have to move forward
past the stop line and a very short distance from the traffic lane of N.E. 4th in order to
make a decision to turn. Since the Windsong development has been completed with the
new landscaping and redesign of the land we feel this is a problem that needs tv be
addressed. We have contacted the City twice and have not had a response back. We feel
with more annexation in our neighborhood the above traffic concern shauld be addressed.
The other concern we have is with more annexation along N.E. 4th and in
our Hazen High School neighborhood we have not seen any land set aside for open space
for parks. The nearest parks are Maplewood, a county park, and Kiwanis park.

The annexation that has occured already has changed our neighborhood farever,
the ratio of houses to Iand has made a negative impact. When a development occurs the
beautiful woods that sunounded us are replaced with multiple homes, apartments, and
condos that never replace the tree�s and wildlife we have enjoyed since moving to our
home in the late 1970's.

JOHNSON ANNEXATION- 10%NOTICE OF INTENT
PROJECT NARRATIVE
The City is in receipt of a Notice of Intent petition to request annexation of about 121 acres on
Renton's eastern boundary. The subject area extends from the "keyhole" area west of Duvall Avenue
NE east and south to Jericho Avenue NE, if extended. The proposed annexation is contiguous to four
annexations currently in process. T'he annexation method is direct petition.
The subject area includes 130 single family homes and three churches. The topography is generally
flat with several small, isolated areas with slopes in excess of 25%. No portion of the area is mapped
for slopes over 40%. A wetland is mapped in the southwest portion of the area.
The area is designated Residential Single Family in the Comprehensive Plan. Typical zoning within
the designation is R-8. Portions of the site within one half-mile of the Urban Growth Boundary,
generally the area east of 142°d Avenue SE (Hoquiam Avenue NE), would be eligible for R-5 zoning.
Residential Manufactured Home Park is also a potential zone under the Residential Single Family
designation. Zoning will be addressed at later point in the process, after the proponents have
submitted a 60%Petition to Annex.
Assuming R-8 zoning, the area could accommodate about 198 additional single family units.
Development constraints on individual parcels may reduce this figure.
The area overlaps both the City's and Water District 90's service areas for water. It is within Renton's
sanitary sewer service area. Renton cunently provides fire suppression services under a contract with
Fire District 25.
Upon receipt of comments from staff, a public meeting will be scheduled before the City Council to
allow public comment on the proposed annexation. Additional lands may be added to the annexation
proposal if interest is expressed prior to or during the public meeting. If the Council amends the
annexation boundaries, staff comments on the modified proposal would be requested at the 60%
Petition phase of the annexation.
