The undersigned are owners of not less than sixty percent (60°Io) in value according to the
assessed valuation for general taxation, of real property located contiguous to the City of Renton.
We hereby petition that such property be annexed to the City of Renton under the provisions of
RCW 35A.14.120 et seq.
The territory proposed to be annexed is within King County, Washington, and is contiguous to
the City of Renton. A map (Exhibit 1) and legal description (Exhibit 2) are included as part of
this petition.
In response to a duly filed and considered "Notice of Intention" to commence annexation
proceedings, the City Council of the City of Renton met with the initiating parties under RCW
35A.14.120 on November 19, 2001. The City Council then determined that the City would
accept the proposed annexation. Further, pursuant to RCW 35A.14.120, the undersigned
petitioners agree to:
(1) Submit the 10°Io Notice of Intent Petition as an intent to annex;
(2) Accept the City's simultaneous adoption of zoning regulations for the
subject property;
(3) Accept the City's Comprehensive Plan designations as they affect the
subject property; and
(4) Assume their proportional share of the pre-existing City bonded
indebtedness.
all as noted in the minutes of the Council meeting and contained in the electronic recording of
such meeting.
WHEREFORE, the undersigned property owners petition the City Council and ask:
(a) That the City Council fix a date for a public hearing about such
proposed annexation, cause a notice to be published and posted,
specifying the time and place of such hearing, and inviting all
persons who are interested to appear at the hearing and state their
approval or disapproval of such annexation or to ask questions; and
(b) That following such hearing, and consistent with any approval by the
Boundary Review Board, the City Council by ordinance annex the
above described territory to become part of the City of Renton,
Washington, subject to its laws and ordinances then and thereafter in
force, and to receive City public services.

In response to your request for review of the subject annexation petition area, concerning surface �
water issues specifically,we present the following:

There are no known significant drainage problems within this proposed annexation area. The
area is within the Maplewood Creek sub-basin of the Cedar River drainage basin. This '
Maplewood Creek sub-basin has been identified as having significant erosion, water quality, E
and habitat problems due to urbanization. Therefore, any future development should be �
conditioned through SEPA to meet the 1998 King County Surface Water Design Manual until �
the City updates our current code for drainage standards to be equivalent. �

• Question 2. Are you aware of any problems or deficiencies in existing infrastructure or �
service provision to the area? �

There are no known drainage problems in the area. The area generally consists of ditches to
convey runoff for streets and lacks improved piped storm system typically used to convey �
runoff from streets in urbanized areas. �

King County has received water quality complaints from residence in this area. These quality �
concerns will continue to be an issue due to the sensitive nature of the downstream habitat. �

• Question 3. Does this proposed annexation represent a logical extension of services provided �

by your division? �
Yes, the proposed annexation area is within the drainage basin areas that are currently served �
by the City of Renton. �
• Question 4. What additional facilities or staff would be required to serve this area? �

At a minimum, staffing levels would need to expand in proportion to the additional area that �

the utility is responsible far serving, especially as the area develops and there are more public s
infrastructure to maintain and operate. Because the infrastructure may not currently meet �
City of Renton standard, the immediate staff resources necessary for this newly annexed area �
may be greater initially. It is assumed that it would gradually return to a level that is �
commensurate with the rest of the city.

142°d Ave SE, west of Lyons Ave NE and north of SE 136"' Street. The concurrent Maplewood �
, Heights Elementary annexation of 9.5 acres is SE of the site. The annexation method is direct petition. �

The subject area includes 34 single family homes and 1 duplex on 41 lots that ranging from 0.1 to 8.7
acres. The topography is generally flat. However,there is a ditch that runs east-west through the area. ,
There are no other mapped critical areas in the City's critical areas inventory. '
Subject parcels are bounded by Renton city limits on the east and north, by 142nd Ave SE (Hoquiam l
Ave NE) on the west, SE 136�'Street on the south, minus the Maplewood Heights Elementary School E
parcel, which is being annexed concurrently. �

Most of the area is designated Residential Rural in the Comprehensive Plan with a small section ;
designated Residential Single Family. Typical zoning within the Residential Rural designation is R-5 !
and R-8 under Residential 5ingle Family. However, zoning will be addressed at later point in the €

PUBLIC MEETINGS This being the date set and proper notices having been posted and published in �
Annexation: Wofford,Lyons accordance with local and State laws,Mayor Tanner opened the public meeting

136th St acres located adjacent to the Maplewood Heights Elementary School,east of �
142nd Ave. SE,west of Lyons Ave. NE and north of SE 136th St.;Petitioner,

Gary Del Rosario,Planning Technician,reported that the site contains 34 '
single-family homes and one duplex. Existing King County zoning is R-4 and
Renton's Comprehensive Plan designates the subject site RR(Residential
Rural)for which potential zoning includes R-1 and R-5; and RS (Residential �
Single Family)for which potential zoning includes R-8 ar RMH(Residential �
Manufactured Home Park). Stating that water service is currently provided by �
Water District#90 and fire protection is provided by contract with Fire District �
#25,Mr. Del Rosario added that Renton can provide access to sewers. �

Additionally,Mr. Del Rosario noted that Public Works Maintenance reported �
no infrastructure issues at the current level of development and Community �
Services reported a shortfall of park facilities in the area. He concluded by �
saying that the proposal is consistent with City policies and King County �
Boundary Review Board objectives for annexation, and no impediments to the �
provision of City services to the area have been identified. �
There being no public comment,it was MOVED BY PARKER, SECONDED
BY CORMAN,COUNCIL CLOSE THE PUBLIC MEETING. CARRIED.

PROJECT NARRATIVE �
The City is in receipt of a Notice of Intent petition to request annexation of about 9.5 acres east of �,
144�'Ave SE, west of Lyons Ave NE and south of NE 2°a Street. The concurrent Maplewood Heights
Elementary annexation of 9.5 acres is directly to the south. The annexation method is direct petition. ;

The subject area includes 12 single family homes and 1 duplex on fifteen lots that ranging from 0.1 to �
1.6 acres. The topography is generally flat. However, there is a ditch that runs east-west through the I
area. There are no other mapped critical areas in the City's critical areas inventory. ;

The initial boundary will include 144�''Ave SE,7ericho Ave NE in the city, along the westerly border. �
NE 2°a St., along the northerly border, and Lyons Ave NE, along the easterly portion are already
within the city limits. �
,
The area is designated Residential Rural in the Comprehensive Plan. Typical zoning within this �
designation is R-5. However, zoning will be addressed at later point in the process, after the �
proponents have submitted a 60%Petition to Annex.
�
Upon receipt of comments from staff, a public meeting will be scheduled before the City Council to �
allow public comment on the proposed annexation. Additional lands may be added to the annexation �
proposal if interest is expressed prior to or during the public meeting. If the Council amends the
i
annexation boundaries, staff comments on the modified proposal would be requested at the 60°Io °
Petition phase of the annexation. �
