The proper notices having been posted and published in accordance with local
and state laws, Mayor Tanner opened the public hearing to consider the East
Renton Plateau 60% Annexation Petition for 193 acres located north and south
of SE 128th Street.
Owen Dennison, Associate Planner, explained that Council accepted the 10%
Notice ofIntent to Annex petition for this proposal on October 12th, and
authorized circulation of the 60% petition. The first public hearing on zoning
was held before the Planning Commission on November 18th. Since then, the
60% petition has been certified as sufficient by the King County Assessor's
Office.
Continuing, Mr. Dennison said the proposed annexation area is minimally
developed with medium or low density single family and smaIl-scale commercial
uses. Much of it remains vacant. Renton's Comprehensive Plan designates the
area as Residential Rural, Residential Single Family, Residential Options, and
Convenience Commercial. Typical zoning would be R-5, R-8, R-I0 and
Convenience Commercial, respectively.
The City had a fiscal impact analysis conducted for this proposal, based on both
current development and on the property's fuIl development potential. At current
development, the annexation would create an annual shortfa11 of $26,311. At fuIl
development, it would generate aImual revenues of$277,553. These figures
represent General Fund impacts only and do not address the Waterworks Funds,
which operate as self-funding enterprises.

Mr. Dennison reported that King County is currrently involved in two projects
addressing problem surface water areas (one of which located immediately
downstream of the proposed annexation area and the other of which addresses
erosion in the Maplewood Creek ravine). If Renton approves this annexation,
King County may ask that it participate monetarily in these projects. The
Surface Water Division's capital improvement project budget already includes
about $600,000 for improvements to the Maplewood Creek ravine.
Annexation would also require one additional neighborhood park and one
additional community park to serve the projected full-development population of
1,892 in this area. Estimated costs for park acquisition and development have
been included in the fiscal analysis. Water service would continue to be provided
by Water District #90 upon annexation, although Renton would provide fire,
wastewater and sanitary sewer services.
Mr. Dennison noted that the benefits of annexation are that it would give Renton
control over land uses along this gateway corridor. Also, any new devel()pment
would be served by sewers, subject to City regulations. He added that the
annexation is generally consistent with Renton's Comprehensive Plan policies
and the objectives of King County's Boundary Review Board.
One unresolved issue is the request from the Issaquah School District that Renton
authorize and collect impact fees on its behalf from new development in the
proposed annexation area (much of which overlaps the school district's
boundaries). This matter has already been referred to Council's Finance
Committee.
Audience comment was invited. ,
Mike Snow, 14114 SE 132nd St., Renton, supported the annexation but was
concerned about the potential for higher density zoning (i.e., R-8 and R-I0).
Saying that most of the developed area has been built out at much lower densities
and noting that much of the surrounding area is already zoned R -8, he suggested
that Renton apply zoning no higher than R-5 to the annexation area. He advised
that one reason to do so would be to reduce the pressure on infrastructure needs
in this area.
Responding to Councilmember Kooiker-Wheeler, Mr. Dennison said reducing the
zoning density at this point would require an amendment to Renton's
Comprehensive Plan, which could be initiated by the City after the first of the
year. He added that R-5 can only be applied within one-half mile of the urban
growth boundary.
Claudia Donnelly, 10415 -147th Ave. SE, Renton, urged Council to approve the
Issaquah School District's request for impact fees in this area. Explaining that
Issaquah voters rejected two school bond issues last year, she felt it was
appropriate that new development pay for its impacts on the school system. On
another subject, Ms. Donnelly said a proposed single family development in this
area has been appealed to the King County Council. If it moves forward, she
questioned what the agreement will be between Renton and King County for this
project. She was concerned about potential traffic and surface water runoff
problems in this area, and said that R·8 zoning is not compatible with R-4 or R-5
zoning since apartments do not belong in single family residential areas.
Councilman Corman replied that while he understands the importance of

education and the need to provide funding for this purpose, he felt that the
Issaquah School District should supply Renton with information about how it
will use any impact fees collected within Renton, He specifically was interested
in any plans to use these impact fees to build new facilities benefiting Renton
residents, Councilman Parker commented that this fee is estimated to be about
$6,000 to $8,000 per single family home.
Ben Reid, 14412 SE 128th St., Renton, requested specific information on who
will be responsible for paying for any sewers constructed in this area: Mayor
Tanner offered to send Mr. Reid information on this subject.
Mike Proulx, 14331 -138 th Ave. SE, Renton, responded to a comment made by
Ms. Donnelly by clarifying that R-8 is a single family zoning category, not multi-
family as was implied.

of City-owned property at 339 Burnett Ave. South.
Susan'Carlson, Economic Development, Neighborhoods & Strategic Planning
Administrator, explained thatthis approximately 27,000 square foot, primarily
vacant, site was purchased in 1995 to provide additional property for the
downtown transit center. Final plans for the transit center and the piazza have
subsequently negated the City'S need for this site.
Numerous persons have expressed interest in purchasing this property for
development. Given that the City's vision for the downtown involves urban
densities and and an intensity of uses, including market rate housing and vibrant
retail space, staff recommends that the property be sold for a mixed-use
development consistent with the Renton's objectives for this area. Ms. Carlson
added that staff recommends selling the property now since the market is still
active and good quality developers would likely be interested in the site.
Bill Kreager, Mithun Partners, described three ways in which the property could
potentially be developed. Common factors among the three scenarios were three
to four stories of high -density housing (62 units), with commercial uses on the
ground floor and structured parking for residents. Mr. Kreager added that the
successful proposal would have to consider how the adjoining alley, the
neighborhood to the west, and Burnett Ave. S would all be affected.
Ms. Carlson concluded that if Council approves surplusing this property, staff
would advertise for requests for proposals for development. All proposals would

Those portions of the Southeast Quarter of Section 10, the Southwest Quarter of Section II, the Northwest
Quarter of Section 14, and the Northeast Quarter of Section 15, all in Township 23 North, Range 5 East,
W.M., in King County, Washington described as follows:
BEGINNING at the south quarter comer of said Section 10, said south quarter comer being a point on the
existing City Limits of Renton as annexed by Ordinance #4470, within the right-of-way ofSE 128th Street;

Proposed East Renton Plateau Annexation
Project Narrative
Annexation of21 acres along the City's eastern boundary was initiated under the name SE 128 th Street
Annexation. The proposal has been renamed the East Renton Plateau Annexation. At the 10% public
meeting with proponents, the City Council expanded the boundaries to encompass 193 acres, as shown
on Figure I. Petition forms are currently circulating for this annexation. Staff have received pledges
of support from property owners representing over 60% of the total assessed value for the area
proposed for annexation. Since staff has a high level of confidence that the petition will be certified as
sufficient and to expedite the process, comments on the annexation and zoning designations for the
annexation area are being requested prior to receipt of the annexation petition. However, the proposed
annexation cannot be forwarded to the Council until the King County Assessor's Office has certified
the petition as sufficient according to the statutory requirements.
Assuming the Council's continued support of the annexation, the remainder of the process will include
a public hearing on the Petition to Annex, two public hearings on the zoning and submittal of an
Notice of Intention package to the Bound~ry Review Board. There is significant likelihood that the
Board's review will be requested. This would require a public hearing before the Board. After the
Council has established the boundaries at the 10% Public Meeting, the Council can contract the
boundaries but not expand them. If review is requested, the Boundary Review Board may reject the
annexation or add or subtract land from the proposal.
Zoning for areas outside the City limits is assigned following two public hearings. The first public
hearing has been referred to the Planning Commission. Proposed zoning is shown on Figure 2.
Zoning must be consistent with the designations shown on the Comprehensive Plan Land Use Map.
Each land use designation may be implemented by one or more potential zones. Adopted land use
designations and associated potential zones are shown in the following table.

The area is mapped for wetlands in the City's Critical Areas Inventory. (Figure 3) The Cedar River
Basin Plan Current and Future Conditions Report also notes several wetlands in addition to two
branches of a tributary of Maplewood Creek. Other wetlands have been identified south of SE 128'10
Street, in the eastern portion of the proposed annexation area. No other sensitive or hazardous areas
are mapped for the subject area. Existing surface water problems have been identified at the western
end of the annexation area, near the eXlstmg city limits. Additionally, drainage problems exist
downstream from the proposed annexation area along Maplewood Creek and its tributaries.
The area subject to the proposed annexation is a portion of the Bumstead Annexation, which was
invalidated by King County Superior Court in 1996. Two zoning public hearings were held as part of
the Bumstead Annexation process. While zoning was never adopted, the zoning proposal underwent
environmental review and received a Determination of Non-Significance at that time (LUA-94-
1 33,A,ECF). As a result of the Bumstead zoning public hearings, the Council initiated an Amendment
to the Comprehensive Plan Land Use Map to change the land use designation for three parcels within
the Bumstead Annexation boundaries from Residential Rural to Convenience Commercial. These
parcels had existing commercial development. Although the implementing CC zoning was not
addressed with the original Bumstead zoning proposal, the Land Use Map amendment and associated
CC zoning proposal received a Determination of Non-Significance from the Environmental Review
Committee with other 1996 Comprehensive Plan amendments (LUA-96-072,CPA,ECF,R). The lands
subject to the current zoning proposal only include areas addressed in the earlier proposals, and, apart
from the change to convenience commercial, no changes to the Bumstead zoning recommendation are
proposed. The existing condition context of the original Determinations of Non-Significance has also
remained essentially unchanged. Recent analysis has revealed no significant new impacts. Therefore,
unless the zoning proposal is significantly changed through the current zoning process or unless
significant new impacts are brought to light, no additional environmental review is required.

Some existing drainage problems (flooding, erosion & habitat) are present in the
downstream system and in the proposed annexation area as shown on the Maplewood
& Orting Hills Subbasin Conditions Map (enclosed) and described in the Cedar River
Basin Plan Conditions Report. These existing drainage problems may be the City's
responsibility (instead of King County's) to address following annexation of the area.
Future development will need to address downstream problems so that existing surface
water management problems are not made worse. The annexation may require an
increase in Capital Improvement Program budget and Operation and Maintenance
Budget to deal with the existing drainage problems, prevent future problems and to
(Over)
maintain the existing storm system within the annexation area.
2. Are you aware of any problems or deficiencies in existing infrastructure or service
provision to the area?
RESPONSE:
Attached is a copy of the Cedar River Basin Plan Current and Future Conditions Report
(April, 1993) map for the Maplewood & Orting Hills Subbasin, which shows surface
water mOanagement problem areas. The problems consist of flooding, erosion, stream
habitat and wetland habitat problems. The flooding downstream of the proposed
annexation area is due to inadequate storm systems and increased runoff from existing
development. The downstream erosion is due to the increased runoff from
urbanization flowing down steep slopes with erodible soils. The erosion occurs within
the stream channel and Maplewood Creek ravine, which results in downstream
flooding and sediment deposition on the Maplewood Golf Course. An existing flooding
problem within the Puget Colony Homes area is located immediately downstream of
the proposed annexation area. King County is currently constructing a CIP to solve
some of the downstream flooding problem in the Puget Colony Homes Plat. The full
improvement as recommended in the Cedar River Basin Plan to solve the Puget Colony
Homes (CIP 3120-enclosed) will not be implemented by King County this year due to
budget problems.
The Cedar River Basin Plan CIP 3122 is recommended to address the downstream
erosion in the Maplewood Creek ravine (Maplewood Creek Ravine Stabilization Project -
attached) King County has budgeted funding and will start work on the preliminary
engineering and planning work associated with the project later this year. King County
may request the City to provide funding to implement the project.
A tributary of Maplewood Creek (Tributary 0303) flows across SE 128th St. into the
proposed annexation area. Future development in the proposed annexation area will
have to account for the natural drainage course that flows across the proposed
annexation area. Wetlands may be present in the proposed annexation area. The
Cedar River Basin Plan identified wetlands in the area.
The culvert crossing of SE 128th St. for Maplewood Creek Tributary 0303 IS In poor
condition and may be undersized. The culvert is currently within the City limits.
Flooding at this location has occurred in the past due to the culvert and the
downstream ditch system/ drainage course that extends into the proposed annexation
area. The culvert crossing will need to be replaced in the future.
3. Does this proposed annexation represent a logical extension of services provided by
your department/division?
RESPONSE:
The proposed annexation area is a logical extension of the services provided by the
Surface Water Utility. The area receives runoff from upstream properties that are
currently within the City and then discharges runoff into the City, downstream of the
annexation area. The proposed annexation area is within the Maplewood Creek
· .
subbasin within the Cedar River Basin.
4. What additional facilities or staff would be required to serve this area? Can you
identify any other costs the City would incur as a result of this annexation?
RESPONSE:
Maintenance cost of existing facilities are addressed by the Wastewater Maintenance
Section. Engineering Section staff cost increases would be due to increased customer
service (drainage complaint investigation) and Capital Improvement Program project
management. The Cedar River Basin !,Ian Capital Improvement Program costs for the
Puget Colony Homes Drainage Improvements and the Maplewood Creek Ravine
Stabilization, that are downstream of the proposed annexation area, were estimated to
be $950,000. Per a phone conversation with Randall Parsons at King County, the
actual cost for the Puget Colony Homes Drainage Improvements are considerably
higher than the estimated cost of $800,000 partially due County Roads requirements.
The City may be requested to provide funding and participate in the implementation
and completion of these projects in the future.
The cost to address the existing drainage problems in the annexation area, if not paid
for by the future development is $100,000 to $150,000 and may be higher due to
wetland and fisheries issues.
5. Would the City assume ownership or responsibility for facilities cunently owned or
managed by another jurisdiction? Would new agreements or franchises be required as
a result of this annexation?
RESPONSE:
The Surface Water Utility will assume ownership and maintenance responsibility for
facilities owned by King County Roads and King County Department of Natural
Resources (Surface Water Management). It appears that there are a minimum number
existing storm water facilities in the proposed annexation area, but check the
Wastewater Maintenance review comments to verify. No new agreements or
franchises will be required.
6. Would alternative boundaries create a more logical annexation for provision of City
services? (If yes, please indicate on the attached map.)
RESPONSE: No comment.
General recommendation and comments:
The proposed annexation area has some natural drainage features (wetlands, stream)
that will need to be considered during future development of the area and may limit the
density of development that the proposed annexation area could accommodate. There
are existing downstream drainage problems in the Maplewood Creek Subbasin as
identified in the Cedar River Basin Plan. King County is partially addressing some of
these problems at this time. We could be requested by King County to participate in
· .
the implementation of the solutions to the existing downstream problems, regardless of
the proposed annexation. By annexing the area, we may have more control over how
the area develops. If the City's proposed future density of development in the
proposed annexation area is less than King County's proposed future density of
development in the proposed annexation area, the downstream drainage problems
could be reduced, assuming equivalent on-site storm water controls are implemented
when the area is developed.

Discussion: This site has released large quantities of sediment into the lower Cedar River, most
recently during a landslide in 1987. This material, especially the finer particles, chokes spawning
gravels and causes turbidity in the important spawning areas of the lower mainstem.
The steep face of the left bank has been extensively disturbed by gravel mining operations, seeps
and small streams, and natural erosion from high river flows. At the toe of the slope, the mine
operator placed a bare rock revetment that extends into the river and has suffered from erosion. It
has also been overtopped by periodic small landslides, preventing maintenance access.
Modifying the revetment by cutting back and bioengineering its face and buttressing the slope
above it could reduce flow velocities and future erosion at the toe of the bank and would provide
riparian vegetation. Revegetating the open landslide scar would help stabilize this steep slope.
Iffunding is limited, reduce the scope of the earthwork and emphasize revegetation. The
property owner may be liable for some of the cost of this recommendation.

3120 Puget Colony Homes Drainage Improvements
Recommendation: The King County Surface Water Management (SWM) Division should make
the following improvements in order to address flooding of the Puget Colony Homes subdivision
and local water quality and erosion problems:
1. Upgrade the existing conveyance system through Puget Colony Homes (Tributary 0303, RM
0,4-0.8);
2. Deepen and recontour the existing detention pond in Wetland 150 (RM 0.9); and
3. Purchase a filled portion of Wetland ISO for construction of a new 150,000-cubic-foot
detention pond (RM 1.1), buffer restoration, and enhancement of degraded portions of the
wetland.
Discussion: This solution would address the flooding in the Puget Colony Homes subdivision

flooding on an almost annual basis when the capacity of an undersized storm drain, located
between the houses, is exceeded .. In addition, contaminated road runoff from SE 128th Street is
now inadequately treated by a small detention pond in Wetland ISO, an II-acre, partially forested
Class-2 system located immediately north of the subdivision.
The proposed upgrade to the conveyance system would eliminate flooding and septic system
inundation up to the 100-year flow. Deepening the existing small detention pond north of the'
subdivision would provide an additional 20,000 to 40,000 cubic feet of storage with another
Iso,600 cubic feet provided by the new detention pond to be constructed in the filled portion of
Wetland ISO. Such additional storage would attenuate discharge peaks by an average of IS%.
through the 2S-year event, thereby helping to reduce damage in the erosion-prone reaches of
Tributary 0303. Water quality in Wetland ISO, and in this portion of the subbasin in general,
would be somewhat improved by the routing of road runoff not currently detained through the
IS0,000 cubic-foot forebay, and the water quality would also be improved by reducing or
eliminating the short-circuiting of flows through the existing pond. The hydrology of Wetland
ISO would be somewhat stabilized by attenuation of peak flows in the two detention ponds.
Restoration of a buffer and degraded portions of the wetland would improve its wildlife habitat
and water quality functions.
This recommendation was chosen from a number of alternatives, which were rejected for various·
reasons. Upgrading the conveyance system alone ($400K) would address flooding but would
increase flows downstream of the subdivision irito Tributary 0303, which would exacerbate the
significant erosion that currently exists in that stream. It would also do nothing to improve water
quality in Wetland ISO nor would it treat runoff from SE 128th Street. Because of the size of the
existing small pond, deepening it, coupled with the conveyance upgrade ($SOOK), would still not
provide enough storage to address erosion and water quality without the larger pond.
A regional detention pond located inunediately downstream ofPuget Colony, as described in the
City of Renton's draft "Maplewood Creek Basin Plan," would make the wetlaiJ.d work
unnecessary .
Other alternatives were evaluated-including substituting an underground detention tank for the
proposed solution ($600K), using an open channel for conveyance ($1 ,SOOK), using a bypass
pipeline directly to the mainstem ($3,000K), or extending the s~tary sewer service to the area
($1,400K)-but were rejected because of their inability to address all of the concerns or because
of their adverse impacts.

3121 Tributary 0303A Culvert Replacement and Rechanneling
Recommendation: To alleviate flooding at the intersection of SE 132nd Street and 146th
Avenue SE, King County SWM should replace a damaged 12-inch concrete culvert under SE
132nd Street with a 24-inch concrete culvert, A 300-foot pipe conveying this tributary
southward, would be removed to improve the quality of road runoff.
Discussion: buring 2-year and larger storm events, water ponds at the inlet of the 18-inch culvert
and backs up to the east along the north side of SE 132nd Street, then flows south through a
12-inch culvert at the intersection ofSE 132nd Street and 146th Avenue SE and enters the Orting
Hill (Tributary 0307) subbasin. The 12-inch culvert is damaged, forcing water over the road at
this intersection, blocking the access to 12 houses. Replacing the 12-inch culvert with a 24-inch
concrete culvert would solve the road-flooding problem for little cost. Although it would
perpetuate the current flow diversion, Tributary 0307 is able to accept the small additional flow
with little threat of damage, while Tributary 0303 experiences severe erosion downstream of its
confluence with Tributary 0303A and would conceivably suffer from any increase in discharge .
If funding were limited, the 300-foot pipe could be foregone, at a savings of approximately
$130,000. Two alternatives that were considered for this solution-upgrading the 18" culvert
alone or intercepting and carrying the flows to the upgraded storm drain proposed in CIP 3120-
would both accelerate erosion downstream.

3122 Maplewood Ravine Stabilization
Recommendation: Reduce erosion and subsequent downstream sedimentation and habitat
degradation in the Maplewood subbasin by undertaking the following actions:
1. Tightline two dayJighted culverts on Tributary 0302 from their outfalls to the main channel
(right bank ofRM 1.0 and left bank ofRM 0.95),
2. Place large woody debris in the channels of both Tributary 0303 (RM 0.0-0.3) and 0302 (RM
0.4-1.2), and
3. Apply local bioengineered slope treatments, such as revegetation, to eroded sites.
Discussion: Capturing the discharges from the two culvert outfalls and tightlining them over the
steep, erodible ravine sides could reduce sediment loading in Maplewood Creek by an estimated
5 to 25%. Placement oflarge woody debris could help reduce downstream sediment delivery and
could contribute to the general function and quality of instream habitat.

This solution was chosen from a number of alternatives; reconfiguring the lower half mile of the
channel to convey flows and sediment to the Cedar River by alternate means ($500K) or using
tightlines ($500K) were rejected because of their high cost and the uncertainty of their
effectiveness. Regional retention/detention ponds were considered for the headwaters of
Tributaries 0302 and 0303 but were rejected because, although very effective, they would be
prohibitively expensive ($5,000K).

3123 Maplewood Golf Course Reach Improvements
Recommendation: The City of Renton should replace the two existing sediment ponds on
Tributary 0302 with one designed to allow upstream fish passage at RM 0.35 and stabilize the
eroding banks of the stream above the pond with large woody debris. In addition, the City should
consider enhancement of habitat in the reach that passes through the golf course to facilitate
upstream fish passage and provide rearing and spawning habitat.
Discussion: The improved sediment pond and stabilized upstream banks would not only allow
anadromous fish to pass to upstream reaches, it would reduce the frequency of sediment removal
with its associated costs and its habitat impacts. Enhancement of the reach within the golf course
(RM 0.2-0.4) would encourage use of the relatively good habitat of the Maplewood ravine by
anadromous salmonids.

0307.)
Discussion: Approximately 0.2 miles of the lower-most reach of this stream was placed in a
culvert to reduce flooding and erosion concerns along lower Orting Hill road and lower Jones
Road. However, the culvert has not worked well, as it requires frequent maintenance and

Project Narrative
Property owners in a 21 acre area adjacent to the city limits have submitted a Notice of Intent petition
to the City to initiate annexation of their properties. The subject properti~s are south of SE 128"
Street, between the existing city limits and 144" Avenue SE. The proposal includes the adjacent SE
128" Street right-of-way. With the exception offour single family homes, the parcels are vacant.
The City's Critical Areas Inventory maps a portion of a wetland extending into the subject area. No
other sensitive areas are documented.
Under the existing Comprehensive Plan land use designations, Residential Single Family and
Residential Rural, post-annexation development would be residential, primarily single family
detached. Zoning is not addressed at the 10% Notice of Intent stage. City zoning will be assigned to
the subject properties after two public hearings.
Upon receipt of comments from staff, a public meeting will be scheduled before the City Council to
allow public comment on the proposed annexation. Additional lands may be added to the annexation
proposal if interest is expressed prior to or during the public meeting. Staff comments on a modified
proposal would be requested at the 60% Petition phase of the annexation.

Propose SE 128 th Street Annexation
Project Narrative
Property owners in a 21 acre area adjacent to the city limits have submitted a Notice ofIntent petition
to the City to initiate annexation of their properties. The subject properties are south of SE 128 th
Street, between the existing city limits and 144th Avenue SE. The proposal includes the adjacent SE
128 th Street right-of-way. With the exception of four single family homes, the parcels are vacant.
The City's Critical Areas Inventory maps a portion of a wetland extending into the subject area. No
other sensitive areas are documented.
Under the existing Comprehensive Plan land use designations, Residential Single Family and
Residential Rural, post-annexation development would be residential, primarily single family
detached. Zoning is not addressed at the 10% Notice ofIntent stage. City zoning will be assigned to
the subject properties after two public hearings.
Upon receipt of comments from staff, a public meeting will be scheduled before the City Council to
allow public comment on the proposed annexation. Additional lands may be added to the annexation
proposal if interest is expressed prior to or during the public meeting. Staff comments on a modified
proposal would be requested at the 60% Petition phase of the annexation.

The'undersigned are the owners of not less than ten percent (10%) in value, according to the
assessed valuation for general taxation, . of property which they desire to annex to the City of
Renton.
We hereby advise the City Council of the City of Renton that it is our desire to commence
annexation proceedings under the provisions of RCW 35A.14.120 of all or any part of the area
described below.
The territory proposed to be annexed is within King County, Washington, and is contiguous to
the City of Renton. A map (Exhibit 1) and legal description (Exhibit 2) are included as part of
this petition.
The City Council is requested to set a date not later than sixty days after the filing of this request
for a public meeting with the undersigned.
1. At such meeting, the City Council will decide whether the City will accept, reject or
geographically modify the proposed annexation;
2. The City Council will decide whether to require simultaneous adoption of zoning
regulations; zoning to be detennined after two public hearings and guided by the
City'S Comprehensive Land Use Plan; and,
3. The City Council will decide whether to require the assumption of existing city
indebtedness by the area to be annexed.

Those portions of the Southeast Quarter of Section 10 and the Northeast Quarter of Section IS, all in
Township 23 North, Range 5 East, W.M., in King County, Washington described as follows:
BEGINNING at the south quarter corner of said Section 10, said south quarter corner being a point on the
existing City Limits of Renton as annexed by Ordinance #4470, within the Right-of-Way of SE 128th
Street;
Thence northerly along the west line of the southeast quarter of said Section 10, and along said City Limits,
a distance of 50 feet, more or less, to an intersection with the northerly Right-of-Way line of SE 128th
Street;
Thence easterly along said northerly Right-of-Way line, crossing 142nd Ave SE to an intersection with the
northerly extension of the westerly Right-of-Way line of 144th Ave SE;
Thence southerly along said northerly extension of the westerly Right-of-Way line of 144th Ave SE and
