*Note that the mailed letter indicated March 28, 5pm as the
commenting deadline* I am writing to express some concerns
regarding the proposed establishment of a dog boarding and daycare
facility in our community, specifically in a commercial zone
surrounded by residential housing. I believe the location chosen could
potentially have detrimental effects on our neighborhood. Firstly, I
would like to draw attention to the significant issue of noise pollution
that such a facility could generate. Numerous reputable studies have
demonstrated the adverse impact of noise pollution on health
(https://magazine.hms.harvard.edu/articles/noise-and-health). For
instance, a study
(https://www.ncbi.nlm.nih.gov/pmc/articles/PMC6878772/) found that
prolonged exposure to noise pollution can lead to increased stress
levels, sleep disturbances, and even negative impacts on
cardiovascular health. Given the nature of a dog boarding and daycare
facility, it is reasonable to anticipate elevated levels of noise from
dozens of barking dogs, particularly during peak hours of operation.
The typical decibel range for a dog's bark falls between 60 to 110
decibels (dB). Prolonged exposure to noise levels above 85 dB can
potentially cause hearing damage. This continuous disturbance could
disrupt the peaceful ambiance of our neighborhood and have long-
lasting repercussions on the well-being of our residents. Since this site
is surrounded by SFHs, multi-family developments, along with the
newly built affordable housing Watershed apartments, the noise will
impact hundreds of residents in a tightly dense area. Moreover, the
proposed location raises concerns about safety and sanitation. With
residential properties in close proximity, there may be heightened risks
of noise complaints, dog-related incidents, and waste management
issues. These factors could not only diminish property values but also

pose potential hazards to the safety and tranquility of our community. I
expect the City of Renton to do its due diligence: - What
comprehensive mitigation measures will be implemented to address
potential noise, safety, and sanitation issues if the proposal does
proceed? - What noise studies and research will be conducted, and
how will this be monitored? - This business is relocating from a
location that was much quieter and larger in Auburn to a very dense
Renton center. Were there permitting issues with Auburn, or what
caused the relocation? - How have other cities dealt with animal-
related businesses near residential housing? For example, New Haven,
CT residents are dealing with the aftermath of a noisy doggy daycare /
boarding facility, where that city underestimated the level of noise the
business could pose:

Thank you for considering the input of concerned residents in this
matter. I am optimistic about fostering community and commerce in a
thriving downtown Renton, where we can still preserve a high quality
of life for our mixed-income, diverse residents. Other studies outlining
the negative effects of noise pollution: * "The Effects of Noise
Pollution on Health: A Review" by Stephen Stansfeld and Mark
Matheson (2003) - This review article provides a comprehensive
overview of the various health effects associated with noise pollution,
including impacts on sleep, cardiovascular health, and psychological
well-being. * "Effects of Noise Pollution on Wildlife: Implications for
Conservation" by Clinton D. Francis and Christopher J. Barber (2013)
- While primarily focused on wildlife, this study discusses how noise
pollution can disrupt ecosystems and have broader environmental
implications. * "The Influence of Urban Noise on Mental Health" by
Alberto González-Moreno et al. (2017) - This study explores the
relationship between urban noise pollution and mental health
outcomes, highlighting the negative effects on stress levels, mood, and
overall psychological well-being. * "Community Response to Noise:
A Review of Factors Influencing the Relationship Between Noise
Exposure and Reaction" by David M. Lohr (2007) - This review
examines various factors that influence community responses to noise
pollution, shedding light on the complexities of residents' reactions
and perceptions. * "Effects of Noise Pollution on Property Values" by
Alan H. Wurl et al. (1970) - While an older study, this research
investigates the impact of noise pollution on property values,
providing insights into the economic consequences of living in noisy
environments.
