Within the city limits of Renton/King/WA I responded to a car v ped at about the 600 block of SW 43rd
St.
When I arrived Renton Fire was osncene treating the ped, later ID'd as Shoemaker Sabin L 10-21-80.
1 contacted the driver of unit 1. 1 sat inside the passenger side of his Tesla to watch the video of what
was captured ref this crash. Unit 1 described that he was enroute to Ikea to use the charging station.
It was dark and raining heavy. Unit 1 said as he was merging into the left turn lane to turn left into
Ikea there was a black object in the road that he glanced/struck. He said he pulled off the roadway
and made a u-turn and returned to the driveway were he could then see the Ped/Shoemaker. He did
not complain of injury and damages to his car were minor not requiring a tow truck.
As I watched the video, I wasnt just watching for the specific crash, but if unit 1 had been driving
poorly or speeding prior to the crash. I watched several minutes of videos from around the area. All
were consistent with a driver following the rules of the road and obviously being safe. During the
video of unit 1 vs Shoemaker it showed unit 1 slowing and merging into the 2WCLTL, within a short
distance of his merge you could see Shoemaker dressed in all dark clothing standing about the right
wheel track of that lane facing east, his back facing unit 1. His body was leaned way over to the right.
It appeared to me from experience that Shoemaker was "on the nod" from Narcotic Analgesic use.
Unit 1 just swiped Shoemakers right leg knocking an already unconscious standing person over.
The video shows unit 1 pulling into Ikea and pulling back around to the POI, not a hit and run.
Shoemaker was loading into the Renton ambulance by the time I was able to contact him. He told
me the car that hit him was flying/speeding and he is injured. Shoemaker was transported to VMC-
ER for additional checks. A WACIC/DOL check of Shoemaker revealed a criminal history to include a
No Bail Warrant out of Spokane Wa with state wide extradition. That warrant was confirmed and
transport via the chain was approved.
When I contacted Shoemaker at the ER room 21 he told me he takes 50 mg of Methadone as a
transitional drug. I asked him how long he had been taking the drug and his last dose. He told me
yesterday morning and did not answer for how long. I asked him if he had additional drugs on board
because it did not appear his impairment was consistent with someone who last dosed almost 24
hours ago would still be this impaired. He had pin point pupils in room light 1.5-2mm his eyes were
glossy and eyelids droopy. He did not appear to be able to hold his head up or mouth shut. He told
me he was not impaired or on the nod that he was sleep walking.
I waited until Shoemaker was cleared by the ER doctor post xrays which revealed no evidence of
impact/injury. I escorted him outside and prepared to take him in to custody for transport to King
County Jail/Kent. He told me he was not under arrest for a warrant that I made up and that he was
not going to jail. He told me without another officer on scene he would resist. He told me he did not
believe I was an officer. I was wearing a full uniform that clearly identifies me as a Renton Police
Officer, to include two cloth patches on both shoulders a metal badge, cloth name tag and utility/gun
belt with a radio-on. Once addition officers arrived on scene Shoemaker was taken into custody
without incident. I transported him to RJC.
He contested his arrest while in the booking area at RJC. I provided medical and booking staff with
his clearance papers from VMC and explained the video and totality of the "crash". RJC allowed the

booking and took custody of Shoemaker.
I cited Shoemaker ref RCW 46.61.250.4 Pedestrian unlawful upon roadway car v ped crash via
complaint.
