EE59091 CASE# 24-1923 OF COLLISIONO2/21/24 17:55 NARRATIVE 24-1923 On 02/21/2024 at approximately 1755 hours, I was traveling southbound on Benson Road South approaching the intersection of SE 168th Street when I observed a blocking vehicle collision in the intersection. It should be noted that the intersection was located within the City Limits of Renton, County of King, State of Washington. I informed Dispatch of my location and began checking on the involved parties. The passenger of Unit #1 complained of injury therefore I requested the Renton Regional Fire Authority (RRFA) respond for evaluation. RRFA later responded and evaluated all involved parties at the scene. While on scene, collected each involved party's information and involvement leading up to the collision. The driver of Unit#1 stated he and his adult passenger were traveling southbound in about the 16700 block of Benson Road South (a.k.a. 108th Ave SE) and approaching the intersection of SE 168th ST. The driver of Unit#1 stated that he had pulled into the dedicated left-turn-lane (lane 2 of 2) to yield to traffic for an upcoming left-turn. The driver of Unit#1 stated he intended to proceed eastbound onto SE 168th ST following the turn. The driver of Unit#1 stated that the traffic light had changed to yellow and assumed Unit#2 was going to stop. Unit#1 proceeded out into the intersection to make their turn when Unit#2 struck the passenger side Unit#1 subsequently causing moderate damage to Unit#1. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling northbound in about the 16800 block of Benson Road South (a.k.a. 108th Ave SE) in lane 2 of 2. The driver of Unit #2 stated he was intending to continue north through the intersection. The driver of Unit#2 stated while continuing through the intersection, Unit#1 turned in front of his vehicle. The driver of Unit#2 stated he was unable to avoid the collision and struck Unit#1 causing moderate damage to the front of Unit#2. Based on the above statements, I determined that the Driver of Unit#1 (PACHECO NAVA) was the predominant factor for the collision due to not granting the right of way during a left turn causing a collision. The driver of Unit#1 violated RCW 46.61.185.1 by not granting the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. A DOL WACIC check confirmed that PACHECO NAVA was in violation of RCW 46.20.015 -Driving any motor vehicle upon a highway in the State of Washington without a valid Washington State driver's license listed in his name. PACHECO was not only an unlicensed driver with expired Venezuela Identification, but he was an uninsured motorist. I cited PACHECO NAVA in-person for the Improper Left Turn, NVOL with Identification, and operating a motor vehicle without insurance. Unit#1 was impounded due to both damage and for not having a licensed driver available. Unit#2 was able to be driven away without further incident.
