SUBJECT: Request of Renton Christian School for
special permit to allow school in GS-1
zone; property located at 973 Union Avenue NE
The Bellevue Christian School has requested a special permit to
allow establishment of a pre-school and kindergarten at the
above noted address.
Please note item three in the Renton Bible Church letter regarding
development of NE 10th Street. We would appreciate your review
and comment on the subject matter. This item will be on the agenda
for the Planning Commission public hearing meeting of July 26 .

' Gentlemen:
We attache4 petition to The Planning Commission, requesting that the matter per-
taining to the establishment of Renton Christian School as a pre-school (ages -
i three and four) and academic kindergarten (age five) , using the educational wing ' ,
of the Renton Bible Church, 973 Union Ave. . N.E. , Renton, Washington, come before
your Commission on July 26.
We wish to point out that we have established a working maximum of 20 pupils
. of each age level , each to meet separately and at different hours; specifically,
3 year olds -- Tuesday, Thursday-- 9:00 - 11 :30 a.m.
4 year olds -- Monday, Wednesday, Friday -- 9 :00 - 11 :30 a.m.
5 year olds -- Monday through Friday -- 12: 15 - 3: 15 p.m.
One teacher and one teacher's assistant is the maximum staff that will be
required for this startup program.
We attach plot plan of Renton Bible Church, showing the portion of such facilities
that will be used for Renton Christian School startup. Of the total of 6140 square
feet, we will be using only that portion hatch marked or 1066 square feet, that is,
about. 17 percent of the total facility.
' From a parking standpoint, this will require a maximum of three stalls, one each
for the teacher and teacher's assistant and one for custodial attendant.
When you consider the use to which the Renton Bible Church is now put, this ,will
add only a very modest impact. .
Renton Bible Church has a current membership of 53 (over 16 years of age) , Sunday
School attendance of 100 to 140, morning worship attendance of from 110 to 130
and evening worship of 60 to 80 with a mid-week service attendance -of 30 to
40 plus a variety of committee meetings each month , a monthly Women 's Society
meeting and a weekly youth meeting, in addition to occasional marriages and
receptions. -
In view of the very limited proportion of the building required for the new
Renton Christian School startup and the miniscule parking requirements for 1 ' ,
this school program and the fact that both the school and church are non-profit '

organizations, we urge that you permit the Renton Christian School startup .
without requiring a burdensome and expensive surfacing and landscaping of
said premises, which would extinguish the possibility of this school starting
in Renton this year.

WHEREAS your petitioner, Bellevue Christian School, which for 22 years has
been established in Bellevue, Washington, is a non-profit, non-denominational •
Christian educational institution, providing training, pre-school through high
school, with an enrollment this past semester of in excess of 500, and
'. WHEREAS Bellevue Christian has surveyed the Renton community with the ob-
.I . jective of determining the feasibility of establishing a branch school there,
. and through contacts with a wide variety of churches of various denominations,
has reached the conclusion that sufficient support exists for starting such a '
school, and
' WHEREAS Bellevue Christian has determined to proceed with the establishment . ,
of a Christian school in Renton, to be known as Renton .Christian School,' and
. WHERES 'Bellevue Christian has determined to initiate the Renton Christian_
School program on the modest basis of pre-school (ages three and four) and
kindergarten (age five), and has further determined to seek the use of 'an - •
already constructed facility, more particularly, the' educational facility of a , ,
'. local church, and _ ,
: .WHEREAS the Renton Bible Church of 973 Union Avenue, N.E. , Renton, Washington,
"' has made available its new educational wing for said purpose, and
WHEREAS by mid-June, Bellevue Christian had contacted all agencies known
'� ,'by it to be agencies of interest, namely the City of Renton Building and Fire
'.Departments and the City Clerk's Office,. and through said Building Department, .
• - • 'j . the-State and County'.Health Departments, and through said Fire Department, the
State Fire Department, and having had said premises inspected by these several '
agencies, .and having, furthermore, inquired whether there be any other agencies •
I of interest without discovering any, your petitioner proceeded to carry forward
I . the planning and promotion essential to the establishment of Renton Christian •
School for a September 5, 1972 opening, and .
WHEREAS there 'have been press stories of the Bellevue Christian School:
, intention to establish a Christian school in Rentcn, in the Seattle Times of ,
June 18 and in the Record Chronicle of June 22 and July 2, and
' WHEREAS it was not until July 18, that your petitioner became aware of the '
I' • interest in the matter of The Planning Commission through a telephone call from
that office, whereupon a'representative of petitioner immediately came to the
Commission office to develop the Commission's areas of interest, and ,

' areas of interest have placed the establishment of Renton Christian School in
' jeopardy because time does not now permit the development of an alternate :

WHEREAS, after •July 26, The Commission is not now scheduled to meet
,; again before September 27,' which hearing date, if scheduled for this case, '
. would preclude the possibility of Renton Christian School opening this'.year, '

Christian School on September 5 would cause your petitioner severe hardship,
if not irreparable harm,

Subject: Renton Christian School Special Permit
This office has reviewed the plot plan of the Renton Christian
School and considered its relationship to the proposed extension
of N.E. 10th Street. The extension , as proposed in the Six-Year
Program, is located approximately 200 feet south of the church.
This office does not feel the future alignment of N.E. 10th St.
will abut this property and do not foresee any right-of-way being
required from the property for this purpose.
Attached is a copy of the Six-Year Street Program indicating the
proposed street extension and the church property (indicated in
red) .
