NARRATIVE
23-12953
On 11/10/2023 at approximately 1046 hours, I was dispatched to an injury and blocking vehicle
collision at the intersection of Oakesdale Ave SW and SW 27th Street, within the City Limits of
Renton, County of King, State of Washington. Dispatch advised that the collision involved two
vehicles and that one of the involved parties was complaining of pain. Dispatch advised Renton
Regional Fire Authority (RRFA) would be responding as well.
Upon arrival, I confirmed there was airbag deployment and a complaint of injury for chest pain from
the driver of Unit#2. RRFA responded and evaluated all involved parties. All involved patients were
treated and released at the scene.
The driver of Unit#1 said she was the sole occupant of her vehicle and was proceeding northbound
on Oakesdale Ave SW approaching the intersection of SW 27th ST in the left-turn lane (lane 3 of 3).
The driver of Unit#1 stated she was intending to make a westbound (left) turn from the northbound
lanes of Oakesdale Ave SW onto SW 27th ST. The driver of Unit#1 said she saw the traffic signal as
green, which she alleged was a green directional light, and stated she believed she had the right of
way. The driver of Unit#1 proceeded out into the intersection to make the left turn. While making the
turn, both Unit#1 and Unit#2 collided in the intersection causing significant damage to the passenger
side of Unit#1.
The driver of Unit#2 stated that she was the sole occupant of her vehicle and was traveling
southbound on Oakesdale Ave SW approaching the intersection of SW 27th ST in lane 1 of 3. The
Driver of Unit#2 stated that she was approaching the intersection with the intent to continue
southbound. The driver of Unit#2 stated that once she reached the intersection, which she alleged
was a solid green light and had been for several seconds upon entering the intersection, when Unit
#1 turned out into the intersection and in front of Unit#2's direction of travel. Unit#2 was unable to
avoid the collision and collided with Unit#1 causing significant damage to the front of Unit#2.
Based on the above statements, I determined that the driver of Unit#1 (Kraus) did not grant the right
of way to Unit#2 traveling in the roadway which had the right of way and was already underway. The
driver of Unit#1 was turning left and traversing across traffic and must not do so until it is clear of
hazard/traffic. The driver of Unit#1 (Kraus) violated RCW 46.61.185.1 by being the driver of a vehicle
intending to turn to the left within an intersection and shall yield the right-of-way to any vehicle
approaching from the opposite direction which is within the intersection or so close thereto as to
constitute an immediate hazard. Kraus was also unable to provide proof of motor vehicle insurance.
Upon a DOL records check, it was determined that the driver of Unit#2 (Shultz) was driving with a
suspended driver's license with an Ignition Interlock Device (IID) requirement. Shultz admitted to not
having an I I D in her vehicle which I later confirmed was not present in the vehicle she was driving.
Shultz violated the crime of Driving While License Suspended in the third degree by operating a
motor vehicle at a time when her license is suspended in the third degree. Shultz was also operating
a motor vehicle without an ignition interlock device installed.
I cited Kraus in-person for operating a motor vehicle without insurance.
I cited Shultz via complaint for DWLS 3rd and violation of Ignition Interlock Device.
Both Unit#1 and Unit#2 had to be impounded due to extensive damage. An exchange of information
and case number were provided to all involved parties.
