I started this project at the first of the year. I took the simple route by requesting to put a prefabricated building in a paved parking lot. It is now nine months later and I am still waiting on permits from Washington Labor and Industries. As you know we went with Safety Storage in Hollister, CA to supply the container. They are a large national supplier for this type of container with experience in supplying containers to Washington as well as most other states. I am now over six months into getting L&I approval and am still getting the same response from the manufacturer that L&I is presenting new inquiries for them to E■ respond to. I have refrained from getting personally involved with L&I, but I am now on the third renewal of my financing arrangements and this project is costing more money than I could have guessed due to these delays. Th]IPrevention Bureau informed the applicant that the chemicals would need to be stored in a separate building or major iovements would be required wiyyin the main building. As the applicant only leases the building, he has decided that it would be more practical'to store the chemicals in a separate building that could be moved if he decides to move his business. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Earth Impacts: The proposed development will not require disturbance of the ground except for some minor trenching if underground utilities are necessary. The building will be located in an area that is currently paved as part of the parking area but it was not used to meet the parking requirement for the existing building. No additional impervious area is being created by this project. Mitigation Measures: No mitigation required. Policy Nexus: N/A (2) Air Impacts: The proposed building will not have an impact on the regional air quality. As the building will be pre-fabricated very little construction will occur on-site. Construction activities will mainly consist of connecting the building to the necessary utilities. After construction is complete, the building will only be used for the storage of flammable liquids and potentially for the charging of a forklift truck. None of these activities will create significant impacts. Mitigation Measures: None required. Conformance with the Comprehensive Plan, its elements and policies; The Comprehensive Plan, Land Use Element map designates the project site as Employment Area - Valley. The objective of the Employment Area - Valley is to provide for a mix of employment-based uses, including commercial, office and industrial development. The proposed development will help an existing industrial use to remain within this area. 2. Conformance with existing land use regulations; The subject property is zoned Medium Industrial (IM). The IM zone allows for a large number of manufacturing, processing, assembling, and warehouse.uses. The applicant's industrial land use has already been determined to be compatible with the zoning. This application if approved will allow the applicant to store the chemicals required for the existing industrial use in a manner that is safe and in compliance with the standards established by the City of Renton. 3. Mitigation of impacts to surrounding properties and uses; The proposed 400 square foot building will not have any significant.impacts on the surrounding properties or uses. The building is designed to safely store the chemicals used by the applicant. The building will be located approximately 20 feet from the existing building. There is no minimum side yard setback area, however,the building will be located over twenty-feet from the property line. 4. Mitigation of impacts of the proposed site plan to the site; The proposed development (locating a 400 square foot mobile building on-site) will not have a significant impact on the subject property. The plans provided by the applicant indicated a roof being constructed between the proposed building and the existing building. For purposes of determining fire requirements, this roof, would make the proposed building and the existing building all one building. Fire Prevention has stated that a small canopy over the entrance area of the proposed building would be acceptable and would not raise the fire prevention requirements. The applicant will need to remove the large canopy from the plans for this proposal and may replace it with a small canopy. 5. Conservation of area-wide property values; The proposed project should not have any impact on area-wide property values. 6. Safety and efficiency of vehicle and pedestrian circulation; The proposed location of the mobile building provides for an efficient vehicle and pedestrian circulation pattern. No further improvements are required. 7. Provision of adequate light and air; The location of the proposed building, over 20-feet from the existing building, will allow natural light to reach both buildings and will allow for the circulation of air between the buildings. 8. Mitigation of noise, odors and other harmful or unhealthy conditions; No noise, odors, or other harmful conditions will occur due to the location of the building. The building has been designed to contain any spills that might occur at this site. 9. Availability of public services and facilities to accommodate the proposed use; and Adequate services are available to accommodate the proposed building at this site. We intend to place a 400 square foot portable storage building twenty feet north of the existing building in the parking lot. The placement of the storage building will take up 14 of the 142 parking spaces for the building. The building is 10'x 40'and 9'tall. It will be in a currently unused portion of the parking lot and will not restrict any access. Additional portions to this project besides the placement of the building will be six concrete footings for both support and seismic hold down. Each footing will be a minimum of 18" in diameter and a minimum of 18" deep. The footings will be level with each other and placed at each corner and two at midspan of the 40' length. The four end piers will be left with a six inch hole down the middle to accommodate a 1/2"x 10" "J" bolt to be placed and mud- set for seismic hold down. Bolts will be tightened after curing. Electricity will also be brought out to the building's external load center. This come from inside the current building and through the northern exterior wall. It will then run through conduit along the east fence to the load center on the east end of the new building. The building will be L&I Gold Sealed prior to arrival to the site. A fence and gate will be put around the building and adjoining property between the buildings to maintain a level of security from vandalism. A free standing overhang will also be put in for rain protection over the east door. This is the entire scope of the project. The schedule for the project is to order the storage building. During the six to twelve weeks it takes the manufacturer to build it we will have the foundation piers poured and inspected. The building will arrive and be loaded off the truck onto the piers. The bolts will be set and the fencing around the building will be put up. The overhang would also be set up at that time. Landscaping Plan AIn response to the request for drainage and landscaping plans we fail to see that these apply for this project and therefore request that they be waived. Currently the entire area is a asphalt paved parking lot serving a warehouse and manufacturing building. It is a water tight surface. The placement of this portable storage building will neither increase nor decrease the amount of drainage currently handled by the exact same square footage. Outside of fence posts and six concrete piers, eighteen inches in diameter, being placed in the asphalt no other changes will be made to the current surface and in no way will the current surface be any more permeable. Drainage for the entire area and surrounding area will in no way change due to this project. The structure being placed in this parking lot is a portable building owned by the tenant of the property. This building will be removed when the tenant leaves, so no permanent addition is being made to the property. The portable building is four hundred square feet on a piece of property that is 246,960 square feet with a single 136,800 square foot building. This addition will increase the amount of building on the property by three tenths of one percent, 0.3%. We feel that no additional landscaping is required due to the temporary nature of the building, it's ownership not being that of the property, and it's relative size to the property and the existing building.
