ADMINISTRATIVE REPORT CAO Ed VanValey reviewed a written administrative report summarizing the City's recent progress towards goals and work programs adopted as part of its business plan for 2024 and beyond. Items noted were: • Two exciting events are planned for Saturday, April 20: Arbor/Earth Day, hosted by the Urban Forestry and Parks & Trails Maintenance teams, and the Neighborhood Program’s Sustainability Picnic. The annual Arbor/Earth Day event focuses on tree planting and storm drain marking with assistance from volunteers. Both projects' volunteer spots are filled; thank you in advance to our enthusiastic volunteers. • The Neighborhood Program’s Sustainability event is from 11 a.m. to 2 p.m. at the Renton Community Center. AUDIENCE COMMENTS • Thomas Anderson, Seattle, stated he wanted to work out a solution regarding a lease disagreement between the city and The Landing Gear Works business at the Renton Municipal Airport. • Derek Anderson, Seattle, also urged Council to work out a solution to the disagreement with The Landing Gear Works at the Renton Municipal Airport. • Sergio Núñez, Seattle, stated that The Landing Gear Works needs additional support from Council and more time to work out a solution to the ongoing disagreement. • Sofia Farret, Renton, stated she needs the job at The Landing Gear Works and hoped that a solution to the disagreement could be reached. AGENDA ITEM #6. a) April 15, 2024 REGULAR COUNCIL MEETING MINUTES • Rickey Joy, Jr., Seattle, spoke about his company that sanitizes garbage and yard waste containers curbside for customers. He stated that he hopes his business can be aligned with the city's current solid waste contractor. Refer to Finance Committee. f) AB - 3529 Public Works Facilities Division recommends approval to execute a new lease, LAG- 24-001, with Verizon Wireless, for the installation of communications equipment at the Highlands Reservoir for five (5) years, term February 1, 2023 to January 31, 2028. Verizon will pay a one-time administration fee of $7,500, $2,800 monthly with an annual increase of 3%, and backdated rent totaling approximately $178,000 over the term of the lease. Sewer will be adjusted by 100% of all leaked water that did not enter the sanitary sewer system. The finance department received a formal leak adjustment request from the property owner of a commercial property, for a leak that occurred at the service address 1170 Sunset Blvd N. The water leak was located past the main service line to the commercial property. The leak was repaired on 2/13/24. The property owner has met the requirements outlined in the code, including submitting proof of repair, to adequately qualify for the leak adjustment. BACKGROUND In accordance with Renton Municipal Code (RMC) 8-5-23, wastewater billing adjustments for water leaks that occur on the customer’s side of the water meter that are not in the main service line to the building, the City will grant an adjustment of up to a maximum of two (2) regular meter reading cycles during the billing period when the water leak occurred. Sewer will be adjusted by 100% of all leaked water that did not enter the sanitary sewer system. The finance department received a formal leak adjustment request from the property owner of a commercial property, for a leak that occurred at the service address 1170 Sunset Blvd N. The water leak was located past the main service line to the commercial property. The leak was repaired on 2/13/24. The property owner has met the requirements outlined in the code, including submitting proof of repair, to adequately qualify for the leak adjustment. MONETARY PENALTY SCHEDULE FOR INFRACTIONS ISSUED UNDER THE AUTHORITY OF CHAPTER 7.80 RCW Effect of Schedule. This schedule establishes default base penalties for violations of the Renton Municipal Code that are issued as infractions under the authority of RCW 7.80 RCW, but these penalties do not include any state‐imposed statutory assessments. Except as otherwise prohibited by law or court rule, a court with jurisdiction over the infraction may impose on a defendant a lesser penalty in an individual case.
