EE31629 CASE# 23-14359 OF COLLISION 12/14/23 14:34 OF CbLLI510N NARRATIVE 23-14359 On 12/14/2023 at approximately 1446 hours, I was working as a Police Officer for the city of Renton. While I was working, I was dispatched to a collision with unknown details. The collision took place at the intersection of 118th Ave SE and SE Petrovitsky Rd in the City of Renton, the County of King, Washington. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. According to the notes in the call, there was a three-car collision at the location. It was unknown if there were any injuries. The vehicles were blocking north on 118th Ave SE. One of the vehicles was on the curb and the driver was being aggressive toward the other driver. I arrived on scene around 1446 hours. 1 found the collision in question. It was a two-car collision and both parties told me that they were not injured. The collision was in the 15700 block of 118th Ave Se. Both vehicles were going to require a tow and the air bags had gone off in one of the vehicles. I asked for two tow trucks and Renton Fire to respond. Officer Crow took photos of the scene and later uploaded them to evidence.com. I met with the driver of unit 1. He was later identified verbally as Reginald Stephen Jeffcoat (DOB 05/25/1980). Jeffcoat told me that he was driving unit#1 (a red 2001 Chevrolet Suburban SUV (WA LIC# BYF9796) westbound in the 11800 block of SE 175th St when his vehicle collided with Unit 2, causing his vehicle to spin and end up on the sidewalk. Jeffcoat told me that he did not have a driver's license with him and did not have insurance for the vehicle with him. Jeffcoat provided me with his name, date of birth, and address. I ran Jeffcoat's information through a WACIC/NCIC/DOL records check. According to the returns, Jeffcoat had a driver's license that was suspended in the 3rd degree. Jeffcoat also had multiple warrants for his arrest. One of his warrants (warrant number 3A0440875) was for "DWLS 3." It had been issued by the Renton Police department and had a bail amount of$2600. His second warrant (warrant number XZ0269566) was for"FTA Negligent Driving 1." It had been issued by the Tukwila Police department and had a bail amount of$5000. 1 used a WADOL photo to confirm Jeffcoat's identity. 1 asked dispatch to confirm Jeffcoat's Renton warrant. When I later learned that it was confirmed, I took Jeffcoat into custody by placing him in a double locking set of handcuffs that I checked for fit and double locked. I informed him that he was under arrest for his warrants. I met with the driver of unit 2. He was identified using his WADL as Erkhan Usonov (DOB 01/13/2003). Usonov told me that he was driving unit#2 (a gray 2009 Toyota Camry (WA LIC #CGM1470) eastbound in the 17500 block of 118th Ave SE when his vehicle collided with Unit 1. Usonov provided me with his driver's license and registration but told me that he did not have insurance for the vehicle. I ran Usonov's information through a WACIC/NCIC/DOL records check. According to the returns, Usonov had a valid driver's license. Usonov told me that the other driver may have been speeding but 1 was not able to confirm that. He told me that Jeffcoat may also be intoxicated but I did not see any evidence of intoxication. It appeared as though both parties were too close to the centerline and one of the vehicles may have crossed over it as they were passing but I cannot confirm it that happened or not. Both parties were provided with my business card and case number. Gene Meyers towing arrived and towed both vehicles to their tow lot. Jeffcoat was transported to SCORE jail where he was booked for his warrants. Based on the information that I gathered during the investigation, I developed probable cause to charge Reginald Stephen Jeffcoat (DOB 05/25/1980) with driving with a suspended license in the 3rd degree (RCW 46.20.342.1 C) and operating a motor vehicle without insurance (RCW 46.30.020). Citation number 3AO837441 and citation number 3AO837442 were drafted and forwarded to the city of Renton prosecutor for review. Based on the information that I gathered during the investigation, I developed probable cause to charge Erkhan Usonov (DOB 01/13/2003) with driving with operating a motor vehicle without PAGE 3 OF 5 REPORT NO. Based on the investigation, I am not able to determine who is the at fault driver. Both parties claim that the other is responsible and there is not enough information to prove otherwise.
