Dreamliner LLC Mixed Use / LUA23-000355
Dear Environmental Review Committee members,
On March 25, 2024 Associate Planner Andrew Van Gordon presented the Dreamliner LLC Mixed Use (LUA23-
000355) project to the Environmental Review Committee (ERC). At the meeting a recommendation of
Determination of Non-Significance - Mitigated (DNS-M) with four (4) mitigation measures was approved.
A Notice of Environmental Determination Issuance of a Determination of Non-Significance – Mitigated (DNS-M)
was issued March 25, 2024 (Exhibit 2). The released determination only included two (2) of the four (4) mitigation
measures approved at the ERC meeting. If a Determination of Nonsignificance (DNS) or DNS-M was previously
issued and new information warrants additional analysis, the lead agency can withdraw or modify determination
and issue a revised determination with additional supporting information such as a new staff report, or a new or
revised checklist or addendum. As such, a revised determination including all four (4) approved mitigation
measures (Exhibit 3) is proposed to be released in place of the previous determination.

DNS-M: The City of Renton Environmental Review Committee (ERC) has determined that the proposed action has
probable significant impacts that can be mitigated through mitigation measures. This DNS-M is issued after using the
optional DNS process in WAC 197-11-355. There is no further comment period.

DESCRIPTION: The applicant is requesting a Conditional Use Permit, Site Plan Review, Environmental Threshold
Determination (SEPA) and a modification to roadway standards to construct a commercial/residential mixed use building
at 511 Airport Way. The building would include 30 dwelling units, 3,218 square feet of ground floor commercial space,
and 38 on-site parking spaces. Four (4) studio units, 14 one (1) bedroom units and 12 two (2) bedroom units are
proposed. Two (2) commercial spaces, 1,640 square feet and 1,578 square feet each, are proposed on the ground floor.
All parking spaces are within on-site structured parking. Access is proposed from Airport Way and S. Tillicum St. The
subject property is 0.36 acre (16,010 square feet) and is split zoned between the Commercial Arterial (CA) and Center
Downtown (CD) zones. After dedication of right-of-way, approximately 0.24 acre (10,627.11 square feet) of the property
will be within the CA zone and approximately 0.08 acre (3,542.37 square feet) will be within the CD zone. The CA portion
of the project is within Urban Design District D; the CD portion is within Urban Design District A. The City's mapping
system indicates the site is within a high seismic hazard area and the Downtown Wellhead Protection Area Zone 1.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on April 8, 2024. Due to
the ongoing state of emergency enacted by Governor’s Proclamation 20-28.14 (and as amended), the City Clerk’s Office
is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally
due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. Appeals
to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be
obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
PUBLIC HEARING: If the Environmental Determination is appealed, a public hearing will be set and all parties notified.

Mitigation Measures:
1. The project shall comply with the recommendations of the Geotechnical Engineering Report, prepared by
The Riley Group, Inc., dated January 26, 2021, and any future addenda.
2. The applicant’s geotechnical engineer shall review the project’s construction and building permit plans to
verify compliance with the geotechnical reports. The geotechnical engineer shall submit a sealed latter
stating that they reviewed the construction and building permits and in their opinion the plans and
specifications meet the intent of the reports.
The City of Renton Environmental Review Committee has determined that probable significant environmental impacts
from the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under their
authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts
identified during the environmental review process. Because other agencies of jurisdiction may be involved, the lead
agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on April 8, 2024. Appeals
must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub
Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future

3. The applicant shall be required to sample for on-site petroleum hydrocarbon contamination in the soil
and groundwater prior to acceptance of the civil construction permit. If contamination is found on-site,
the applicant shall provide documentation of approved mitigation measures in line with Model Toxics
Control Act (MTCA) and from the Toxics Cleanup Program requirements prior to issuance of the civil
construction permit. Mitigation measures shall be completed prior to final inspection of the civil
construction permit.
4. The applicant shall complete an archaeological survey by a qualified professional on the site prior to
ground disturbing activities and an Inadvertent Discoveries Plan be prepared by a qualified professional.
A report identifying the results and any needed next steps shall be submitted with the Inadvertent
Discoveries Plan at the time of the civil construction permit application for review and approval by the
Current Planning Project Manager prior to permit issuance. Ground disturbing activities include but are
not limited to geotechnical testing, concrete removal, utility removal and replacement, and building
excavation. Notice shall be provided to Concerned Tribes to have a tribal monitor on-site if archaeological
work or monitoring is performed.
