Project Description The proposed tenant improvement project includes a change in use to convert an existing 7,290 square foot (SF) building to a dog daycare/boarding facility that was formerly occupied by a gym. The facility is planned to include a total of 52 kennels used for dog daycare and overnight boarding operations. A project site vicinity map is included in Attachment A. Trip Generation Estimate The weekday daily, AM peak hour, and PM peak hour trip generation credit for the proposed dog daycare/boarding facility and prior gym use was based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition for LUC 565 (Day Care Center) and LUC 492 (Health/Fitness Club). It should be noted that while the latest edition of the ITE Trip Generation Manual does not specifically include a category for a dog daycare/boarding facility use, it was assumed that the operations of the proposed dog daycare/boarding facility are similar in nature to a traditional daycare for the purposes of this trip generation estimate. Adjustments to the trip generation estimates were made to account for pass-by trips which are made by vehicles that are already on adjacent streets and make intermediate stops at the site en-route to a primary destination (e.g. on the way home from work). The pass-by reduction is based on studies of day care facilities documented in the appendices of the ITE Trip Generation Manual, 11th Edition. Table 1 summarizes the net trip generation associated with the project. The detailed trip generation estimates are included in Attachment B. Table 1 Trip Generation Summary Net New Trips Generated Weekday Time Period In Out Total Daily -67 -66 -133 AM Peak Hour 7 6 13 PM Peak Hour -3 1 -2 Rainier Dog Resort & Spa (Renton) Trip Generation Memo TENW April 19, 2024Page 2 To support our assumption that operations of the proposed dog daycare/boarding facility are similar in nature to a traditional daycare, results of a 2010 PM peak hour trip generation study conducted at Doggy Haven in Bothell (a similar dog daycare use) yielded a weekday PM peak hour trip rate of 0.79 trips per dog suite (kennel). This trip rate is identical to the weekday PM peak hour trip rate documented in ITE for LUC 565 (Day Care Center). The counts and trip rate calculations from the trip generation study conducted at Doggy Haven are included in Attachment C.
