We are requesting a variance for twenty(20)nights of work. It is estimated that this portion of the project, if night work is allowed, will take 25 days of work with twenty of those being at night. DISCUSSION: The City has entered into a contract with Merlino Construction for the South Renton Sewer Replacement Project. As part of this project, the City is having Merlino replace the sewer in Main Avenue South. The amount of traffic on Main Avenue is proving to be a logistical problem for construction. Main Avenue is one of Renton's busiest traffic corridors. The 1996 Traffic Flow Map shows that there is an average of 23,000 vehicle trips per day on Main. The traffic flow is further complicated by the fact that Boeing's earlier work shifts start the morning rush hour flow as early as 5:00 AM and the afternoon rush hour flow as early as 2:30 PM. Main Ave. also hosts several Metro routes as part of the transit hub and is used by school busses. Under current discussions with the Transportation Division, the contractor would be required to maintain minimal south-bound flow and full north-bound flow between 5:00 AM and 8:30 AM. Between 2:45 PM and 6:30 PM the contractor would be required to have all lanes open. This would allow only six hours to set up traffic control, do some construction and reopen the road. The short hours would increase the number of work days that traffic and businesses on Main Ave. would be disrupted. Merlino Construction is proposing the ability to do night construction for the work in Main between Houser and South 5th Street. The proposal calls for daily work to start at 7:00 PM and to be completed by 3:30 AM. This would require a variance from the noise requirements allowed between 10:00 PM and 7:00 AM. We would like a variance to allow work until 4:30 AM. During that time, both southbound lanes will be closed and traffic will be detoured to South 2nd Street and Rainier Avenue. One northbound lane will remain open during construction and emergency vehicles will have access in both directions. The contractor will perform all of the impact equipment work during the first hour or so of the work shift. For example, they would use a hoe-ram or jack hammer only between 7:00 PM and 8:30 PM to perforate the asphalt and concrete road in preparation of removal. 200 Mill Avenue South - Renton, Washington 98055 raJ -. . . _�_. . . . . _ Page 2 October 16, 1997 The contractor would do the noisier work in the early evening (before 10:00 PM). For example, removal of the asphalt and concrete, putting the asphalt and concrete chunks into trucks for hauling, and delivery of new material to the site will be done before 10:00 PM. In addition,the contractor will follow these mitigation measures: • Use of compression brakes is not allowed. • Portable barriers shall be placed around stationary equipment (arrow boards, air compressors, etc.). • The construction equipment shall be kept in good repair to minimize the noise levels. • Noise levels after 10:00 PM shall be limited to 90 dBA at 50 feet. • The contractor shall set up work patterns that allow equipment to pass through the site as much as possible to minimize backup alarms. • The contractor shall keep access available to McGowan's parking on the east side of Main and provide safe pedestrian access utilizing the existing pedestrian routes where possible. The noisiest piece of equipment used or task to be done after 10:00 PM is approximately 84 dBA at 50 feet. This noise would be approximately 66 dBA at 400 feet Local shielding (structures along Main Avenue ) would provide a reduced sound level for the residents to the west, and the freeway and sound wall would provide a very good buffer for the residents on the Renton Hill. In addition,the continuous flow of vehicles on Main Avenue and SR-405,the ambient noise level is higher than the a typical single family neighborhood. A 1990 Investigation of noise levels between 10:00 PM and 3:00 AM at 3rd and Houser showed levels up to 76 dBA, with a typical level in the high 50's. The same study showed that at South 4th and Mill (Renton Hill)there were readings up to 75 dBA with a typical in the low 60's. For reference, Motor_Vehicle Noise Performance Standards set maximum sound levels for vehicles manufactured after January 1982 of 80 dBA CONCLUSION: Replacing the sewer in Main Avenue South is going to cause moderate to major impacts during construction. Day time work is going to cause traffic problems on one of the busiest streets in Renton. There are not any convenient and appropriate detour routes. Traffic would be directed to an already busy Rainier Avenue. However, human nature will probably lead drivers to the more convenient south Renton streets. Day time work will also impact the businesses along Main Ave. Night time work impacts would result in increased noise levels during construction, minor traffic problems and minimum detouring traffic through the residential areas. Night work would, however, not have the impacts of day time work such as severe peek and daytime traffic problems, wholesale detouring through the residential neighborhoods, and impacts to the businesses along Main Ave. -Page 3 October'16, 1997 It is the opinion of the contractor and the Wastewater Utility that the impacts of working at night are significantly less and more `mitigable'than the impacts of working during the day. The noise will give the subject matter, the place, date and time of meeting. Some of the specialized equipment I 'm not certain what could done with that. But it sounds to me like you're going to have truck traffic going back and forth collecting some of the debris. It would be important to try to muffle that work as well. One of the items in the year-old noise variance was a requirement that the nighttime use of stationary equipment will not exceed 55 decibels. Are you still comfortable with that limitation? RANDALL HAIN: It's my understanding -- I spoke with Don Anderson, our noise expert from our district, prior to getting started this evening, and he advised me that that particular portion of this previous noise variance was for things like generators -- oh, what else would be there -- light plants, those kinds of things, when they were in the vicinity of this porthole for the pipeline and in the vicinity of certain houses. Frankly, I don't know that I anticipate this kind of equipment sitting in residential areas, so I'm not sure that it would apply in this case. George, any -- So, from that standpoint, um, we don't see the necessity for that. GREGG ZIMMERMAN: So, you have not necessarily quantified what the maximum expected noise level might be then; is that correct? RANDALL HAIN: From our list of equipment, we have a sense for what types of equipment are going to be used and, consequently, the maximum noise level at the source, but as these operations move down the roadway, no, we have not then gone to the extent of saying, when this piece of equipment was here, the noise will be this, this, and this. And when it's here, it will be this, this, and this. We simply looked at it from a standpoint of this is the type of equipment, consequently the JOAN T. I' I JIM HANSON: L' And I understand as distance increases, the decibel goes down to a certain ratio? � I RANDALL HAIN: j Again, Don can correct me, it's my understanding that there ' II is a 6 decibel drop as the distance doubles, so at a hundred feet, it would be down 6 decibels; at two hundred feet, it ! j would be down 12 decibels; at four hundred feet, it would be down 18 decibels, and so on. So, someone who is -- if there's a 90 decibel activity going on at this location, if we're eight hundred feet away, it would be what, 24 decibels down, so we would be down in the 76 decibel range eight hundred feet away from that activity. In addition to providing the training, DOT shall grant the necessary authorization to have an acoustics expert/inspector on-site at all times to ensure immediate enforcement actions of all mitigation measures. It shall be the responsibility of this committee to review any complaints/problems/violations regarding noise mitigated measures and to determine validity of same. Monetary fines may be imposed for substantiated continuing violations and/or non-compliance and this requirement should be written into WSDOT's contract specifications. Said committee will function for the duration of the project. H) Schedule and complete the installation of all noise suppression walls at N.E. 3rd, prior to commencing the work requiring the noise variance. I) After the Committee reviews two (2) substantiated continuing complaints, they may require the State to accomplish testing in the bedrooms of affected residents. If tests are above 52 dBA during construction, then the State will be required to take further mitigation measures such as, but not limited to, insulating the windows or providing motel accommodations. ALTERNATIVES We were asked to consider lane closures on the weekends. A traffic analysis and a meeting on 11/6/91 with responsible DOT Traffic personnel resulted in the following conclusions. The traffic study attached indicates that traffic volumes on SR 405 do not significantly reduce on Saturday or Sunday. Even a single lane day time closure on the weekend would introduce such back up. and congestion, on the freeway and off, that it is not a reasonable option. Total closure in either direction is virtually impossible to consider. This leaves night time closures during the week and weekends as the only reasonable option. II. MITIGATION MEASURES These are noise mitigation measures to be required of the contractor with some DOT participation. A. A DOT person well versed in noise mitigation measures will conduct a training session with contractor personnel (about 4 hours). This session will include the requirements of the variance, construction equipment involved, ways to keep noise to a minimum and consequences of failure to comply with the variance. B. All required back up alarms to be used at night will be of the OSHA approved ambient sensitive type. C All trucks used in the removal of debris will be lined with rubber to reduce noise impact. D. In the shoulder pavement removal, any material spilled on the concrete pavement shall be removed by sweeping. No scraping type equipment shall be used. E. Stationary equipment such as light plants, generators, or any other shall be shielded from the residential areas. 2 F. Bridge demolition equipment to be used at night shall not exceed 85 dBA as measured at 50 feet from the equipment source. III. MONITORING Monitoring activity shall be consistent with Washington State Administrative Code (WAC) Chapter 173-60. WSDOT will monitor noise and provide Renton with a report of the results. The monitoring program will include the following elements. Noise monitoring shall consist of two parts: There will be equipment monitoring and there will be community monitoring. Reports shall be in writing and include noise levels, location, time and the primary construction activity at the time. Noise monitoring can be at random times but it is primarily intended to be performed on the first night of the work during each of the r, Z anticipated time periods of the use of the noise variance. All construction equipment will be measured at the source to determine compliance with the attached list. This monitoring will take place at the beginning of each work operation. It is anticipated that there will be several of these individual checks made during the life of the variance since there will be several months elapse between work operations and it is possible that unchecked equipment could be brought in on a new start up. The community measurements shall be performed at three or more locations to adequately determine noise levels within residential neighborhoods. The maximum community levels discussed below take into consideration that the contractor will be using mitigative techniques and that several pieces of equipment will be operating simultaneously. Community noise level at a maximum will not exceed the calculated level produced, by an dBA work site source when measured at a 86 reference distance of feet. The maximum allowable in the community at any one time will be calculated on the basis of 6 dBA 3 drop-off per doubling of distance. This could create levels from the work site of 74 dBA at 200 feet and 68 dBA at 400 feet. Whenever possible the community measurements will be taken where there is a clear unobstructed line of sight to the work area. They will be taken at various distances from the work in accordance with existing housing and the sound level drop-off rate as defined above. An integral part of the monitoring program is contractor interface. Some mitigative techniques may prove to be more effective than others. Likewise it may be learned early that certain equipment can't be used. The contractor will need ready access to WSDOT findings, and WSDOT intends to cooperate with both the contractor and the city in sharing the information as quickly as possible. IV. COMPLAINT PROCEDURES A manned "complaint hot line" shall be available 24 hours per day. Complaints shall be evaluated and resolved the next night after receipt of the complaint. If the complaint is received after 11:00 a.m., the complaint will be resolved the following night. The Construction Project Engineer (P.E.) will be alerted of all complaints. The P.E. will evaluate the complaint and the monitoring measurements and take appropriate action. This action will include such things as further mitigation activities, removal of equipment from the job or a work stoppage to develop an acceptable procedure. The Seattle King County Health Department may be called upon by the City of Renton to verify WSDOT measurements. The "complaint hot line" phone number will be prominently displayed on construction signs and will be widely distributed to area residents. WSDOT will distribute a letter directing calls to the State phone number and indicating that Renton Police are not the appropriate agency to contact with complaints. The letter will be mailed by WSDOT to all residents of areas potentially impacted by the night time noise variance. 4 V. QUESTIONS/CLARIFICATION We will have people at the meeting that can describe activities in each area of the project. Your questions will guide us to the level of detail you would like. Again, we will clarify any segment of the project to your satisfaction. VI. SUMMARY Day time work with lane closures would be most efficient for construction activities. For traffic control reasons and safety of the public and construction employees, this is not practical during the week or on weekends. Therefore, we need this noise variance at night for short periods of time (45 nights maximum) through the four year duration of the project. In order to meet this schedule, a noise variance is required so that the contractor, Guy F. Atkinson Construction Company (GFACO) , may work outside the limits allowed by the existing noise ordinance. The requested hours for this variance are from 10:00 PM to 7: 00 AM, effective from the date of this variance approval through April 30, 1996. It is important to note that we do not anticipate the use of this variance on a continual daily basis, but only during limited intervals throughout the remainder of the contract. WSDOT has installed and will maintain "Noise Hot Line" signs through out the Renton neighborhoods that might be affected by nighttime "S" Curves construction noise. These signs include a toll free phone number of a responsible WSDOT person who is empowered to order GFACO to cease any operation that is determined to be in violation of any granted noise variance. During non variance hours the "Noise Hot Line" is answered by a telephone service who can contact key WSDOT people in case of an emergency. Determinations of noises above the granted variance shall be made by WSDOT's qualified noise specialist. Without this variance, this contract could be prolonged for more than one year, and daytime city street and freeway lane closures would be required to complete the work safely. It is not in the best interest of the State of Washington or the City of Renton to extend this project beyond the current 40-month schedule. The only alternative to performing work at night is to allow daytime lane closures of major City of Renton streets and I-405. This would severely impact the traffic conditions on Renton's city streets and on I-405. Specific activities must require lane closures. For example, the contract calls for the demolition of several existing bridges. This work will require a lane closure on I-405 and closure of the City of Renton streets below the bridges to allow room for equipment and staging. Daytime lane closures for these operations would adversely affect traffic on both State and City routes. 2 The east side SR 169 and NE Third St bridge demolition is complete. The middle and west segments of these bridge demolitions will result in less noise to the citizens on the hill. As mentioned, the schedule for this project is limited by certain constraints. The most important and restrictive of these is the two-week window from August 1 to August 15 of a given calendar year in which the Department of Fisheries will permit any demolition and construction activities directly in the Cedar River. Prior to the demolition of the existing Cedar River Bridge, the new Northbound widened Cedar River Bridge, as well as portions of the new Northbound roadway, must be constructed. The Department of Fisheries also restricted all Cedar River Bridge construction work at the river's edge to the period of June 15 - August 15. During these construction phases it is essential ,that GFACO remain on schedule and be allowed the option of working at night under a noise variance. If the necessary work is not completed within the allotted time the project duration would be extended one (1) year. EXISTING NOISE LEVELS In Section #4 are plan sheets that reveal about 85 to 95 houses and seven apartment complexes within 80 to 400 feet of the proposed work areas. Depending on visual exposure to the I-405 pavement or bridges, the maximum noise levels at these residences will vary. The noise levels created by the types of equipment operating could reach 78 dBA at 400 feet. However, this is the worst-case condition of an impact Hoe Ram breaking bridge railing or a loader bucket scraping debris from the pavement in the shoulder reconstruction sections. An 80 dBA source noise would produce a 62 dBA level at a 400-foot distance. Traffic noise produced by I-405 is called a line source --that is, it radiates from the entire length of I-405. As such, a line source is hard to block and typically reduces in intensity at 3 dBA for each doubling of distance. The construction noise, on the other hand, will be confined to small working areas, thereby making it possible that most residences will be shielded naturally. This shielding can diminish the noise up to 20 dBA. Additionally, construction sounds will be reduced by 6 dBA for each doubling of distance, instead of 3 dBA; that is, levels will decrease 6 dBA at 100 feet from the source, 12 dBA at 200 feet from the source, and so on. Please refer to the Section #4 plan showing the locations of nighttime noise readings taken July 17 & 18, 1990 and September 3 & 4, 1991 All of these noise readings were taken with no construction activity. Please note that the existing background noise is often above the City of Renton noise ordinance levels. 3 USE OF VARIANCE In Section #7 is a schedule that lists the activities that we foresee must take place at night that may generate noise above the noise ordinance. The schedule also includes the expected "noise night" durations and time periods. In Section #8 is WSDOT's log of all the nights that GFACO has worked to date on the "S" Curves Project, with noise nights and complaints logged. GFACO with advise from WSDOT's noise consultant has minimized the nighttime construction noise as can be seen by the many noise nights without complaints. WSDOT has responded to the citizen's complaints and notified GFACO of necessary precautions for the continued night work. . In the case of the demolition work on the SR 900 bridge WSDOT directed GFACO to modify the operation to eliminate the nighttime affect on the citizens due the six (6) complaints received on one (1) night. A noise night shall be defined as a night (10pm to lam) when our construction generated noise exceeds the City of Renton noise ordinance and a genuine noise complaint is received by WSDOT or the City of Renton. Page 5 of this narrative is a list of equipment that GFACO expects to use for nighttime work, with the respective noise variance limits. Included for comparison is a table taken from City of Renton Ordinance WAC 173-62-030, showing maximum allowable noise levels for motor vehicles operated upon the public highways. MITIGATION METHODS The following actions have been taken in accordance with the original City of Renton noise variance approval. The two (2) noise walls were constructed early in the project. See Section #6 for wall location plans and cross sections. These walls are designed to reduce traffic noise, but will also function to abate construction noise in certain residential areas. WSDOT's noise expert, Mr. Don Anderson, held an effective noise mitigation training session for GFACO and WSDOT personnel early in the project and will continue noise mitigation training periodically. In accordance with the specifications GFACO has used rubber lined truck beds and adjustable vehicle backup alarms for nighttime work. GFACO has worked and will continue to work with the WSDOT noise specialist to identify and mitigate all nighttime construction noises. We have adjusted many of our operations based on the advise of the noise specialist and the comments of the City of 4 Renton steering committee which includes two (2) citizen representatives. Street sweepers are used to clean the paving in lieu of scraping with loader buckets. Shielding is used on stationary equipment when beneficial and possible. The steering committee which includes representatives of GFACO, WSDOT, the City of RENTON, and two (2) citizen representatives meet weekly to thoroughly review the details of the project. WSDOT furnishes copies of the WSDOT noise specialist's report when GFACO has worked a night shift in the previous week. If substantiated noise complaints continue and we are not able to eliminate the noise WSDOT will monitor construction noise levels in the citizens homes. If the construction noise level in the homes is above 52 dBA GFACO will mitigate the noise. In response to noise complaints on November 16, 1992, WSDOT directed GFACO to stop the nighttime SR 900 bridge demolition work until a method was found to not violate the noise ordinance and not disturb the citizens who live near the bridge. GFACO revised the demolition methods and equipment and, with the cooperation of the City of Renton, closed SR 900 lanes during the day and demolished the bridge during the day. CONCLUSION GFACO and WSDOT are motivated to eliminate night construction work entirely. Unfortunately, night work is necessary to perform portions of the construction safely for the motoring public and the construction crews. Night work is also necessary to complete the river work in the short time windows mandated by the Department of Fisheries. On the basis of our seven (7) months of experience on the "S" Curves Construction Project, we know how to best mitigate nighttime noise, and at what locations night work noise will possibly disturb neighboring residents, resulting in complaints. GFACO and WSDOT are committed to plan the work and- communicate our plans to the City of Renton and the affected citizens. GFACO and WSDOT are also committed to minimize the noise of night work and to mitigate the nighttime noise that we generate. The variance request is for up to twenty(20) nights of work Justification: The existing sewer line is 70 years old, whereas an average sewer line lasts approximately 50 years. It has outlived its useful life. It is leaky, has several `bellies' that make the line susceptible to plugging, and has one section that has collapsed. This replacement now needs to be done ahead of a future street improvement project in order to alleviate tearing up the street again. The project site includes four(4) traffic lanes with no curbside parking available. The noisiest part of the work can be completed before 8:30 p.m. which includes taking up the existing asphalt and hauling it away. The applicant's biggest concern is duration of traffic impacts. Dave Christensen, Utility EngineeringSupervisor, gave a brief project description and presented proposed mitigations if the night work were to be allowed. An available informational hand-out for this meeting is attached as"Exhibit V. Chairman Hanson opened the public meeting at 7:15 p.m. 3. She suggested that detour signage be posted as far down as Lind Ave., Rainier Ave. S., Talbot Rd. S. Slated to begin in January 1998, this replacement project will take approximately seven weeks to complete. Main Avenue is one of the busiest traffic corridors in the City, used extensively by school buses and several Metro bus routes. At times, the project will require closure of up to three lanes of traffic on Main Avenue South with no convenient or appropriate detour routes available. To reduce some impact, the City has applied for a noise variance to complete a portion of the work at night between 10:00 p.m. and 3:30 a.m. During night time work, both southbound lanes would be closed and traffic detoured to South 2nd Street and Rainier Avenue. One northbound lane would remain open during construction and emergency vehicles would have access in both directions. Although night time work could result in some increased noise levels and minor traffic problems, the contractor would take steps to lessen the impact and perform much of the noisier work prior to 10:00 p.m. The Board of Public Works will consider this request at a Public Meeting on November 18th at 7:00 p.m. in the Council Chambers. Interested parties are invited to share their opinions on this matter. What the project is: Replacing the sanitary sewer in Main Avenue South between South 2nd Street and South 5th Street Why the project is necessary: The sewer line in Main is approximately 70 years old. It has outlived its useful life. It is leaky, has several `bellies' that make the line susceptible to plugging, and has one section that has collapsed. The project is going to cause impacts The portion of the project between Mouser and South 5th Street is one of the busiest in the City. There is no parking to sacrifice for temporary lanes and no convenient detour routes. There are some businesses along main that will be impacted by work during the day and nearby residences that would be impacted by work during the night. EAS OUTHRENTBLCNOTE.DOC October 8, 1997 To Whom it May Concern SUBJECT: MAIN AVENUE SOUTH SANITARY SEWER REPLACEMENT The City of Renton will be replacing the sanitary sewer in Main Avenue South between South 2nd Street and South 5th Street. This type of work, in this location, is going to cause moderate to major impacts, during construction,to the people who live,work and commute in the area. The portion of Main Avenue between 3rd and 5th is one of Renton's busiest traffic corridors. Traffic flow data shows an average of 23,000 vehicle trips per day on Main. Main also hosts several Metro routes as part of the transit hub and is used by school busses. Day time work is going to cause severe traffic problems on one of the busiest streets in Renton. There are not any convenient and appropriate detour routes. Traffic would be directed to an already busy Rainier Avenue. However, human nature will probably lead drivers to the more convenient south Renton streets. Day time work will also impact the businesses along Main. Night time work impacts would result in increased noise levels during construction, minor traffic problems and minimum detouring traffic through the residential areas. Night work would, however, not have the impacts of day time work such as severe peek and daytime traffic problems, wholesale detouring through the residential neighborhoods, and impacts to the businesses along Main. The Renton Wastewater Utility and their contractor are recommending that the portion of the sewer replacement between 3rd and 5th be done at night. It is the opinion of the contractor and the Wastewater Utility that the impacts of working at night are significantly less and more `mitigatable' than the impacts of working during the day. In order to be able to perform night construction in Main Avenue, the Utility and contractor would need a variance from the Renton Board of Public Works to allow the contractor to exceed noise level requirements between the hours of 10:00 PM and 7:00 AM. During the night time work, both southbound lanes will be closed and traffic will be detoured to South 2nd Street and Rainier Avenue. One northbound lane will remain open during construction and emergency vehicles will have access in both directions. The contractor will perform all of the impact equipment work during the first hour or so of the work shift. For example, they would use a hoe-ram or jack hammer only between 7:00 PM and 8:30 PM to perforate the asphalt and concrete road in preparation of removal The contractor would do the remainder of the noisier work in the early evening (before 10:00 PM). For example, removal of the asphalt and concrete, putting the asphalt and concrete chunks into trucks for hauling,and delivery of new material to the site will be done before 10:00 PM. This noise would be at approximately 66 dBA at 400 feet Local shielding (structures along Main Avenue ) would provide a reduced sound level for the residents to the west, and the freeway and sound wall would provide a very good buffer for the residents on the Renton Hill. In addition, due to the continuos flow of vehicles on Main Avenue and SR-405,the ambient noise level is higher than the a typical single family neighborhood. A 1990 Investigation of noise levels between 10:00 PM and 3:00 AM at 3rd and Houser showed levels up to 76 dBA, with a typical level in the high 50's. The same study showed that at South 4th and Mill (Renton Hill) there were readings up to 75 dBA with a typical in the low 60's. We are requesting a variance for twenty (20) nights of work. It is estimated that this portion of the project, if night work is allowed, will take 25 days of work with twenty of those being at night. BACKGROUND SUMMARY: The City has entered into a contract with Merlino Construction for the South Renton Sewer Replacement Project. As part of this project,the City is having Merlino replace the sewer in Main Avenue South. The amount of traffic on Main Avenue is proving to be a logistical problem for construction. Main Avenue is one of Renton's busiest traffic corridors. The 1996 Traffic Flow Map shows that there is an average of 23,000 vehicle trips per day on Main. The traffic flow is further complicated by the fact that Boeing's earlier work shifts start the morning rush hour flow as early as 5:00 AM and the afternoon rush hour flow as early as 2:30 PM. Main also hosts several Metro routes as part of the transit hub and is used by school busses. Under current discussions with the Transportation Division, the contractor would be required to maintain minimal south-bound flow and full north-bound flow between 5:00 AM and 8:30 AM. Between 2:45 PM and 6:30 PM the contractor would be required to have all lanes open. This would allow only six hours to set up traffic control, do some construction and reopen the road. The short hours would increase the number of work days that traffic and businesses on Main would be disrupted. Merlino Construction is proposing the ability to do night construction for the work in Main between Houser and South 5th Street. The proposal calls for daily work to start at 7:00 PM and to be completed October 16, 1997 \ Page 2 by 3:30 AM. This would require a variance from the noise requirements allowed between 10:00 PM and 7:00 AM. We would like a variance to allow work until 4:30 AM. During that time, both southbound lanes will be closed and traffic will be detoured to South 2nd Street and Rainier Avenue. One northbound lane will remain open during construction and emergency vehicles will have access in both directions. The contractor will perform all of the impact equipment work during the first hour or so of the work shift. For example,they would use a hoe-ram or jack hammer only between 7:00 PM and 8:30 PM to perforate the asphalt and concrete road in preparation of removal. The contractor would do the noisier work in the early evening (before 10:00 PM). For example, removal of the asphalt and concrete, putting the asphalt and concrete chunks into trucks for hauling, and delivery of new material to the site will be done before 10:00 PM. In addition, the contractor will follow these mitigation measures: • Use of compression brakes is not allowed. • Portable barriers shall be placed around stationary equipment(arrow boards, air compressors, etc.). • The construction equipment shall be kept in good repair to minimize the noise levels. • Noise levels after 10:00 PM shall be limited to 90 dBA at 50 feet. • The contractor shall set up work patterns that allow equipment to pass through the site as much as possible to minimize backup alarms. • The contractor shall keep access available to McGowan's parking on the east side of Main and provide safe pedestrian access utilizing the existing pedestrian routes where possible. The noisiest piece of equipment used or task to be done after 10:00 PM is approximately 84 dBA at 50 feet. This noise would be at approximately 66 dBA at 400 feet Local shielding (structures along Main Avenue ) would provide a reduced sound level for the residents to the west, and the freeway and sound wall would provide a very good buffer for the residents on the Renton Hill. In addition, due to the continuous flow of vehicles on Main Avenue and SR405, the ambient noise level is higher than a typical single family neighborhood. A 1990 Investigation of noise levels between 10:00 PM and 3:00 AM at 3rd and Houser showed levels up to 76 dBA, with a typical level in the high 50's. The same study showed that at South 4th and Mill (Renton Hill)there were readings up to 75 dBA with a typical in the low 60's. For reference, Motor Vehicle Noise Performance Standards sets maximum sound levels for vehicles manufactured after January 1982 of 80 dBA. CONCLUSION: Replacing the sewer in Main Avenue South is going to cause moderate to major impacts during construction. Day time work is going to cause traffic problems on one of the busiest streets in Renton. There are not any convenient and appropriate detour routes. Traffic would be directed to an already busy i October 16, 1997 Page 3 Rainier Avenue. However, human nature will probably lead drivers to the more convenient south Renton streets. Day time work will also impact the businesses along Main. Night time work impacts would result in increased noise Ievels during construction, minor traffic problems and minimum detouring traffic through the residential areas. Night work would, however, not have the impacts of day time work such as severe peek and daytime traffic problems, wholesale detouring through the residential neighborhoods, and impacts to the businesses along Main. It is the opinion of the contractor and the Wastewater Utility that the impacts of working at night are significantly less and more `mitigable' than the impacts of working during the day. NOIS_OUT.DOC\ What the project is: Replacing the sanitary sewer in Main Avenue South between South 2nd Street and South 5th Street Why the project is necessary: The sewer line in Main is approximately 70 years old. It has outlived its useful life. It is leaky, has several `bellies' that make the line susceptible to plugging, and has one section that has collapsed. The project is going to cause impacts The portion of the project between Houser and South 5th Street is one of the busiest in the City. There is no parking to sacrifice for temporary lanes and no convenient detour routes. There are some businesses along main that will be impacted by work during the day and nearby residences that would be impacted by work during the night.
