SUBJECT: SR 169 SANITARY SEWER STUBS
ISSUE:
An agreement between the City of Renton and the Washington State Department of
Transportation (WSDOT) to provide sanitary sewer stubs to unsewered areas within
the City which are adjacent to SR 169.
RECOMMENDATION:
Staff recommends that Council authorize the Mayor and City Clerk to execute the
agreement between the City of Renton and the WSDOT; and authorize transfer of
funds from May Valley Sewer Interceptor Project to SR 169 Sewer Installation Project.
Staff further recommends that the resolution, authorizing the Mayor and City Clerk to
execute the agreement, receive first and second reading for final adoption on May 24,
1993.
DISCUSSION:
At the request of the City, WSDOT has agreed to install sanitary sewer stubs to serve
unsewered City areas in conjunction with their SR 169 roadway improvements. This
will save the City substantial finds by doing the utility work while WSDOT already has
a contract mobilized for the street widening project on SR 169. This proposal also
prevents the necessity of the City tearing up portions of the new SR 169 road
construction, to install sewer connections to the Metro interceptor to serve unsewered
areas in the future.
These areas are in Zone 2 of the Aquifer Protection Area. The Wastewater
Management Plan (Comp Plan) and county-side planning policies state that sewer
services be provided in urban areas. The City's rate payers will benefit by having this
work constructed by coordinating with the state project, thus sharing costs of
mobilization of street restoration.
The May Valley Interceptor project account has a balance of $75,383. Since Metro
has committed to funding all portions of the May Valley Interceptor, staff proposes
using funds previously allocated to this project for the new sewer stubs in SR 169.
The total cost for the SR 169 sewer stubs is $65,508.72. The difference between the
contract amount and the budget amount will cover staff time.

If the agreement is not executed by the June 1, 1993 bid date set by WSDOT, then
the City's portion of the contract will be eliminated from the project. Staff
recommends that the resolution, authorizing the Mayor and City Clerk to execute the
agreement receive first and second reading for final adoption on May 24, 1993 in order
to meet the June 1, 1993 deadline.

RESOLUTION NO. 2983
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
INTERLOCAL COOPERATIVE AGREEMENT ENTITLED "WASHINGTON
STATE DEPARTMENT OF TRANSPORTATION UTILITY CONSTRUCTION
AGREEMENT" FOR THE INSTALLATION OF SANITARY SEWER STUBS.
WHEREAS, the City of Renton intends to install sanitary sewer
stubs to serve unsewered areas in the City adjacent to SR 169; and
WHEREAS, the Washington State Department of Transportation has
agreed to engineer and construct these improvements in conjunction
with its own improvements for SR 169 ; and
WHEREAS, it is necessary to document the work by means of an
agreement entitled "Washington State Department of Transportation
Utility Construction Agreement No . UT0427 " ; and
WHEREAS, it is in the interest of the citizens of the City of
Renton to enter into said agreement;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS :
SECTION I . The above recitals are found to be true and
correct in all respects .
SECTION II . The Mayor and City Clerk are hereby authorized
to sign the agreement entitled "Washington State Department of
Transportation Utility Construction Agreement No . UT0427 . "

currently unsewered areas within the City which are adjacent to SR 169.
The budget for this project will come from a reallocation of funds from the May Valley Interceptor
Project which will be funded by Metro.
This agreement must be executed before June 1, 1993 in order for the WSDOT to include the
City's request in the SR 169 improvement project.
Staff Recommendation:

I received only the front sheet of the contract. There should be another sheet.
Exhibit "A" contains several spelling or phrasing errors as noted on the copy I received. I also note
that the word "proscribed" in the section labeled "Financial Responsibility" is improper.
Exhibit "A," second page, has a section labeled "Permit or Franchise." The first sentence is
unnecessary as the utility in this agreement is a city utility and thus doesn't need a franchise from
the city.
I presume that Exhibit "C," the plans, have been reviewed and approved by the city and that the
costs outlined in Exhibit "B" are acceptable to the city.

WHEREAS, the City of Renton intends to install sanitary sewer stubs to serve
unsewered areas in the City adjacent to SR 169; and
WHEREAS, the Washington State Department of Transportation has agreed to
engineer and construct these improvements in conjunction with its own
improvements for SR 169; and
WHEREAS, it is necessary to document the work by means of an agreement entitled
"Washington State Department of Transportation Utility Construction Agreement
No. UT0427"; and
WHEREAS, it is in the interest of the citizens of the City of Renton to enter into said
agreement.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON,
DO RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all
respects.
SECTION II. The Mayor and City Clerk are hereby authorized to sign the
agreement entitled "Washington State Department of Transportation Utility
Construction Agreement No. UT0427.

referenced agreement.
This copy is informational only and is to allow your
engineering and legal departments the opportunity to comment
on the agreement prior to finalization. The agreement is,
concurrently, in Olympia for headquarters review. Therefore,
the sooner any comments are received the more quickly the
agreement can be finalized. Please inform us as soon as
possible if you have any comments on the agreement as it is
presented.
I have just been informed that their will be some changes,
type & size of catch basin, per your request, this is not
reflected in this agreement. I will fax you the changes as
soon as I receive them.
