The following values may be used for design of the soldier pile and lagging shoring system for support of the west side of the receiving pit excavation to be located near the toe of the adjacent slope: + AEP (active earth pressure) above the dredge line: Equivalent fluid weight of 60 pcf(pounds per cubic foot) based on a slope of 1.514:1 V above the shoring wall. The AEP will act over the soldier pile spacing above the dredge line and the grouted soldier pile width below the dredge line. For a slope of 3H:1V or flatter above the wall an equivalent fluid weight of 35 pcf should be used. • PEP (passive earth pressure): The PEP will include a uniform rectangular pressure distribution and a triangular distribution. The rectangular distribution should be uniform with depth and equal 1,000 psf acting over 2 times the grouted soldier pile width. The triangular distribution should be determined for an equivalent fluid weight of 265 pcf acting over 2 times the grouted soldier pile width. These values include a factor of safety of about 1.5. • Minimum pile embedment below dredge line: 10 feet. • AEP for lagging design: Equivalent fluid density of 30 pcf. These services were requested by you in your letter dated May 29, 1996 to provide geotechnical review of the proposed alignment and comment on constructability and long term stability of the proposed reconstruction. Our geotechnical review is based on information on subsurface soil and ground water conditions obtained during our previous study the results of which are presented in our "Report, Supplemental Geotechnical Engineering Services, Sewer Line Construction and Slope Stabilization, Slope West of Rainier Avenue North, Renton, Washington" dated October 4, 1991. We have reviewed the proposed alignment and profile which provided with your May 29, 1996 letter. The proposed sewer line will be constructed by the directional drill method starting near the top of the slope. The sewer line will extend from a new 48-inch diameter manhole at the intersection of Taylor Avenue Northwest and Northwest 7th Street down the slope to the east for a distance of about 230 feet. The sewer line will connect to an existing 48-inch diameter manhole located in the west traffic lane of Rainier Avenue North. The sewer line will be an 8 inch diameter HDPE (high density polyethylene) pipe. The proposed alignment will extend below the base of the identified landslide activity to reduce the risk of damage to the new pipe. CONCLUSIONS Based on our review of available information and our previous studies, it is our opinion that the proposed directional drill can be completed to replace the damaged line. Along much of the alignment the sewer line will be located between 10 and 15 feet below the bottom of the landslide as mapped during our 1991 study. Near the toe of the slope the line will be within 3 to 4 feet of the ground surface. Potential for loss of drilling mud increases in this area at the toe of the slope because of the shallow ground cover and relatively high pressure head in the drilling mud. If there are weak soil layers and zones of more permeable soil then loss of drilling mud might occur. We recommend the following modifications to the alignment and field verifications be considered to further design of an alignment which will reduce the risk of slope movement effecting the pipeline: City of Renton June 11, 1996 Page 2 1. Complete a new survey of the proposed alignment and develop a surface profile. This will be used to evaluate recent slope movement and verify our previous geotechnical conclusions regarding the depth of the slope movement. 2. Pothole the area at the water line which is located at the toe of the slope to accurately establish its location before finalizing the design. This will allow the new pipeline to be placed as low as possible below the slide. 3. Move the PI (point of intersection) on the profile to the west to flatten the last portion of the alignment and place the alignment at a greater depth below the slide. 4. Located the receiving pit at the toe of the slope and open trench the last segment extending from the toe of the slope to the existing manhole in Rainier Avenue North. This will shorten the length of the directional drill, and will also reduce the risk of blowout and loss of drilling mud where there is little ground cover above the pipeline. 5. Use steel H-piles with lagging to support the toe of the slope at the receiving pit. The piles can be placed in drilled holes and be set in concrete. A pile spacing of 4 feet and a wall length of 12 feet should be adequate. The wall should be left in place to provide long term stability for the alignment and protection against shallow failures which might effect the toe of the slope where there is shallow ground cover above the pipeline. Based on the information and data compiled during our 1991 study and the proposed alignment described above, it is our opinion that no additional geotechnical explorations are necessary to develop design recommendations. We should however review data obtained from potholing the existing water line and the alignment survey to determine whether additional geotechnical explorations are warranted. Our services were requested by you on February 12, 1996 to provide emergency response and evaluation of the landslide and to provide an evaluation of remedial options. The emergency measures were discussed during our February 12 site meeting and during a meeting with representatives of the city of Renton on February 15 at the city's offices. We prepared a field report following our site visit on February 12 which presented our observations and recommendations for emergency measures. We also prepared a brief memorandum dated March 27 summarizing our recommended emergency measures. We understand that the emergency measures have been completed. Other portions of the results of our study were discussed with you as our conclusions and preliminary recommendations were developed. We have completed our review of previous reports prepared by GeoEngineers, and by others following the April 1991 landslide at this location. The reports prepared by others include evaluation of property located at 676 Taylor Avenue Northwest which was effected by the previous slide. CONCLUSIONS Based on our review of available information and our previous studies, it is our opinion that the recent landslide resulted from the extended periods of heavy rain which the Puget Sound area experienced during the 1995/1996 winter months, especially during early February of 1996. Rain entering the ground in upland areas west of Rainier Avenue flows as ground water toward the slope face at Rainier Avenue North. This ground water flow results in increased pore pressure within the soil and a decrease in stability of the relatively steep slopes. The condition extends all along the slope adjacent to Rainier Avenue North for about 1,000 feet north of Northwest 7th Street. There are no other significant events or changes evident at the site which might have contributed to the sliding. Improperly constructed downspout drains at 676 Taylor Avenue Northwest. 2. Inadequate drainage or failure of the finger drains and tightlines constructed within the landslide area at 676 Taylor Avenue Northwest following the 1991 slide. 3. Separation of the sewer line located within the right-of--way at Northwest 7th Street. We have reviewed the.options discussed and evaluated following the 1991 landslide, and it is our opinion that the solutions presented at that time are suitable for stabilizing the slope and reconstruction of the sewer line. Reconstruction of the sewer line can be accomplished by one of the following methods: 1. Directional drilling to locate the sewer line below the zone of potential future sliding. Note that this process will not of itself stabilize the slope. 2. Extend the pipe down the slope on the ground surface supported on piles. Note that this process mgy stabilize the slope immediately local to the pile, but will not improve general slope stability conditions. 3. Stabilize the slide area and bury the sewer line within the stabilized zone. Stabilization will require some combination of regrading, drainage and a retaining wall. 4. Reroute the sewer line around this portion of the slope, likely following Taylor Avenue Northwest to the south from Northwest 7th Street. PRELIMINARY RECOMMENDATIONS In our opinion, the appropriate repair option selected by the City of Renton must be evaluated based on a suitable level of slope stabilization at least within the right-of-way at Northwest 7th Avenue to provide local protection of Rainier Avenue North. The following options present three levels of effort which can be considered for the site: 1. Repair the sewer line by directional drilling below the slide zone with no slope stabilization. 2. Stabilize only the slope within the width of the right-of-way at Northwest 7th Avenue. Although we have not developed a specific wst estimate, based on our experience, we expect option 1 to be considerably less expensive than option 2. Extending slope repair to the north along Rainier Avenue North will increase the cost roughly in direct proportion to the length of slope protection. We suggest that the city of Renton evaluate their level of responsibility and comfort with the options outlined above and that we meet to discuss the selection of an appropriate solution. These recommendations were discussed between Mr. Jon Koloski of GeoEngineers and Messrs. Dave Christensen and John Stein of City of Renton during the February 12 site visit. The recommendations presented in the field report consist of the following: 1. Reroute the sewage away from the potentially severed pipeline to avoid further saturation of the slope. 2. Extend and secure the jersey barrier wall at the base of the slope adjacent to Rainier Avenue. The wall should be extended by at least two to three additional barriers each at the north and south ends of the existing wall. The barrier should be pinned together and can be braced in place using concrete "ecology blocks." The ecology blocks should be placed with their long axis perpendicular to the jersey barriers, and the ecology blocks should be spaced at the ends of the jersey barrier wail and at about every other barrier element. The barrier elements should be secured together with steel pins, as is provided in the barrier units. 3. The downspouts from 676 and 670 Taylor Avenue should be collected in a tightline and routed on the ground surface to discharge at the curbline of Rainier Avenue. 4. The sewer line in the vacated right-of--way of Northwest Seventh should be explored with a probe and television to determine if the pipe is severed, where the separation is located, and whatever other conditions can be ascertained from inside the pipe. The lateral connections to 670 and 676 Taylor Avenue North should also be surveyed in the same manner. These recommendations and other issues related to the landslide were also discussed between Messrs. Jon Koloski and Bo McFadden of GeoEngineers and Mr. Christensen and other city representatives during a meeting on February 15, 1996 at the City of Renton. We understand from Mr. Christensen that the emergency measures described above were implemented following our February 15 meeting. The landslide area is located on a steep slope immediately adjacent to the west edge of Rainier Avenue South. The slide area extends from about one block south to about four blocks north of Northwest Seventh Avenue Extended. Northwest Seventh is a vacated street right-of-way. A sewer pipeline was damaged at this location by a slide which occurred in April 1991 and was subsequently repaired. It appears that the sewer pipeline has been severed by the recent sliding. Tension cracks in the backyard of a residence at 676 Taylor Avenue North are offset by about 1 to 4 feet. The northeast corner of the foundation of 676 Taylor Avenue is exposed. The offsets have separated downspout/storm drain pipelines. Rockeries constructed on the slide area downslope of 676 Taylor are offset up to several feet; some of the rocks have toppled and rolled some distance downslope. Dense blackberry brush prevented the boulders from reaching Rainier Avenue. The recent landslide offset is greater immediately to the north of Northwest Seventh than it is within the vacated street right-of-way, or downslope of 676 Taylor_ This pattern was also the case in 1991. The recent offset magnitude appears to range from about 12 to about 20 feet vertical. In that offset area, north of Northwest Seventh, there is a granitic boulder sitting on the ground surface; the boulder volume is about 2 cubic yards. Semi-liquid soil has flowed across the sidewalk and slightly into Rainier Avenue from the area immediately north of Northwest Seventh. Several concrete "jersey" barriers have been positioned at the toe of the earthflow to restrict flow of soil into Rainier Avenue. My recommendations for immediate implementation include the following: 1. Reroute the sewage away from the potentially severed pipeline to avoid further saturation of the slope. 2. Extend and secure the jersey barrier wall at the base of the slope adjacent to Rainier Avenue. The wall should be extended by at least two to three additional barriers each at the north and south ends of the existing wall. The barrier should be pinned together and can be braced in place using concrete "ecology blocks." The ecology blocks should be placed with their long axis perpendicular to the jersey barriers, and the ecology blocks should be spaced at the ends of the jersey barrier wall and at about every other barrier element. This looks like another good, highly professional in-house design project. I do have several comments for your consideration: SOLDIER PILE WALL 1) It is unclear to me whether the proposed soldier pile wall is temporary to provide shoring to the west side of the downhill boring pit, or whether it is intended to be a permanent wall. If this wall is only to be temporary, you should include some language about the removal of the wall at the end of the project. If the wall is permanent, I believe it needs further pecification. I agree with the approach of requiring the contractor to design the wall per t geotechnical engineer's loading specifications, but materials of construction should be called out, and any protective/decorative finish should be specified as well. If the wall is to stay, we don't want it to be an eyesore, and we .(>� want the materials to be enduring. 2) The location of the soldier pile wall needs to be tie W 1 d down better on the plan drawing 4 (dimensions, offset from existing structure, center of wall aligning with center of boring pit, etc.). f 3) Section 6-12 requires the s mittal of the design for the soldier pile wall. It is critical to establish this to tie down the geometry. 21 Information about the angle at the point of tangency, and the location of the point of tangency. At the /� bottom of the hill the pipeline transitions from a curve to a straight grade. It is important to tie down the location and grade at the point of tangency. This information can be derived from the verticle curve design methodology used for roadways.
