SUBJECT: Notice of Construction for Sanitary Sewer Installation in NW 7th
Street (vacated) from Taylor Ave. NW to Rainier Ave.
Dear Resident:
The City of Renton will be installing a new 8-inch sanitary sewer line from the
intersection of NW 7th and Taylor Avenue NW to Rainier Avenue.
The new sewer main will replace the crushed line and the lift station that is providing
temporary service to the area. The new sewer will be installed by directional drilling
under the slope from Taylor to Rainier.
Construction of the new sewer line is scheduled to begin on September 8, 1998, and will
be completed by mid-November, 1998. The City is planning for construction to be from
the hours of 7 a.m. to 5 p.m. on weekdays. There is a chance that the contractor may do
some weekend work. During the construction of the sewer line, access to private
residences adjacent to the project site will be maintained. Traffic control signs will be
used for partial lane closures of city streets.

Renton has taken responsibility for some of these repairs.

SUBJECT: Possible Claim-676 Taylor Avenue NW
Attached is a letter from the legal representative for the current property owner of the home located at
676 Taylor Avenue NW. This property was uninhabitable as a result of the recent rains in February
of this year which attributed to a landslide that impacted the safety of the existing home. This
property was also involved in a similar situation in April of 1991.
In addition to the issue regarding the home,the City has also lost its existing sanitary sewer facility
that provides service to approximately 30 home in this neighborhood. We currently arc utilizing a
temporary system until such time as we design and have constructed a permanent solution to this
problem. We had a similar problem in 1991,but the solution that we utilized at that time did not
withstand this latest slide.

The property at 676 Taylor Avenue was built in 1986 and later the ground slid. Geo Tech
Engineering did a study and as I recall they were of the opinion the building itself had a
potential to slide.
John M. McFarland is the new owner and he wants to fix up this property for occupancy. I
advised him he would need to obtain the services of an engineer and submit plans. He was
given the forms for submittal and apprised of the fee changes in July. He indicated he
would make a submittal of plans.

Proposed corrective measures for the slide area below 676 Taylor
Ave . N . W. , Renton :
1 . Relieve the confined hydrostatic pressure at elevations 90 to
93 ft . in the water-bearing sandy stratum by ditching and back-
filling with pea gravel enclosed in geo fabric . Daylight to
allow continuous drainage . This drainage would be located to
the North and East of the house . f
2 . Excavate to tRie°g�sh�ft$Re°House/anRmeemem�ueil alto the
North down to the sandy silt stratum below the fill layer for cribbing .
Provide drainage and support the cribbing with pin piles and
steel rods driven to firm bearing in the underlying firm silt
layer below elevation 90 ft .
3 . Pick up the erosion gullies to the North and South of the
house at the street , as well as the roof downspouts , and tight-
line all of this runoff down to Rainier Ave . (along with other
drainages . ) .

4 . Pick up and tightline the surface ponding at the S . W . property
line . Tie it in to the downslope drainage (para . 3) .
5 . Instal pipe piling , with a bearing of approx . 2 , 000 lbs each ,
under the footings of the house at 676 Taylor along the entire
East wall on 2 ft . centers , and along the East 18 feet of both
the North and South walls @ 2 ft . centers .
I believe that the previously proposed engineering solution is
not only impractical from a cost standpoint ; but it would not
relieve the trapped hydrostatic forces that could continue to
liquify earth behind and to the North and South of the retaining
structure . i . e . It contributes little to the adjacent stability
if it doesn ' t address this problem .

Factors contributing to the earthslide below 676 Taylor Ave . N .W . ,
Renton :

From reading the reports and visiting the site , I believe that
the following factors contributed to the slide at 676 Taylor :
70% 1 . The waterline break , some two blocks upland of the site ,
flooded the surface streets and the buried utility bedding above
676 Taylor , as well as flooding the yard area and sidehill area
at and below 676 . Its principal effect appeas to be the saturation
of the sandy water -bearing stratum , el . 90 to 93 ft . , underlying
the premises . The drainage of this stratum had been previously
blocked by normal sloughing of the bank and by the placing of
fill over the bank . This limited the natural escapement of water
and donfined it under hydrostatic pressure from its unknown head
f further up the hill . This pressure injected the water into the
confining earth and liquified it .
2 . The heavy rain two weeks after the waterline break further
saturated the surface and penetrated and percolated through the
soil mass above and below the line of slide failure . This
together with the previous saturation and liquifaction precipated
the slide .
5% 3 . Surface storm drainage from 7th St . flowed into the street
end and onto the slide zone , as well as spilling downTaylor .
Some went into small erosion gullies N . & S . of 676 Taylor and
onto the property . Some went into the street storm drain catch
basin at 7th & Taylor ; but most appears to have missed the
drain . (This has been largely corrected by subsequent placement
of an asphalt berm to direct the water into the catch basin . )
5% 4 . Prior to or during construction of the house at 676 , fill
was placed to the North and East of the house . This created an
added unsupported load on the top of the slope .
5% 5 . When the house was built at 676 , -the roof drains were
directed to a French drain sump some 20 feet East of the house ,
on the unsupported fill material . This would have effectively
saturated the fill at this point ; and it did go down the hill
with the slide .
C I conclude that the principal cause (s) of the slide was improperly
controlled water . A secondary element of far less importance ,
but still significant , was the fill placed at the top of the
slope with no support structure .
