This Addendum is made and entered into this day of 4999; by and between the City of
Renton, hereinafter called the"City"and Horton Dennis& Associates,Inc., hereinafter called the"Consultant".
WITNESSETH THAT:
Whereas, the City engaged the services of the Consultant under Consultant Agreement dated November 8, 1999, to
perform survey services for the 80th Avenue South Sewer Extension project; and
Whereas, the City has not sufficient qualified survey engineering employees to provide the services needed within a
reasonable time and
Whereas, the City and the Consultant have determined that additional work is required to meet the goal of the project.
Those additional work items being defined, with costs anticipated, as shown in the attached letter dated December 29,
1999.
NOW, THEREFORE, in accordance with said Section VIII Extra Work of the above-mentioned agreement dated
November 8, 1999, it is mutually agreed that said agreement is amended as follows:
1. Revise the maximum amount payable under Section VI-Payment from$9,650.00 to $16,130.00, which is an increase
of$6,480.00.

IN WITNESS WHEREOF, the parties hereto have executed this Addendum No. 1 to the Sewer Design Topographic
Mapping, 80'b Avenue South project as of the date and year first above written.

Re: Sewer design topographic mapping expansion, South Langston Rd. to 80th South
Dear David:
Thank you for giving Horton Dennis and Associates (HDA)the opportunity to present a scope
and fee estimate for expansion of the 80th Ave. South sewer extension project.

HDA will produce a topographic base map for your project drawn at a 1"=20' scale and based
on City of Renton vertical and horizontal datums using Autocad version 14. The new product
will be integrated into the drawing previously produced by HDA.
The mapping limits are outlined on the enclosed marked up map of the site. The remaining
houses and back sides of houses previously located will be added to the base map together
with lowest floor elevations.
All surface features within this expanded area will be shown along with two (2) foot contours
supplemented with spot elevations in areas of low relief. Underground utility information will
be shown based on surface features and supplemented with as-built data gathered from the
various utility providers.
Right-of-Way lines and parcel lines, previously established, will be shown.
Fee:
The fee for the above scope of work will total $6,480. This fee includes a previous expansion
of the mapping from South 130th to Renton Ave. South along 80th Ave. South.
(previous expansion= $1,600: this expansion= $4,880)

Schedule:
HDA will be able to start field work within two (2 )working days from Notice to Proceed with
a ten(10) working day turn-around.

SUBJECT: 80''Avenue South Survey—Addendum No. 1
Gregg, please find attached for your signature, Addendum No. I to the 80`b Avenue South
Survey. Horton Dennis Associates as part of Wastewater's sewer extension proposed for this
area are currently performing this survey work. Additional survey work was determined to be
needed when we reviewed the initial survey and determined that we may need to install additional
facilities in order to provide service to all the area.
The Addendum form has previously been reviewed and approved by the City Attorney and the
insurance is still current from the original contract.

Re: Surveying cost overrun on 80th South sewer extension project, CAG 99-156 and
Addendum No. 1
Dear David:
Horton Dennis and Associates (HDA) based the original budget for this contract and its
addendum on normal field and plat conditions. We are asking to be given full compensation for
work performed on the site per Section 6 of the contract (Payment).
In our recently completed survey of the 80th South sewer extension project, HDA encountered
unforeseen obstacles. Costs not anticipated in the original fee proposal are detailed below.
1) A great deal of difficulty was encountered in trying to reconstruct the old plat of Earlington
Acre Tracts. The plat had to be analyzed and recreated within the NE Quarter of Section
13 with each block being individually pro-rated from the exterior of the Quarter Section
and the Cedar River Pipeline right-of-way towards the interior where the project is located.
No survey monuments within the interior of the plat could be tracked historically as
preserved locations of original monuments. Only one(1) point (a railroad spike in the
asphalt) was found near the site but could not be used until proven. These additional
services amounted to $2,600.
2) Field crew operations were hampered by inquisitive neighbors with each and every one
requiring a detailed explanation of what the crew was doing in their yard. A more thorough
public information campaign would help minimize this problem on future jobs. It is
estimated that an additional half day of crew time was spent in this activity, $460.

3) Additional monuments defining the Quarter Section and the Cedar River Pipeline right-of-
way needed to be located in order to define the perimeter of the old plat and locate the
individual parcels within the plat amounting to $1,380 in additional services.
4) More surface features than anticipated were found in the back yards and outer edges of
rights-of-way, features obscured by vegetation and structures being unobservable by a
normal site recon. All surface features were considered important for design, as a route for
the proposed sewer had not been selected. This forced additional services amounting to
one day in the field and one day of drafting, totaling $1,400.
The total additional services in both field and office time were $5,840. A detailed statement of
time expended will be supplied upon request. Any assistance that you can provide in helping
HDA recover the $5,840 overrun would be appreciated.
