Mike,
Attached please find my best crystal ball estimate for the overlay work on your Wells-Williams CIP Project.
I took field measurements and came up with what I thought the prices will be this year on these quantities.
Please remind Mr. Gafour that I have no control of how much the winning contractor bids on Mob or TC.
The TC price will depend on whether the work is done at night or during the day, and if traffic has to be
detoured around the street being paved, or if traffic can be reduced to one lane.
My figures are for a 2" grind, curb to curb, and a 2" overlay. I anticipate the quantity for ACP will go higher
because of all the unevenness of the two streets. The Overlay Program may pay for an additional inch of
ACP(100 tons) because these are arterial streets and we overlay our arterials at 3"
1 counted all utility covers that I could find on the two streets. After the grind and overlay are complete,
some of them may fit and won't need adjusting.
I assume all the patching, sealing, and curb replacement will be completed before the overlay.
I tried to make this estimate as accurate as possible, but remember, it is only my best guess-could be
higher or lower.

What is the extent of the work?
What is to happen to the street trees? Are they going to be removed? Replaced? Replaced in grates?
As part of, or concurrently with, this project Parks Maintenance would like to remove the larger existing
trees and replace them with new trees in tree grates. These trees are high maintenance as we have to
round them over(hedge) twice a year. When we first explored this we ran into PW crews and discovered
the extent of this project. Can you update me on these street projects. Thanks.

I really appreciate your excellent work in preparing the water plans for this project. I have made
the final red-lined revisions on the attached plans.
I can ask Laszlo to make the edits on the Cad files if you don't have time. We will provide you
with an alternate connection detail to the water mains for the intersection of S.2nd with Wells and
with Williams Ave S. due to potential existing fiber optics and telephone duct banks near the
connection areas.
I will review and update the technical provisions, and check the quantities and should have the
final package to you by the end of next week,October 8,2004.

GENERAL:
1. CALL 425-430-7203 FOR INSPECTION (24 HR NOTICE) BEFORE YOU START WORK.
NOTIFY FIRE, POLICE AND METRO OF CONSTRUCTION SCHEDULE. CALL 911 FROM A
LOCAL LAND LINE ONLY. FIRE DISPATCH FROM CELL PHONE: 253-852-2121
2. Contractors shall use only sets of drawings stamped and signed by the City of Renton for
constructing utility and transportation improvements. The approved plans do not constitute a fill
and grade permit or grant any rights to fill and/or grade outside of the right-of-way. Keep a set of
approved drawings on-site at all times.
3. Work hours for hauling in right-of-way are weekdays, 8:30 AM to 3:30 PM. Saturday by prior
approval, and no work on Sundays.
4. CONSTRUCTION HOURS: 7:00 AM to 8:00 PM Monday thru Friday and 9:00 AM to 8:00 PM
on Saturdays. No work allowed Sundays.
5. Contractor must call for City inspection before 3:00 p.m. on the previous day. Overtime takes
special authorization and scheduling in advance. Pay schedule is $50 per hour for overtime.
6. Streets shall be kept clean at all times. Truck washing and other measures as approved are
required for the duration of the project. Provide whatever measures necessary for cleanup and
dust control during job and at night.
7. Provide traffic control plan in accordance with the Manual on Uniform Traffic Control Devices.
Haul legal loads and observe all traffic laws. All truck maneuvering and materials storage to be
on-site only. The right of way should remain unobstructed whenever possible. No stockpiles are
allowed in the right of way.
8. All Utilities are required to be inspected prior to backfill.
9. The contractor, as well as the engineer, shall keep as-built drawings. All changes shall be shown
on as-built drawings. All bends on waterlines shall be surveyed prior to backfill with horizontal and
vertical control for all bends established. Sewer lines may be surveyed after backfill at manhole
access. As-built drawings must have a P.E. or P.L.S. stamp. Final plat recording or Final
occupancy will not be issued until receipt and approval by the City of project utility and
transportation improvement as-built drawings.
10. Field changes: If minor, submit a shop drawing or schematic through the inspector or by FAX 425-
430-7300. If major, the project engineer should submit drawings and complete justification,

information and calculations as applicable to the Plan Review project manager. The City will
answer by memo or schedule a meeting within two days. The field inspector cannot give approval
in the field for major construction changes.
11. Street Restoration is required to conform to the City of Renton Trench Restoration and Street
Overlay Standards. A copy has been provided. All street repairs shall be complete and in
place within 14 days, or as directed by the Public Works Inspector.
FIRE PREVENTION:
1. Maintain access to site at all times. Access must be able to support emergency equipment in all
types of weather. Hydrants are required to be in place prior to any combustible installation above
the foundations.
2. All new hydrants shall be Cory type hydrants to be painted Safety Yellow. Iowa and Renselear
are manufacturers of Cory type. An alternate fire hydrant, Clow Medallion or Mueller Super
Centurion has been approved for use. Any hydrant installed shall be equipped with 5-inch
diameter Storz "quick connect" style fittings.
3. New hydrants are to be covered with burlap, or heavy plastic and wrapped until operational.
4. The Public Works inspector must inspect all concrete blocking prior to backfill.
5. Water main leads that exceed 50 feet in length shall be minimum 8-inch diameter pipes.
6. Call 911 from a local land-line phone if the water main needs to be shut off (emergency only). All
other water mains or for valves shut down, call the Renton Water Department at 425-430-7400."
7. Fuel: any temporary on-site fuel supplies shall have a separate permit from Fire Prevention.
8. A permit from the Fire Department is required for all underground mains serving fire sprinkler
systems. All systems must be installed by a Washington State certified fire sprinkler contractor.
9. Notify central dispatch 24 hours prior to work in the existing right-of-way. (Local Land Line: 911)
or Fire Dispatch (cell phone - 253-852-2121)
10. Any Hazardous Materials permit (including removal of underground fuel tanks) or Hot Works
Certification may be applied for through Fire Prevention, sixth floor of Renton City Hall.
CITY UTILITIES
WATER:
1. Pipe materials, valves and fittings shall be as indicated on the approved plans and standard
notes. In the case of construction in proposed new roadways, the proposed road prism shall be
constructed to sub-grade prior to any utility installation.
2. The City of Renton shall install all connections to existing mains. The contractor shall construct
the new water main to a point approximately ten feet short of the existing main. All necessary
excavation, shoring, and materials are supplied by the contractor and shall be on-site prior to
scheduling. Allowing at least seven working days advance notice, schedule the connection
through the construction inspector.

3. Temporary and permanent thrust blocks shall be formed. Concrete for thrust blocks shall be
delivered to the job. No on-site mixes are allowed. Standard mix design shall be 3,000 psi. All
blocking must be inspected before backfilling.
4. Procedure for cleaning and construction testing of new water lines:
1. Pipe cleaning shall be by poly pigging through vertical crosses installed at the ends of the
water lines to serve as pig launches and sediment traps. Water main shall be poly-wrapped.
2. All water lines shall be pressure tested to minimum of 200 psi or 150 over operating pressure
(static) for 2 hours. Services may be tested separately by visual inspection of the Corp stop
under static pressure.
3. Chlorinate for 24 hours, using liquid chlorine and chlorine pump assembly. The inspector
shall schedule chlorination. Seven working days advance notice is required.
4. Water used for flushing water lines shall be drained into sanitary sewer only.
5. The construction inspector will collect purity tests at blow-offs. Water purity tests are taken
to the testing laboratory by the city inspector. Test results are available in 5-7 days.
5. Crushed rock 5/8 minus backfill to grade is required in City right-of-way. Recycled 11/4" concrete
may be used in lieu of crushed rock backfill. Pit run type material may be considered for use in
backfill by the construction inspector. Compaction testing may be required.
6. Where conflict exists, the water main shall go under other utilities, however, it is preferred that no
water mains shall have more than 6 feet of cover. All water mains up to 10-inch and under shall
have a minimum of three feet of cover. Water mains 12-inch and larger shall have a minimum of
four feet of cover.
7. Final acceptance shall be after final walk through inspection, adjustment of all structures, and
approval of as-built, bill of sale, cost data inventory and if applicable, easements.
CONDITIONS TO ISSUANCE OF A CONSTRUCTION PERMIT:
1. Provide Cost estimate and Permit Bond in the amount of 100% of total improvements to be
constructed in the City ROW.
2. Provide copy of utility contractor's license number.
3. Provide copy of utility contractor's business license number with the City of Renton.
4. Payments of remaining permit fees.
5. Execute the Authorization of Special Billing.

Enclosed for review is a copy of the plans and specs for the proposed project on Wells and
Williams. The shaded areas in the specs, for the most part, are items that need last minute
checking because sections tend to move.
One shaded area for Abdoul to review is Section 8-30. This section is info you gave me. Is the
un-shaded portion of this section sufficient or is there some portion of the `Boeing' portion that
needs to be edited and included?
Items remaining are:
• Tie down quantities for each utility.
• Determine Working days (Wastewater is figuring 25 working days for the installation of
sewer main and side sewers).
• Ron Shaffer is potholing the middle of Wells this week to determine if there is concrete
of brick under the roadway.
Please provide me with your comments by September 1, 2004.

Attached are copies of the proposed 12-inch City water lines at S.2"d&Williams Ave S. and S.2"d&Wells Ave. S.
Both lines will be crossing over SPU's CRPL#3 at S. 2"d St. Anodes and test stations will be installed on both ends of
the crossing and a joint test station will be installed along the curb line, that will include a cad weld connection to
SPU's pipeline. Gerry Duppong of CH2M Hill has reviewed the plans and provided us with the design and location
of the anodes and test stations. The City will also be installing sewer lines in Wells and Williams, the City's project
manager is Mike Benoit, 425-430-7206 and his e-mail is mbenoit(Liici.renton.wa.us
Mike has been in contact with Jim Wilke during the design of this project and has incorporated Jim's comments in
the final plans. This project is being advertised for bidding. Please contact Mike if you need copies of the design
plans and specs or if you have any questions on the City's water and sewer projects in Wells and Williams.
There is also a private development project(Merrills Garden Apartments)that is currently under construction. Their
contractor,Nelson Construction, is installing the 12-inch water line crossing at S. 2"d St and Williams Ave S. They
will be using Norton Corrosion to install the anodes,test stations and cad welds according to the City's design plans.
I have advised Nelson Const. to contact SPU before any excavation near CRPL and that SPU will perform all cad
welding on the CRPL.
