Project Proposal Renton Hill Water Main Replacement Project, WTR-27-3585 (April 19, 2011) Project Objective The purpose of this project is to replace old and undersized water mains in the Renton Hill area to provide sufficient fire flow capacity, to improve water quality, and to reduce maintenance and repair costs of the old water lines. Project Background The existing water mains in the Renton Hill area were installed in the mid 1940's and have reached their expected useful life (50-year) for unlined cast-iron pipes. Internal pipe corrosion has significantly reduced the flow rates of the old 6-inch and 4-inch pipes and as a result adequate fire flow (i.e.: minimum 1,000 gallons per minute for residential areas) cannot be provided. Customers have repeatedly complained about "red" water from their plumbing fixtures caused by rust build-up in old and unlined cast iron water mains. Proposed Improvements The existing water mains within Renton Hill will be replaced with 8-inch ductile pipes with new fire hydrants. Existing galvanized water service lines from the mains to the meters will be replaced with new copper pipes up to the existing meters. A map showing the location of the proposed water mains replacement is attached along with a spreadsheet showing the pipe lengths. Although the scope for this project is mainly for the replacement of old water mains in the Renton Hill area, there are other existing and old City utilities, such as concrete or clay storm water lines and catch basins, sanitary sewer mains, laterals, and manholes that have reached their expected useful life and as such, these utilities may need to be replaced in conjunction with the water main improvement project. Existing sidewalks, curbs and gutters within the project area are also in poor condition. Some gutter lines are paved over and the existing asphalt roadways have numerous patches. Depending on the review comments from other City departments and divisions, including Transportation and Street Maintenance, Wastewater and Surface Water Utilities, additional improvements may be incorporated into the final project scope. Design and Project Management: Water Utility staff will prepare the project plans and specifications and will provide project management during the construction of the project. 2. Surveying for the preparation base maps will be done by a consultant selected from the City's Annual Consultant Roster for surveying. All private utility companies will be contacted to provide information on their utilities in the project area. 3. Environmental Review and Permits: The project is exempt from SEPA since the diameter of the replacement pipe is 8-inches. A permit will be obtained from SPU for work within its ROW for the Cedar River Pipeline, next to Beacon Avenue South. 4. Construction of the project will be done by a private contractor to be selected through the advertisement of the project through the public bidding process required for public works contracts. Construction inspection will be done by City inspectors, and special inspection and materials testing will be done by consultants. Construction hours are expected to be between 7 a.m. to 5 p.m. during weekdays only. Traffic control and erosion control measures will be implemented per adopted City standards and best management practices. 5. In-house reviews: Water Utility staff will coordinate internal reviews with other City departments to ensure that there are no conflicts with other City utilities and also to accommodate other utilities improvements within the same work area. Funding Source The project will be funded through the Water Utility Capital Improvement Program for Water Main Replacement (425.455170). The 2011-2012 approved budgets for this project is $2,000,000 with $1,000,000 in 2011 and $1,000,000 in 2012. The project will be phased over a two-year period (2011-2012) due to the annual project funding of $1,000,000 for 2011 and $1,000,000 for 2012. The project schedule will be revised after we receive and evaluate comments from other City departments and from the level of participation and funding for other improvements.
