CITY OF RENTON PLANNING/BUILDING/PUBLIC WORKS MEMORANDUM DATE: May 18, 2005 TO: Rob Lochmiller FROM: Ron Straka(ext. 7247) ,j SUBJECT: SW 270' St./Strander Blvd Connection - Phase I, Segment I The following are my review comments for the SW 270' St./Strander Blvd Connection Phase I, Segment I - 90%plans and special provisions: Phase 1, Segment I Design Plans I. CB#10 and#CB#I I are missing in profile (Sheet DU4). 2. Water, sewer and existing storm and power crossings are missing in the profile on Sheets DU 1, DU2 and DU4. 3. There is no storm pipe material callout on Sheets DU2 and DU3. The City would accept either ductile iron, if there are cover limitation or CPEP. There appears to be sufficient cover for CPEP. 4. My previous comment No. I 1 has not been addressed. The plans need to show proposed utility crossings including power,phone, gas etc. 5. My previous comment No. 12 has not been addressed. Sheet DU4 should show easement for outfall. 6. All the Type II structures on Sheet DP 1 are missing invert elevations. 7. The design of the 12" stub from the water vault outlet manhole is confusing. Based on the drainage report,this stub will eventually be continued to the east to another enhanced water quality facility once Stage 3 is completed. Will this stub be tied into the existing storm drain system on the south side of SW 27 h St. or will be extended east using a new pipe? The stub looks to be in conflict with the existing 24"running east/west on the south side of the intersection. The design plans should show the storm pipe continuing across the intersection to what I'm guessing is an existing catch basin at the southwest corner of the intersection (STA 38+50). The engineer may want to look at the Oakesdale Phase I, Phase Ib or Phase II design plans which should show all the storm lines in the intersection. Phase I, Segment 1 Bypass 1. My previous comment No. 3 has not been addressed. No updated Drainage Report has been provided showing the revised control structure design detail. Lochmiller/90%SW 27`h May 18,2005 Page 2 of 2 2. My previous comment No. 4 has not been addressed. No updated drainage report has been provided showing the delineated offsite basin or drainage calculations demonstrating the proposed 12-bypass pipe has sufficient capacity to convey the 100-yr. Design storm under developed conditions. At a minimum, the prdposed bypass pipe should have the same capacity as the existing 12-inch bypass pipe. Stormwater Wetland Pond Design and hydrologic model 1. The wetland portion of the pond (cell #2) is required to have 6" sediment storage below the water quality volume (see 2001 Ecology Manual, pages 10-34). As designed, only the first cell of the pond has sediment storage of 1.0 foot as required by the manual. 2. Is it necessary for the irrigation lateral lines to extend along the bottom of the wetland cell? To avoid damage to the piping and sprinkler heads during maintenance (sediment removal and vegetation harvesting), it would be better to run the lateral pipes down the slope of the pond and set the sprinkler heads at the toe of the pond slope such that the heads spray out into the pond. Special Provisions 1. Section 1-09.14 (Payment Schedule) is missing stormwater pipe, structure, television inspection and compaction bid items. 2. Section 7-04 (Storm Sewer) is missing pipe and structure material specification for ductile iron and CPEP pipe and Type I and II Manholes. I kept the top water surface elevation the same (18.1) and the 25-year is elevation 17.7. The top of freeboard is still 18.8. We were able to do this by taking a portion of the FRBSF site and shifting it over to the second pond in the south. The elevations are based on the latest pond layout and a NGVD 29 datum. These calculations are for the portion of Strander Blvd. located between Oakesdale Avenue and continuing westerly to the proposed high point of the roadway, at the future bridge crossing high point over the BNRR tracks. The detention and stormwater quality volumes have been determined using WWHM continuous simulation hydrologic model, which in conformance with the 2001 WDOE drainage standards. A summary of volumes is shown in the table, which we presented at the meeting held a few weeks ago at the City. Please note there are some contributing 'off-site areas' (e.g. contributing land that presently discharges runoff to the Strander Blvd. road corridor). This contributing area is shown in the enclosed map. These off-site areas are presently unimproved properties, and when these parcels are developed they will need to have separate storm detention and water quality facilities. There is an existing storm pipe located on the Boeing property that collects runoff from most of this 'off-site' area. It is located on the north side of the proposed Strander Blvd. alignment approx. 200 ft. west of Oakesdale Ave. This existing storm pipe discharges runoff to the wetland located in Tract E (the wetland located at the southwest quadrant of Strander Blvd. and Oakesdale Ave.). We recommend this pipe system be maintained to serve the drainage system for future improvements for the parcels located on the north side of Strander Blvd. Drainage Requirements for Two Project Areas Detention Volume (cubic ft.) (4) The drainage requirements are to serve the Boeing property located on the south side of the Strander Blvd. alignment. As we understand it, the drainage volume requirements for the Boeing Site, (e.g. the FRB), is subject to change, pending the likely use of WWHM modeling in lieu of the 1990 King County Stds.
