We determined the hydraulic grade line for each alternative using the Storm Sewers program. We then used the standard orifice equation to determine pipe capacity under pressure flow conditions. Alternative#1-Existing 24-inch culvert remains For the first alternative, the existing 24-inch culvert beneath Jericho Avenue is not upgraded. Using the 100-year flow, the system was modeled using the Storm Sewers hydraulic program in order to determine hydraulic grade line elevations. In this alternative, the flow from the new 36-inch pipe causes significant backwater in the existing 24-inch culvert. The hydraulic grade line elevation at the inlet of the existing 24-inch culvert is approximately 409.08. The centerline of the 24-inch culvert at the inlet is 403.4. The resulting head equats the difference of these values. 409.08-403.4 = 5.68' Using the orifice equation, Q = C*A*(64.4*h)1.5 where Q-Flow(cfs) C-Orifice Coefficient A-Area of Orifice (sf) H-Head (feet) C =0.62 A= 3.14 sf(24"pipe) H= 5.68' Q =0.62*3.14*(64.4*5.68)^.5 = 37.3 cfs. Therefore 37.3 cfs is the peak flow that will pass through the 24-inch pipe under these conditions, during the 100-year storm event. Page 2 of 2 Allen Quynn—City of Renton Sienna May 22,2002 Alternative#2- Upgrading downstream culvert to 36-inch For this alternative the same program was used to determine the hydraulic grade line, and the orifice equation again determined the flow capacity. In this alternative, the hydraulic grade elevation results from the 36-inch pipe entering the new manhole, as this pipe provides the driving flow. The HGL is 409.08 and the centerline elevation of the 36-inch pipe entering the system is 403.48. The head is the difference of these two values. 409.08-403.48 == 5.60' Again using the orifice equation and the following values, the peak flow capacity can be determined. C = 0.62 A= 7.07 sf(36"pipe) H= 5.60' Q = 0.62*7.07*(64.4*5.60)^.5 = 83.2 cfs Thus the pipe has the capacity, at this head elevation, to carry the entire 100-year flow of 80.5 cfs. Mr. Smith is not interested in granting the County an easement on his property for the proposed bypass pipe outfall unless the County agrees to classify the stream on his property as a drainage ditch/channel. 2. Mr. Skochdopole and Mr.Matheson explained that it would be very unlikely that the County would classify the stream as a ditch and that the process could be very time consuming. The state resource agencies would have to approve it which may be difficult given the environmental issues. 3. Mr. Skochdopole showed Mr. Smith a copy of the Sensitive area Notice that prohibits any development within the 100 foot buffer of the stream. Mr. Smith signed the document but he said the language in the notice does allow for stream classification.He doesn't understand why it's not classified as a drainage ditch when it's piped upstream and downstream of his property. 4. Mr. Smith is also not convinced the proposed bypass pipe would not increase flows onto his property despite the fact that the Sienna Plat will be subject to a very conservative detention standard(KCSWDM 1998,Level II). 5. Mr.Matheson discussed the status on the County review of the bypass design. Mr. Haidar,Review Engineer for the County has completed redline markups of the design. 6. Everyone agreed that Mr.Haidar would not be able to make the big policy decisions with regard to the easement and classification of stream. Discussions with the County would need to go to a higher level. 7. Mr. Smith wanted the name of the person above Mr. Haidar. Mr. Skochdopole gave him Mr. Joe Miles of the County Land Use Management Division. 8. Mr. Quynn and Mrs.Kittrick acknowledged that since the annexation has fallen through, the County is the one that needs to be involved with any proposal to resolve the flooding upstream. They will have to make the decision,not the City. 9. Mr. Smith agreed to have his lawyer contact Mr.Miles about the stream classification issue. 10. Mr. Smith left the meeting and the City, Conner Homes and the engineer discussed options for the bypass pipe that would avoid the requirement for an easement. Two options were identified. 11. Option 1 would be to extend the 36-inch bypass pipe to the existing 24-inch and set a structure over the pipe. Although the 100-year flow would backwater up to elevation 409.10 on the upstream side of the existing culvert, it would not overtop the road,as would be the case under existing conditions with no bypass pipe. 12. Option 2,would be the same as option 1,except the existing 24-inch pipe would be increased to a 36-inch from the manhole to the existing outfall location. The existing 24- inch pipe from the new manhole to the outfall could be removed under a prescriptive easement. The next step Setup meeting with County review engineer to review redlines and obtain any information on existing 24-inch culvert such as date constructed(Mick,I think you should do this). We would be happy to attend and could host the meeting. Mr. Smith has made it clear that he will involve the courts if the county attempts to construct the bypass pipe as currently proposed. Mick Matheson of Triad Associates reviewed the project history pertaining to the bypass storm drainage system. The original design submitted to the City of Renton intercepted the upstream flows at the northern property line, conveyed the flows through the Sienna site, and discharged them within the NE 2`0 Street right-of-way to mimic the existing condition as much as possible. During the City's initial review, the site experienced an approximate 25-year storm event, and downstream properties south of NE 2nd Street on Lyons Avenue experienced flooding of their yards. City staff urged Conner Homes at that point to construct a bypass conveyance system that would pipe upstream flows to the existing 24-inch culvert beneath Jericho Avenue just north of the Maplewood Heights Elementary School. This bypass line would help alleviate the existing flooding problem referred to above. This portion of Jericho Avenue is in unincorporated King County but was scheduled to be annexed into the City of Renton by April 2002, This has been delayed indefinitely because of a Supreme Court decision that ruled the petition method of annexation unconstitutional. To construct the bypass pipe, a King County Right-of-Way Use Permit is required. Design plans were prepared for the bypass pipe, with a new outfall pipe proposed at the west end of the existing culvert beneath Jericho Avenue. This new outfall would require a storm drainage easement from the affected property owner. A meeting was held with the property owner on May 10, 2002, and he stated that he would not grant the easement unless King County re-classified the stream on his property to a ditch that could be filled at some point. Three new design options were placed on the table and discussed. The first option was to place a manhole on top of the existing 24-inch cross culvert to tie in the 36-inch bypass pipe. This work would not encroach onto private property and would not require an easement_ This 05/22/02 14:59 V425 821 3481 TRIAD ASSOCIATES 003 option does lower the backwater effect from the existing system, and the 100-year event does not overtop Jericho Avenue. The second option would be to drop the manhole on the existing 24-inch pipe and upgrade the downstream portion to a 36-inch pipe. This work would encroach onto private property and would only be an option if a prescriptive easement exists and allows the upsizing of the pipe. The backwater issue is greatly relieved with this option. A third option was briefly discussed to place a headwall at the right-of-way with the 36-inch pipe staying in the right-of-way, but this option is not desired by the client nor the County. The design solution agreed upon was to implement the first option, If Conner Homes' attorney is able to resolve with King County that the second option is legal, it will be implemented as a plan revision. The County issues list was also discussed. The first issue dealt with providing a 100-year floodplain for the property downstream of the 24-inch culvert beneath Jericho Avenue. The methodology was reviewed with Mr. Haidar. He stated that on the surface it appeared fine, but that he would need to review it in detail. The second issue dealt with the need for a SEPA checklist for the work associated with the outfall. Triad Associates is working with the City of Renton to prepare a SEPA addendum to address the bypass conveyance system. Mr. Haidar agreed that this was an acceptable approach, but that he would need to route it to Rich Hudson at King County for review. The following comments and information shall be addressed and submitted to us within 90 days from the date of this letter, in order for us to continue processing the permit application: Engineering Plans: 1. For county review and approval, please provide easement documentation for the proposed 36" storm out-fall onto private property (parcel number 08471 0-01 1 5) on the north side of 144th Avenue Southeast. 2. Show section detail for construction trenching and pipe installation for the proposed 36" storm line. 3. Show minimum of 2" pavement overlay extending minimum 5-feet on either edge of the said construction trench. 4. Label pipe material to be used in plan and profile views for the proposed pipe alignment. 5.. Add construction sequence notes to plans. 6. Submit detailed traffic control plans per KCRS and WDOT standards for county review and approval. 7. Refer to plans redline markup and revise accordingly. Technical Information Report (TIR): 1. The downstream analysis shall include a TOPO drainage map showing the downstream drainage path beginning at the existing 42" storm pipe under SE 1281n Street to the proposed 36" out-fall location. 2. The project proposal includes discharge of significant amount of surface runoff generated from approximately 160 acres of upstream basin onto private property via a new 36" storm pipe. The downstream analysis shall provide detailed assessment of possible significant impacts to downstream properties. The assessment shall address the 100-yr flood plain level in the existing downstream drainage path through private properties. These analyses shall extend downstream to such location where it is clear that the existing drainage path has adequate conveyance capacity with no impacts to downstream properties. 3. The submitted TIR references a BMP plan for Temporary Erosion & Sedimentation Control (TESC) measures during construction, please submit two copies of such plan for county review and approval. 4. The backwater analyses appears to show possible flooding and road over topping at the proposed SDMH 1, the HGL elevation is at 410.12 which is above existing road finished grade elevation 410.0. Please check and revise the backwater analyses accordingly. Other: 1. Please submit a copy of Environmental Checklist (ECL) using King County form. 2. Please submit a copy of SEPA Threshold Determination (TD) as completed by the City of Renton for County Review. The TD documentation shall include the proposed 36" storm line, 3. With your next submittal please include a payment in the amount of$ 583.0 for site review initial submittal fee. As you may be aware,the existing surface water drainage course that flows through your property consists of a series of pipes and open channels that extend approximately 3/4 of a mile upstream. The existing total tributary drainage area that drains through this drainage course is approximately 184-acres located north of NE 2nd Street(SE 132nd St.). The City of Renton and Conner Homes propose to construct a storm system to convey the storm water runoff from both the Sienna plat and the area upstream of NE 4th through the Sienna development and down Jericho Ave.NE(144th Ave. SE). The storm system would terminate at an outfall adjacent to the existing culvert that crosses Jericho Ave.NE and outlets to the eastern edge of your property. The proposed storm system outlet would only discharge runoff from the upstream area that is currently flowing through the existing drainage course on your property. In order to move forward with the proposal,the City of Renton and Conner Homes are requesting that you grant an easement to allow construction and future maintenance of the storm system outlet to be located on your property. Enclosed is a vicinity map and a copy of the construction plans showing the proposed storm system outlet and easement area.
