' Traffic Impact Analysis
Dear Mr. Skochdopole:
' We are pleased to present this traffic impact analysis for the proposed
Johnson/Loken property. It is our understanding that the project would consist of 63 lots
' for single family residential structures. We are aware that five single family structures
already exist within the subject site. Four of those five structures will be removed with
the construction of the project. The proposed project is generally located south of N.E.
4th St., north of N.E. 2 nd St., west of Nile Ave N.E. and east of Jericho Ave. N.E. in the
' City of Renton.
' The scope of this analysis is based on the information provided, recent TP&E
project experience in the City and our telephone conversation. Based on information
from these sources, the Jericho Ave. N.E./N.E. 4th St., Jericho Ave. N.E./N.E. 3rd St. and
' Jericho Ave. N.E./N.E. 2nd St. intersections were analyzed in this report.
The summary, conclusions and recommendations begin on page 5 of this report.
' PROJECT DESCRIPTION
' Figure 1 is a vicinity map showing the location of the site and the surrounding
street network.
Figure 2 shows a preliminary site plan prepared by Triad Associates. The plan
consists of 63 lots for single-family residential units with an internal access street
connecting to Jericho Ave N.E., Lyons Ave. N.E., and N.E. 2nd Street.
' Full development of the proposal is expected to occur by the year 2003.
However, to ensure a conservative analysis, 2004 is used as the horizon year for
' purposes of this study.

' EXISTING PHYSICAL CONDITIONS
' The project site is developed with five single-family residence and attendant
structures. Four of the five structures will be removed from the site to make way for the
subject development.
' Street Facilities
' Figure 3 shows existing traffic control, number of street lanes, the approach
lanes at intersections and other pertinent information from City of Renton
Comprehensive Plan.
' The rims streets in the stud area are classified as follows:

' Transit Facilities
' Metro provides public transit service in the City of Renton. Attached in the
appendix is a list of bus routes that travel and provide service in the Renton Highlands
neighborhood. Route 111 provides service along Jericho Ave. N.E. adjacent to the
' subject site area as depicted on the Metro Transit System Map, effective February
1999.
' EXISTING TRAFFIC CONDITIONS
Traffic Volumes
' Figure 4 shows existing PM peak hour traffic volumes at the pertinent
intersection affected by site-generated traffic. A turning movement count was
' performed by Trafficount on Tuesday, 09.25.01 at the Jericho Ave. N.E./N.E. 2"d St.,
Jericho Ave. N.E./N.E. 3rd St. and the Jericho Ave. N.E./N.E. 4th St. intersections. These
counts are included in the Technical Appendix. Trafficount is a firm that specializes in
' the collection of traffic data.

' Level of Service Analysis
Level of Service (LOS) is a qualitative measure describing operational conditions
within a traffic flow, and the perception of these conditions by drivers or passengers.
These conditions include factors such as speed, delay, travel time, freedom to
' maneuver, traffic interruptions, comfort, convenience, and safety. Levels of service are
given letter designations, from A to F, with LOS A representing the best operating
conditions (free flow, little delay) and LOS F the worst (congestion, long delays).
' Generally, LOS A and B are high, LOS C and D are moderate and LOS E and F are
low.
' Table 1 shows calculated levels of service (LOS) for existing conditions at the
pertinent street intersections. The LOS's were calculated using the procedures in the
Transportation Research Board Highway Capacity Manual - Special Report 209 3Id
' Edition updated December, 1997. The LOS shown indicates overall intersection
operation. At intersections, LOS is determined by the calculated average delay per
vehicle. The LOS and corresponding average delay in seconds are as follows:

Accident History
We field reviewed the subject site and the immediate street system. Based on
this review and discussion with City of Renton staff, no apparent problem locations
' exist.
FUTURE TRAFFIC CONDITIONS WITHOUT THE PROJECT
' Figure 5 shows projected 2004 PM peak hour traffic volumes without the project.
These volumes include the existing traffic volume counts plus background growth. A
' compounded 4% per year annual growth rate is used in this report. The growth rate
was calculated from the Forecasts of Population, Housing & Employment by Analysis

TRIP GENERATION AND DISTRIBUTION
A vehicle trip is defined as a single or one direction vehicle movement with either
' the origin or destination (exiting or entering) inside the study site.
The 63 single-family units are expected to generate the vehicular trips during an
' average weekday and during the street traffic peak hours as shown below:

The trip generation is calculated using the average trip rates in the Institute of
Transportation Engineers (ITE) Trip Generation, Sixth Edition, for Single Family
Detached Housing (ITE Land Use Code 210). These trip generation values account for
' all site trips made by all vehicles for all purposes, including resident, visitor, and service
and delivery vehicle trips.
' Our analysis indicates that this project will generate 64 PM peak hour trips. Five
single-family units already exist. Therefore, the net new PM peak hour trips would be
59. Similarly the number of net new daily trips is 555.
' Figure 6 shows the projected trip distribution and the calculated site-generated
traffic volumes. The distribution is based on the characteristics of the street network,
' existing traffic volume patterns, the location of likely trip origins and destinations
(employment, shopping, social and recreational opportunities), expected travel times,
and previous traffic studies.
' The distribution shown in Figure 6 assigns all site traffic to Jericho Ave.
Northwest. Future street improvements, i.e., Lyons Ave. N.E. and Nile Ave. N.E., by

' others would provide alternate routes for the residents of the plat. Thus the trip
assignments shown are conservative.
' FUTURE TRAFFIC CONDITIONS WITH PROJECT
Traffic Volumes
' Figure 7 shows the projected 2004 PM peak hour traffic volumes with the
proposed project. The site-generated PM peak hour traffic volumes shown on Figure 6
' were added to the projected background traffic volumes shown on Figure 5 to obtain the
Figure 7 volumes.
' Level of Service
Table 1 shows calculated LOS for future with and without-project conditions at
the pertinent street intersections. The two study intersections operate at an acceptable
LOS for future 2004 conditions including project-generated traffic.
' Left Turn Channelization
The need for a left-turn channelization at the proposed Jericho Ave. N.E./N.E. 3rd
' St. (Site Access) was reviewed using WSDOT Design Manual, Figure 910-9a, "Left-
Turn Storage Guidelines". Our analysis indicates that left turn channelization would not
be required at the mentioned intersection. Furthermore, the future street improvements,
' by others, of Nile Ave. N.E. and Lyons Ave. N.E. would only serve to help alleviate the
traffic on Jericho Ave. N.E. by providing more access to the subject site.
' TRAFFIC MITIGATION REQUIREMENTS
' The City of Renton requires a Transportation Mitigation Fee payment of $75 per
new daily trip attributed to the development. The net new daily trips due to this
development are 555 trips per day. The calculated Transportation Mitigation Impact
' Fee is thus calculated at $41,625 (555 daily trips X $75 per daily trip).
The City of Renton will likely require street improvements along the project site's
' frontages to Jericho Ave. N.E. and N.E. 2"d Street.
Jericho Ave. N.E. is a collector arterial. Thus a stop sign on the plat street's
' approach to Jericho Avenue N.E. is recommended.

' SUMMARY, CONCLUSIONS AND RECOMMENDATIONS
The preparation of this report includes the collection of existing traffic data at the
street intersections which have been identified for analysis by the City of Renton. Using
this data and projecting future traffic volumes, both existing and future traffic operations
were calculated for conditions "with" and "without" the project. The evaluation of the
' traffic impact of the proposed project involved adding the project generated traffic to the
future traffic volume projection. Traffic operations were calculated and compared to
traffic operations "without" the project.
' We recommend that the Johnson/Loken Property project be permitted with the
following traffic mitigation measures:
' 1 Construct the Johnson/Loken Property project per applicable City
standards.
' 2 Frontage improvements along Jericho Ave. N.E. and N.E. 2nd St. per City
of Renton criteria will likely be required.
' 3 Install a stop sign on the plat street's approach to Jericho Ave. N.E. per
applicable requirements.
' 4 Contribute $41,625 as a transportation mitigation fee to the City of Renton.
