Based on what Naomi is saying in today's (02/09/06) e-mail below, we are not going to have that pipe replaced. In addition to what she says here, there is no problem now with the water flow in the pipe and the project will actually result in decreased flow from what it is now. Sorry it took so long to make a determination on this. James P. To replace the culvert would open up a lot of environmental and permitting issues. The only way around the environmental concerns would be to provide documentation that we are enhancing/improving the existing conditions. We looked at dropping the pipe invert and giving the culvert a shallower slope to prevent erosion to the stream. This resulted in a VERY deep (20.0' to 23.0') catch basin depending on whether you put the catch basin in the road (23' deep) or on the slope (20' deep). In this location, the road is in a super, there is a MSE wall and the slope to the stream is steep. Even if we were to place the CB on the slope there were constructability issues. I have attached a profile that shows what we are doing and also the condition we investigated. If you need anymore info let me know. Naomi. Duvall Ave. The general layout of the storm appears to have addressed our concern regarding interception of offsite runoff. Ron would like to see the existing outfall at Station 208+00 replaced with a new pipe. ABAM Response: I will need to get back to you on this. Please note that a formal response to Surface Water Utility's previous comments on the 60% plans and drainage report has yet to be submitted for review. ABAM Response: We will be returning (with responses) Surface Water's comments with the 90% plans. I believe we have addressed the major stormwater comments with the changes to the storm system. I am currently working on switching the order of the detention vault and sand filter vault. The hydraulic report has not been finalized due to the possibility that the pond at the north end will be moved. The pond at the north end will need to redesigned and the drainage report updated. Duvall/Sunset Blvd. Intersection We looked at the proposed storm layout for the Duvall/Sunset intersection and were wondering how you propose to construct the trunk line that will tie into the stormline discharging from the sand filter/WQ vault for the Duvall project. Since the intersection project will be constructed first, some portion of the truck line will need to be installed on Duvall Ave. with a temporary plug and manhole to provide a convenient point to connect the outfall from the Duvall Ave. ABAM Response: Yes, it has been the intent all along to construct the stormline for the vaults as part of the intersection project, with a temporary plug and manhole. The runoff from the east and south portions of the intersection appear to be discharging directly downstream with no detention or water quality treatment. Ron was under the impression that the stormwater facilities serving the west side of the intersection would be oversized to mitigate for the untreated and undetained runoff from these other areas. This comment will need to be addressed during formal submittal of design plans and drainage report. ABAM Response: It has never been our intention to treat all of the stormwater for the intersection or to mitigate for untreated areas. The stormwater facilities will be designed in accordance DOE's requirements for redevelopment. Due to the large amount of existing impervious area, only Allen Quynn - Fwd: RE: Re: FW: Duvall/CCP- Scanned image from Pepe (LePew) Page 3 the new impervious and converted pervious areas (11,240 SF total) will need to be treated. Please take a look at it and let me know of any concerns. I have also attached a pdf of two drawings that show the offsets from other utilities. I used a ten foot offset from the existing water line. I know we had agreed on an eight foot offset but I don't think we took into account that part of the existing water line would remain in place. Ronald, In the basemap I left for you, I included the current proposed storm system for the intersection. The reason it was configured as depicted, was to avoid conflicts with the proposed sanitary system that we received from RothHill (John's SS sub) some time back. Yesterday I contacted RothHill and received their current design. It appears the SS layout has been changed slightly. It does not appear that there will be as many conflicts with the SS system. The beginning of next week I will look into the storm system at the intersection in more detail to determine what can be done to utilize the existing system. Sanders General Construction is the Prime Contractor. Erik Sanders is the Project Manager/Superintendent for this project. They have established a job site construction trailer and staging area in the parking area o the of west side of the McDonald's Restaurant on NE Sunset Boulevard. Weekly on-site construction meetings will be conducted there at 10 a.m. Wednesday mornings, starting March I" 1. Order of Work by Contractor(Schedule and Submittals) • The construction contract documents have been completed by the Contractor and were submitted for execution by the City. They will be forwarded to the City Attorney and Risk Management for approval prior to being executed. This may take up to two weeks. Issuance of the Notice to Proceed is contingent upon receiving fully executed contract documents. • The Contractor will provide the City of Renton with the required telephone contact list. Sanders expects to begin with sewer construction at the Anacortes Avenue NE (west) end of the project. 2. Utility Companies and Interested Parties • Calls to Fire, Police and for emergencies: dial 911 from a landline. James noted that if a call is made from a cell phone, the caller must ask to be connected to Valley Com Dispatch. Failure to do so will result in the call being routed to a dispatch center in Bellevue. The direct number for Valley Corn is 253.852.2121. • King County Metro Transit was unable to provide a representative. James relayed the information presented to him for this meeting: 1. They advised that Route 240 goes through the construction area. There is a bus stop at the northwest corner and it will remain in its present location. 2. The bus stop on the northeast corner will be removed'and replaced. • Pilchuck Contractors, Inc. is the gas service contractor for Puget Sound Energy. They have facilities north of the intersection and along Duvall Avenue NE. They intend to drill directionally across the intersection. Approximately 2,000' of pipe will be going across NE Sunset Boulevard and up Duvall Avenue NE to accommodate future growth in the area. They are in the process of finalizing their construction drawings and will provide full sets to the City of Renton for distribution to the Contractor as soon as they become available. • Qwest has a vast amount of facilities in the construction area and would like to start work on the south side of the project. Qwest needs the profiles from the City of Renton for both the Storm and Sewer lines in the construction zone. They, too, are in the process of finalizing their plan drawings and will provide a full set to the City upon their completion. Qwest believes it would be most expedient for them to tear up the intersection as opposed to drilling through it and requested close coordination with all parties involved in this effort. Melanie explained that the facilities would remain hot until just before they are cut over to the new construction. The Contractor requested a complete work schedule from Qwest to better help them in their coordination efforts and noted that coordination will be the focus of the weekly construction meetings. They anticipate six(6) weeks of splicing for the work to be accomplished, plus 12-14 days of work to place manholes and ducts. Cannon Construction is Qwest's subcontractor for this work. • Cascade Testing is the testing laboratory company. They will test for compaction, asphalt and concrete. All testing is to be coordinated directly through the City of Renton Project Manager. • The project area runs along NE Sunset Boulevard from Anacortes Avenue NE to just east of the intersection at Duvall Avenue NE. Some work will be done on both sides of Duvall Avenue NE. For general information, it was noted that this project is not involved with the frontage road improvements needed in conjunction with the project known as the Cottages at Honey Creek. 1. Sanders Construction will do their traffic control in-house. 2. Uniformed Police Officers will be used when necessaly. 3. Traffic control will be confined to lane closures only. There will be no street closures. 4. Traffic Control Plans will be submitted to the City for approval. • Kathy Klingman, WSDOT Highways and Local Programs,noted the special reporting responsibilities with this project because of the Federal funding involved. Federal posters are required to be posted on the job site. Some of the required paperwork items of special note are: 1. Certification for Federal-Aid Projects(Form 420-004) 2. Request to Sublet Work(Form 421-012) 3. This project does not have any DBE goals,but the reports are still needed. 4. Quarterly reporting is needed if any DBE's are working on site(Form 422- 102). 5. (All documents must include the City of Renton project number, CAG 05-165.) • MT Electric—They anticipate a 14-week lead time on the poles and 12 weeks for the signal equipment,after receipt of approved submittals. There are no anticipated construction problems at this time. • John Hobson, City of Renton Wastewater Utility Project Manager noted that the sanitary sewer manholes should be pre-coated with urethane prior to arrival on the jobsite. Standard air tests should be done before hookup of side sewers. It is imperative that proper notices are provided to the side sewer connection customers. These need to be issued with enough advance notice to the customers to prevent unnecessary impacts to their businesses. • Potelco(PSE electrical contractor)—They have no specific concerns at this time. 3. Disinterested parties were dismissed at 10:42 a.m. 4. General Construction Discussion • The Contractor had questions pertaining to the manholes and storm lines on this project. The City did not have a representative present to address these items. The questions will need to be worked out at a later date. (Fig 2.1) Subbasin C 1 should be modified to include the Baxter I and Baxter II short plats which are located on the south side of NE 181h Circle. The two short plat boundaries on the Drainage Basin Map have been hatched in. The drainage calculations for subbasin C 1 should be modified to include this additional area. 2. The consultant should get a set of plans for the Baxter I Short Plat(see Arnie Henninger, Plan Reviewer) to accurately show how the storm system from the development ties into the system out in Duvall Ave. The plans will need to show this offsite system on the plans. 3. (Page 2-7) Subbasin D 1 incorrectly shows May Creek as the downstream water body instead of Honey Creek. 4. (Page 3-9) The table for Honey Creek should break out the amount of new impervious surface, replaced impervious surface and converted pervious surface and show what areas must meet requirements 1-5 and which must meet requirements 5-10. The table doesn't show how many acres are replaced impervious and doesn't require detention and WQ treatment. 5. (Page 1 of HSPF Model for Subbasin D1) Input parameters for pre-developed and developed condition land areas use don't match the table on Page 3-9. The total modeled basin area is 1.1 acres versus the table, which is 3.23 acres. Maybe because some portion of the total impervious area is replaced impervious and is excluded from the calculations. (Page 2 of HSPF Model for Subbasin DI) The 60%plans do not include a control structure detail for detention vault D1, so we are unable to verify orifice elevation and sizing model inputs. 7. (Page 18 of HSPF Model for Subbasin D1) Why is the water quality volume increase by a factor of 1.5? The manual requires only a combined normal sized wet vault and sand filter for enhanced water quality treatment. 8. Unless there is a compelling reason to locate the sand filter prior to the vault, the City would like the sand filter preceded by the wet vault. The DOE manual recommends this arrangement as well 9. (Page 18 of HSPF Model for Subbasin D1) The water quality facility data output shows an online design discharge rate of 0.00 cfs. This is incorrect. The engineer must show calculations for determining water quality design flow. 60% Plans 1. (General Comment) Why is a grate inlet being used as a catch basin? A standard Type I should be adequate and cheaper than what appears to be a specially designed structure. 2. (Sheet SD-4, Station 180+00 and Station 182+35) There are two existing storm systems not shown on the 60% Plans that are shown on the 30% Plans that appear to convey offsite flows from SE 107th Place and SE 107ih Street. How are these systems being intercepted and conveyed downstream? 3. (Sheet SD-4, general) There are several structures that are missing station and invert information. See redlines. 4. (Sheet SD-4) Storm manhole at Station 180+24 is missing on profile. 5. (Sheet SD-4) There appears to be conflict with the catch basins on the south side and an existing power utility. 6. (General Comment) Show all existing and proposed utility crossings of proposed storm pipe in profile. 7. What kind of pipe is Schedule A and what is the reason for using it versus CPEP? CPEP is the accepted standard for storm pipe. Schedule A must meet the same pipe strength standards as CPEP. 8. (General Comment) All lateral profiles should provide a reference label indicating what sheet the profile can be found on. 9. (General Comment) 1"= 5' vertical scale would provide a better visual presentation than 1"= 10'. 10. (General Comment) Eliminate scale bars on lower right hand corner of plan sheets. (General Comment) The City does not want storm systems located outside of the right- of-way conveying offsite runoff from the eastside of Duvall Ave, between Station 194+77 to Station 208+23. The City would like to see the offsite catch basins connected to laterals that are tied to a trunk line located in the street. Locating storm pipe outside of the right-of-way will make maintenance difficult. 20. (Sheet SD-9) What is the purpose for using a dike structure for Structures MCF10 and MCF11? 21. (Sheet SD-14) Control structure detail absent from plans. 22. (Sheet SD-14) A flow splitter is required to divert the water quality flow to the sand filter and bypass flows above the water quality flow to the detention vault. 23. (General Comment) Details must include a reference label directing the reader to the plan sheet and vice versa. 24. (Sheet SD-14) Vault detail must include water surface elevations for dead storage and all design storms. 25. (Sheet SD-14) The invert of the control structure outlet pipe appears to be located too high. The detention elevation should be below the sand filter outlet so the sand filter can completely drain out. As designed, water will back-up to an elevation above the sand filter. 26. (Sheet SD-17) Pond B1 control structure detail does not match the HSPF model routing input. The detail shows a 4-orifice control structure and the model shows only 3. 27. The 100-yr PRE precip. should be 4.0. The 2-yr, 10-yr,and 100-yr POST flows should be corrected to read 0.68, 1.094,and 1.845 accordingly. 3. Page 3-11, last paragraph,two options are mentioned,only one is given. Update to reflect options from latest memo. 4. Page 3-12,2°d and 3`d paragraphs refer to flow bypass structures. No discussion on the design is included in volumes 1 or 2. No details are included in the plan set. Please include. 5. Page 3-12,Basin D1 paragraph,"south of B STA 194+50"should read"north of B STA 194+50". 6. The line type for the Pond Dl outfall system needs to be bolded assuming it is a new system. Where does this system discharge? Is it possible to discharge into the existing parallel system since it is detained? 4. Show all storm and sewer crossings in profile view. 5. The drainage sheets have two sets of scales,only the ones on the plan and profile views are necessary. 6. Include details on rip rap pads and riser/orifice structures. 7. Include the total volume, dead storage volume, and live storage volume on the pond detail sheets. 8. The ponds should be fenced, show on plans and include details. 9. Label all pipes with length, slope, and diameter. 10. Provide call outs(rim elevation, inverts,pipe sizes,and CB types)for existing storm structures. 11. On sections of roadway with parallel storm systems, look into providing one trunk system with laterals. 12. Verify proper catch basin spacing and ensure CBs are located at street intersection curb returns to prevent runoff from flowing down the side street, driveway, etc. 13. Existing catch basins that will not be located in the proposed gutter line shall be replaced with Type II and solid lids. 14. Storm systems conveying off-site flows outside of the street and sidewalk cross sections should be minimized as much as possible to limit maintenance access issues. The Surface Water Utility has also completed a review of the Berger/Abaco memo dated 15 October 2004 concerning proposed locations for stormwater facilities for Subbasin Dl and has the following comments.
