The south basin, which was used in the detention sizing calculations and also for the discharge location, amounts to 2.34 acres of area. SITE LOCATION: The street address is 1911 & 1929 NE 24`h Street. Generally speaking the site is t/4 mile east of I-405 and south of the N. 301h Street exit off of I-405 by a %2 mile.(See Figure 1 - Vicinity Map in TIR). EXISTING CONDITIONS: The original site contains two single family residences on four legal tax parcels, with associated lawn, outbuildings and driveways. The majority of the site is wooded with under brush. The existing soils are very pervious thus infiltrate very rapidly. Slopes vary on the site from 2.5 % to 16%. The portion of the site which is used in the detention calculations and also is the discharge location, drains from northeast to southwest. The site drains west onto the adjacent properties. The flow continues west across private property until it reaches an existing channel and then on toward Jones Avenue NE and NE 20th Street. The drainage eventually empties into Lake Washington, which is approximately 0.5 miles to the west of the site. PROPOSAL DESCRIPTION: The whole site is to be developed with only the proposed access road and front 20 feet of about half of the lots being tributary to the detention system (1.15 acres). The individual lots themselves will each have their own independent infiltration system for drainage which is to be constructed later during the building permit stage. Existing Conditions Analysis The site contains one single family residence on one legal tax parcel, with associated outbuildings and driveway. The majority of the site is wooded with dense underbrush. Slopes vary on the site from 2.5% to 16%. The main portion of the site drains from northeast to southwest II. Offsite Tributary Existing Conditions Analysis • There is no offsite tributary upstream basin to the site. • • Shorewood Hydraulic Analysis 00-8015 Part C: HYDROLOGIC ANALYSES The City of Renton currently imposes their own standards, which are a combination of both the 1990 King County Surface Water Design Manual (KCSWDM) and the Department of Ecology's Stormwater Management Manual for the Puget Sound Basin, February 1992, as a regulatory guide for the analysis and subsequent design of stormwater drainage systems (i.e. detention facilities, pipe networks, water quality etc.). The interest areas shall be modeled using the Santa Barbara Urban Hydrograph (SBUH)method with"Type IA"rainfall distribution. The computer program WaterWorks Version 3.1 will be used to develop and manipulate hydrographs. The computational steps outlined below will be applied to obtain the existing and developed (detained) basin runoff quantities for up to the 100-yr/24-hr design storm (portions excerpted from 1990 King County Surface Design Manual-Section 3.4): 1. Identify and delineate the overall drainage basin for each discharge point from the development site under existing conditions. • Identify existing land uses. • Identify existing soil types using SCS soil survey. • Identify existing drainage features (i.e. streams, depressions, etc.). 2. Select and delineate pertinent sub-basins based on existing conditions. • Select separate sub-basins for on-site and off-site drainage. • Select separate sub-basins for major drainage features. 3. Determine runoff parameters for each sub-basin under existing conditions. • Identify pervious and impervious areas. • Select CN values based on soil type and land use. • Compute time of concentration for each basin analyzed. 4. Compute existing runoff hydrographs based on basin characteristics and appropriate design storms for each sub-basin. 5. Repeat steps 1-4 for the proposed developed site conditions (i.e. bypass basin, detained basin, etc.). • • Shorewood Hydraulic Analysis 00-8015 Detention Standards The following City of Renton performance requirements were implemented to design the proposed detention system : • The 2-yr post-development peak runoff rate should be equal or less than the existing peak rate of runoff during the 2-yr/24-hr design storm • The 10-yr post-development peak runoff rate should be equal or less than the existing peak rate of runoff during the 10-yr/24-hr design storm. • The 100-yr post-development peak runoff rate should be equal or less than the existing peak rate of runoff during the 100-yr/24-hr design storm. In addition to meeting the above criteria, the standards require that detention pond volumes be increased by 30 % as a correction factor. Water Quality Design water surface area was found by taking the impervious surface subject to vehicular use (26,616 SF) and multiplying by 1.50 %. This equates to 399 SF of surface area required and proposed is 1520 SF of surface area inside the vault. (40' x 38') Water quality design volume was accounted for as dead storage by calculating the developed 2 year storm volume for the basin, dividing by 3 and then multiplying that volume by 150 %. The south basin, which was used in the detention sizing calculations and also for the discharge location, amounts to 2.34 acres of area. SITE LOCATION: The street address is 1911 & 1929 NE 24th Street. • Generally speaking the site is t/4 mile east of I-405 and south of the N. 301h Street exit off of I-405 by a '/z mile.(See Figure 1 -Vicinity Map in TIR). EXISTING CONDITIONS: The original site contains two single family residences on four legal tax parcels, with associated lawn, outbuildings and driveways. The majority of the site is wooded with under brush. The existing soils are very pervious thus infiltrate very rapidly. Slopes vary on the site from 2.5 % to 16%. The portion of the site which is used in the detention calculations and also is the discharge location, drains from northeast to southwest. The site drains west onto the adjacent properties. The flow continues west across private property until it reaches an existing channel and then on toward Jones Avenue NE and NE 20th Street. The drainage eventually empties into Lake Washington, which is approximately 0.5 miles to the west of the site. • PROPOSAL DESCRIPTION: The whole site is to be developed with only the proposed access road and front 20 feet of about half of the lots being tributary to the detention system (1.15 acres). The individual lots themselves will each have their own independent infiltration system for drainage which is to be constructed later during the building permit stage. Existing Conditions Analysis The site contains one single family residence on one legal tax parcel, with associated outbuildings and driveway. The majority of the site is wooded with dense underbrush. Slopes vary on the site from 2.5% to 16%. The main portion of the site drains from northeast to southwest II. Offsite Tributary Existing Conditions Analysis There is no offsite tributary upstream basin to the site. r r Shorewood Hydraulic Analysis 00-8015 Part C: .HYDROLOGIC ANALYSIS The City of Renton currently imposes their own standards, which are a combination of both the 1990 King County Surface Water Design Manual (KCSWDM) and the Department of Ecology's Stormwater Management Manual for the Puget Sound Basin, February 1992, as a regulatory guide for the analysis and subsequent design of stormwater drainage systems (i.e. detention facilities,pipe networks, water quality etc.). The interest areas shall be modeled using the Santa Barbara Urban Hydrograph(SBUH)method with"Type 1 A"rainfall distribution. The computer program WaterWorks Version 3.1 will be used to develop and manipulate hydrographs. The computational steps outlined below will be applied to obtain the existing and developed (detained) basin runoff quantities for up to the 100-yr/24-hr design storm (portions excerpted from 1990 King County Surface Design Manual-Section 3.4): 1. Identify and delineate the overall drainage basin for each discharge point from the development site under existing conditions. • Identify existing land uses. • Identify existing soil types using SCS soil survey. • Identify existing drainage features (i.e. streams, depressions, etc.). 2. Select and delineate pertinent sub-basins based on existing conditions. • Select separate sub-basins for on-site and off-site drainage. • Select separate sub-basins for major drainage features. 3. Determine runoff parameters for each sub-basin under existing conditions. • Identify pervious and impervious areas. • Select CN values based on soil type and land use. • Compute time of concentration for each basin analyzed. 4. Compute existing runoff hydrographs based on basin characteristics and appropriate design storms for each sub-basin. 5. Repeat steps 1-4 for the proposed developed site conditions (i.e. bypass basin, detained basin, etc.). r r Shorewood Hydraulic Analysis 00-8015 Detention Standards The following City of Renton performance requirements were implemented to design the proposed detention system : • The 2-yr post-development peak runoff rate should be equal or less than the existing peak rate of runoff during the 2-yr/24-hr design storm • The 10-yr post-development peak runoff rate should be equal or less than the existing peak rate of runoff during the 10-yr/24-hr design storm. • The 100-yr post-development peak runoff rate should be equal or less than the existing peak rate of runoff during the 100-yr/24-hr design storm. In addition to meeting the above criteria, the standards require that detention pond volumes be increased by 30 % as a correction factor. Water Quality Design water surface area was found by taking the impervious surface subject to vehicular use (26,616 SF) and multiplying by 1.50 %. This equates to 399 SF of surface area required and proposed is 1520 SF of surface area inside the vault. (40' x 38') Water quality design volume was accounted for as dead storage by calculating the developed 2 year storm volume for the basin, dividing by 3 and then multiplying that volume by 150 %.
