City of Renton Surface Water Utilities Renton City Hall—5th Floor 1055 South Grady Way Renton,WA 98055 Re: NE 7tn St/Monroe Ave NE Storm Drainage Project Project No. SWP-27-2884 EROSION CONTROL PLAN The purpose of this plan is to prevent sediment laden water from migrating into the City of Renton drainage system, other water courses,or private property. An assessment of each existing catch basin within,or near the construction site will be made to decided if catch basin protection will be necessary at that location. Catch basins expected to require sediment protection are: • Within and just west of the intersection of NE 6tn PI. and NE 7th St. • Existing catch basins to remain along Monroe Ave. NE(stations 43+99,46+93,48+08,51+10, 51+13,53+30, 53+33,53+34, 59+39 LT, 59+39 RT,61+78,61+80,61+84,63+47,63+63,63+91,65+10, 65+11, 65+65,65+89, 66+14,67+93,68+20,&68+35. Stockpiles will be covered with plastic sheeting at the end of each workday. Plastic will be secured against the wind. Runoff from the plastic will be directed to the City stormwater system—directed away from private property. Under wet weather situations no soil shall be left uncompacted and exposed to moisture. Special care shall be taken to slope exposed earth to direct runoff away from sensitive areas. Removal of trench excavation shall be followed as soon as possible with backfill of suitable material to minimize the amount of water collected within the trench. If property adjacent to the construction area is equal to or lower in elevation,a silt fence will be installed parallel to the trenchline in order to minimize sediment migration to private property. Areas higher than the construction area,or areas that have an existing curb"protecting",will not receive a silt fence. It is expected that silt fences will be installed as the pipe crew moves along the street—not all at once at the beginning of the project. The reason for this is that the silt fence will not be needed in an area until the pipe crew comes through and removes the pavement, curb, and/or sidewalk. Portland International Airport Runway Addition Portland,OR Provided geotechnical investigations, construction inspections, and materials testing services for the addition to an existing runway. Major technical issues include presence of wetlands, differential settlements, and the major scheduling problems associated with constant air traffic and FAA restrictions. Hoodsport Landslide Stabilization Hoodsport,WA The landslide is an ancient multiple rotational slide which covers about a quarter of a mile. Heavy rainfall and extreme flooding coupled with new hillside construction re-activated the landslide in 1995-96 causing the hillside to become unstable. Movement of the landslide pushed through the back wall of the Hoodsport 13P Store. After an investigation the hillside was stabilized with the addition of a proper drainage system for the surface water generated from the new construction upslope and dewatering of the hillside. We oversaw all construction activities and performed all materials testing. Surface Water Utility Renton City Hall—5 h Floor 1055 South Grady Way Renton,WA 98055 RE: NE 7th St.and Monroe Ave.NE Storm Drainage Project TRAFFIC CONTROL PLAN For Construction Along Monroe Ave. NE: Construction along Monroe Ave.will be divided into four phases with respect to traffic control: Phase One(station 44+00 to station 55+00): See sketch MONROE 1 for the plan view of phase one. See sketch MONROE2 for a detail of the phase one traffic control. With the traffic control set up in this fashion Ceccanti,Inc. will install the mainline from station 44+00 to just short of the intersection of NE loth St. and Monroe Ave.NE. We will install all catch basins within the westerly curbline and stub out for the catch basins and all other work along the easterly curbline. As the mainline approaches NE 1 Oth St., construction will stop and all restoration will be performed. No parking will be allowed along Monroe Ave.NE from station 44+00 to station 55+00 during phase one. Once the road has been restored for phase one,all the traffic control for phase one will be removed and the area will be returned to the original marking. Estimated duration of phase one—20 workdays. Phase Two(NE 101h St.and Monroe Ave.NE intersection): All utilities and asphalt restoration will be completed during this phase from station 55+00 to station 57+00. There will be no alteration to the existing pavement markings. All work will be performed under traffic with flaggers in position as necessary. The work area will be restored for vehicular traffic at the end of each day. All flaggers will be equipped with radios and appropriate attire. It is estimated that as many as four flaggers may be needed at once to control the intersection during construction of this phase. Estimated duration of phase two—8 workdays. Phase Three(station 57+00 to station 68+15): See sketch MONROE3 for the plan view of phase three. See sketch MONROE2 for a detail of the phase three traffic control. Phase three will be conducted exactly the same as phase one. No parking will be allowed along Monroe Ave.NE from station 57+00 to station 68+15 during phase three. Once the crew has completed the mainline, the road will be restored, and the traffic control will be removed. Estimated duration of phase three—20 workdays. Phase Four(easterly curbline along Monroe Ave.NE): All utilities and asphalt restoration will be completed during this phase along the easterly curbline of Monroe Ave.NE. All the stubs left by phases one and three will be exposed and the utilities completed. All work will be performed under traffic with flaggers in position as necessary. The work area will be restored for vehicular traffic at the end of each day. It is estimated that as many as two flaggers may be needed at once. Estimated duration of phase four— 12 days.
