The Committee, on June 12, 2001, decided that your project will be issued a Determination of Non- Significance (DNS). The City of Renton ERC has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-6, Renton Municipal Code, after review of a completed environmental checklist and other information, on file with the lead agency. This information is available to the public on request. Appeals of the environmental determination must be filed in writing on or before 5:00 PM, July 2, 2001. Appeals must be filed in writing together with the required $75.00 application fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98055. Brief, complete description of the proposal, including the proposed uses and the size of the project and site: The purpose of this proposal is to replace approximately 6,200 lineal feet of existing stormwater conveyance system (i.e. 8 to 12 inch diameter pipe) with a larger diameter pipe system (i.e. 24 inch diameter pipe) to reduce existing flooding problems along the street corridors of NE 7`h Street and Monroe Avenue NE. This project will be constructed as either a single construction project or in two distinct phases depending on funding and design issues. If constructed occurs in two distinct phases, the phasing is anticipated to occur as follows. Phase I of the project will consist of replacing the existing stormwater system along the Monroe Avenue NE corridor between NE 11 th Place and NE 7th Street. All of the work will be conducted along the west side of Monroe Avenue NE. Phase II of the project will consist of replacing the existing stormwater system along the NE 7th Street corridor between Monroe Avenue NE and Aberdeen Avenue NE. The majority of the replacement work will be conducted along the south side of NE 7th Street. The sidewalk and curb/gutter will be replaced to City standards where impacted by the project. 12. Location of the proposal, including street address, if any, and section, township, and range: Provide a legal description, site plan,vicinity map, and topographic map, if reasonably available. The project is located within the SE '/4 of Section 8, Range 23, Township 5 & the SW '/4 of Section 9, Range 23, Township 5. The project encompasses improvements within the right-of-way of a portion of NE 7`h Street and Monroe Avenue NE in the City of Renton. A vicinity map is attached to this document and a site plan will be provided under Part 10 of the City of Renton's Environmental Review. 2 B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (underline one): Flat, rolling, hilly, steep slopes, mountainous, other Monroe Avenue NE and the eastern end of NE 7' Street have rolling topography. The western end of NE 71h Street is a steep hill. b. What is the steepest slope on the site (approximate percent slope)? The steepest slopes on the site within the project boundary are approximately 10% and are located at the western end of NE 7" Street. C. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The surface soil in the drainage basin is predominantly Arents, Alderwood material (AmC), Arents, Everett material (An), and Ragnar-Indianola association (RdC), as classified by the Soil Conservation Service in the Soil Survey of the King County Area, 1973. The Arents, Alderwood material is moderately well- drained material used for urban development. The Arents, Everett material is somewhat excessively-drained soil. The Ragnar-Indianola association is well- drained soil composed of equal parts Ragnar fine sandy loam and Indianola loamy fine sand. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. Sandy soils located under NE 7`h Street have caused problems with trench caving during passed utility jobs. Trench shoring and excavation safety systems will be utilized to prevent soil sluffing, soil loss, damage to pavement, structures, utilities, and ground adjacent to the excavation. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. No filling and grading is proposed for this project. All cut and fill quantities will be limited to trench excavation and backfill. f. Could erosion occur as a result of clearing, construction, or use? There is potential for erosion to occur as a result of construction on NE 7" Street. Erosion will be limited to trench excavation and backfill activities and will be contained on-site using King County Surface Water Design Manual and Department of Ecology approved Best Management Practices (BMPs). 3 g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? The total project area is about 9.3 acres, which corresponds to the City Right-of- Way along the NE 7th Street corridor between Aberdeen Avenue NE and Monroe Avenue NE and along the Monroe Avenue NE corridor between NE 7th Street and NE 11 th Place. Construction will consist of replacing portions of the existing storm drainage system. Damage to the existing sidewalk may occur along NE 7th Street as a result of the pipe replacement. In areas where sidewalk is damaged, extension of the existing sidewalk width from 4 ft to either 5 ft or 6 ft may occur depending on funding and design issues. Therefore,the amount of impervious surface may increase from about 3,600 to 7,200 square feet as a result, soley, of sidewalk improvements. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: The Contractor shall employ King County Surface Water Design Manual and Department of Ecology's best management practices and the Tri-County Regional Road Maintenance Endangered Species Act Program Guidelines to minimize the effects of erosion. The continual use of straw bales, silt fencing, etc. shall be required during the construction process, as required by the contract. In addition, the project shall be temporarily "shut down" during times of inclement weather conditions. 2. Air a. What types of emissions to the air would result from the proposal (i.e. dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities, if known. Normal exhaust emissions from construction equipment, both diesel and gas operated equipment, is expected during construction. Dust may be emitted during the construction of the project. A water truck shall be employed on-site as needed to control any fugitive dust problems. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. None known 4 C. Proposed measures to reduce or control emissions or other impacts to air, if any: The construction contract will include provisions for dust control during construction. 3. Water a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater,lakes, ponds,wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. There are no surface water bodies adjacent to the project site. Downstream of the project boundary (i.e. intersection of NE 7th Street and Aberdeen Avenue NE), stormwater runoff is conveyed about 1 mile in the existing pipe system to a low gradient, open channel known as John's creek via the following route: ■ From project boundary to NE 8th Street and Houser Way North ■ Along NE 8th Street from Houser Way North to Garden Avenue NE ■ Along Garden Avenue NE from NE 8th Street to Park Avenue NE and into John's Creek From John's Creek, flows are then conveyed through a series of about 5 ponds (connected via culverts) partially located within Gene Colon Park and into Lake Washington. A constructed wetland/wet pond system is located approximately 600 lineal feet downstream (west) of project boundary and situated between Houser Way North(on the east) and Interstate 405 (on the west). The wetland/wet pond system was constructed as part of the Houser Way Relocation Project and designed to provide flood storage. Flows from the project area do not directly discharge into the constructed wetland/wet pond system. Rather, flows from the project enter the wetland/wetland system via lateral conduits from the stormwater catch basin at the intersection of NE 8th Street and Houser Way North. As a result stormwater flows must back-up in the catch basin to enter the wetland/wet pond system. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. No 5 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. None 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities, if known. No 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. No 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No b. Ground: 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities, if known. Some dewatering is anticipated due to groundwater seepage into trenches. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any; describe the general size of the system,the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. None anticipated C. Water Runoff(including storm water): 1) Describe the source of runoff(including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Stormwater runoff from the project area will be controlled through a tightline drain system with catch basins and will be connected to the existing storm drainage system. 6 Pipe flow leaving the project site (i.e. the intersection of NE 7th Street and Aberdeen Avenue NE) is estimated to increase by about 11 cfs from about 28 to 39 cfs during the 25-year rainfall event assuming future land use conditions (It should be noted that this estimate does not account for any on-site stormwater mitigation that will be required for future development). This increase is the result of conveying stormwater runoff that previously would have flooded the intersection of NE 9th Street and Monroe Avenue NE. Pipe flow leaving the existing downstream stormwater system and entering John's Creek will increase by about 2 cfs from 152 to 154 cfs during the 25-year rainfall event. The decrease in the differential between future and existing flows from about 11 cfs at the project boundary to about 2 cfs at the outfall into John's creek is due to a combination of flood storage at wetland/wet pond complex (between Houser Way and Interstate 5) and surcharging of the existing 42-inch stormwater conduit at the intersection of NE 8th Street and Garden Avenue NE. 2) Could waste materials enter ground or surface waters? If so, generally describe. King County Surface Water Design Manual and Department of Ecology Best Management Practices will be employed by the contractor to minimize the amount of sediment entering the watercourses downstream from the project during construction. d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any: Methods to minimize and mitigate construction related erosion will be provided in design and within the contract documents. Methods include the use of silt fence and straw bales to entrap migrating silt on site and the placing of filter fabric over catch basins to restrict silt from entering the existing storm system. Fill slopes and cut slopes shall be seeded. 4. Plants a. Monroe Avenue NE Storm System Improvements Project Size Storm drainage improvements will replace approximately 6,200 lineal feet of the existing stormwater conveyance system. The diameter of the stormwater pipe will increase from between 8 to 21 inches (existing)to 24 inches (proposed). All improvements will be located on NE 7`h Street between Sunset Boulevard and Monroe Avenue NE and on Monroe Avenue NE between NE 7`h Street and NE 11`h Place. The total area for all project drainage basins is approximately 280 acres. Location The project site is located in the SE '/4 of Section 8, Range 23, Township 5 & SW '/4 of Section 9, Range 23, Township 5. It encompasses improvements within the right-of-way of a portion of NE 7`h Street and Monroe Avenue NE in the City of Renton. Downstream considerations for the storm drainage system include a portion of Houser Way, located to the west of Interstate 405. Zoning designation of the site and adjacent properties The project site is within existing City of Renton right-of-way and the surrounding property is zoned residential at eight dwelling units per gross acre (R-8), with a portion of the basin zoned for ten dwelling units per gross acre (R-10). Properties adjacent to the project site include residential and commercial zones. These zones also include an elementary school site is on NE 7`h Street and two churches and Renton Technical College on Monroe Avenue. Current use of the site and any existing improvements The site is currently used as a City-owned Street. Land uses adjacent to the project site are residential or commercial. Special site features (i.e. wetlands,water bodies, steep slopes) The steepest slopes on the site within the project boundary are approximately 10% and are located at the western end of NE 7th Street. Statement addressing soil type and drainage conditions The surface soil in the drainage basin is predominantly Arents, Alderwood material (AmC), Arents, Everett material (An), and Ragnar-Indianola association(RdC), as classified by the Soil Conservation Service in the Soil Survey of the King County Area, 1973. The Arents, Alderwood material is moderately well-drained material used for urban development. The Arents, Everett 1 material is somewhat excessively-drained soil. The Ragnar-Indianola association is well-drained soil composed of equal parts Ragnar sandy loam and Indianola loamy fine sand. Proposed use of the property and scope of the proposed development Proposed development will include replacing approximately 6,200 lineal feet of existing stormwater conveyance system with a larger diameter pipe system to reduce existing flooding problems along the street corridors of NE 71h Street and Monroe Avenue NE. Access The project site is located within a greater residential grid network of roads. Major access roads include Sunset Boulevard, Monroe Avenue NE, and NE 121h Street. Proposed off-site improvements (i.e. installation of sidewalks,fire hydrants, sewer main, etc.) All improvements will be within the right-of-way of the designated project site. Total estimated construction cost and estimated fair market value of the proposed project Estimated construction cost not compiled yet. The estimate from the Entranco Pre-Design Technical Memorandum,published in August 2000, was $1,089,655. Construction costs to include only those costs associated with installing the new storm drainage system and repairing/replacing any public and private surface features disturbed during construction (i.e. sidewalks, retaining walls, driveways,fences, landscaping, etc.). Estimated quantities and type of materials involved if any fill or excavation is proposed Trenches will most likely require backfill with imported material. It may be possible to utilize the excavated material for backfill, as determined in the field by the City's inspector. Special backfill may be required on NE 7rh Street due to steep slopes. Quantities unknown at present. All excavation material will be reused per City standards or disposed of at an approved site. Number, type and size of trees to be removed Trees will be removed on an as-necessary basis for construction of a new storm drainage system. (HWA) performed a pre-design geotechnical evaluation of the proposed storm system improvements along NE 71h Street and Monroe Avenue NE in Renton, Washington (see Figure 1, Vicinity Map). Our work included a site reconnaissance and review of existing geotechnical data and published • geologic maps. The purpose of this study was to review existing geologic and geotechnical data and formulate recommendations for construction of the replacement storm sewer. SITE AND PROJECT DESCRIPTION The subject alignment is within gently rolling uplands above the Cedar River valley and Lake Washington. Elevation varies from approximately 170 to 390 feet, sloping south and west. The vicinity is developed in single-family residences, with an elementary school and park on 7th Street. We understand that the existing storm system, formerly the combined sanitary-storm system, is undersized and surface ponding has occurred periodically on Monroe Avenue at 9th Street. The proposed storm system replacement will consist of 12-, 18-, and 24- inch diameter pipe at depths of around 4 to 6 feet, with catch basins at appropriate intervals. The pipeline will need to be deeper at side-street tie-ins, due to the depth of the existing system. We understand the preferred alternative is to construct the pipeline within the existing storm sewer trenchline. As currently envisioned, the pipeline will be installed along Monroe Avenue NE from approximately 200 feet south of NE 121h Street to NE 71h Street, then west along 71h Street • to Sunset Boulevard NE, the discharge point into the existing storm system. IN`-,I'll ll(7N February 7, 2001 HWA Project No. 2000191 • Subsurface Conditions Background geologic information for the site was obtained from the map Geology of the Renton Quadrangle, Washington, U.S.G.S. Map GQ-405 (D.R. Mullineaux, 1965). The predominant surface deposit in the vicinity is Vashon till, a very dense, unsorted mixture of sand, gravel, and silt, deposited beneath glacial ice during the Vashon Stade of the Frasier Glaciation. The till in the project vicinity is mostly sand, according to Mullineaux. The area between Kirkland and Aberdeen Avenues is mantled with recessional outwash sand, deposited by glacial meltwater flowing down the Cedar River valley during the last glaciation. This material was deposited over the till as a high terrace above the river. This unit was not overrun by glacial ice, and therefore is unconsolidated. Based upon the geologic map, previous geotechnical explorations in the vicinity, 71h Street sanitary sewer construction, and our site reconnaissance of December 28, 2000, we anticipate subsurface conditions along the alignment will be as follows (soil changes referenced to the nearest cross streets): • Monroe Avenue and 7th Street, to Kirkland Avenue: Trenches excavated into undisturbed native soils will likely encounter Vashon till, consisting of dense to very dense, gravelly, silty, SAND. The upper two to three feet of till is typically weathered • to a loose to medium dense condition. Ground water may be perched on top of the dense to very dense soil, within the weathered till. Trenches excavated within the existing storm sewer trenchline will encounter the previous backfill, which likely consists of the excavated till soils. It is possible, but unlikely, that the original trenches were backfilled with import structural fill, such as pitrun sand and gravel. • 71h Street, Kirkland Avenue to Aberdeen Avenue: Trenches excavated in either the existing trenchline or undisturbed native soils will encounter loose to medium dense, clean SAND. Perched ground water may be encountered above the underlying till, where trenches penetrate the recessional outwash sand. • 71h Street, Aberdeen Avenue to Sunset Boulevard: Till may again be encountered along this section. CONCLUSIONS AND RECOMMENDATIONS The existing soils, whether undisturbed native or previous native or imported backfill, are capable of supporting the proposed pipeline. February 7, 2001 HWA Project No. 2000191 • Caving and heavy sloughing of the trench walls should be anticipated in the 7th Street sand deposit. Any ground water that may be encountered can be removed from the trench with sump pumps. If ground water is encountered within the trench in the sand deposit perched above till, dewatering wells would not be effective, based upon the relatively shallow depths to the till. All trench backfill above 4 feet should be compacted to a minimum of 95 percent of its modified dry density(MDD) based on ASTM D 1557. Excavated soils can be reused for trench backfill, provided that the moisture content is near optimum. The moisture content will depend on the soil gradation, density when excavated, wetting or drying after excavation and before backfilling, and season. Undisturbed till is typically near optimum moisture content. However, excavated till previously placed as backfill can absorb more water due'to its lower density. Soils with over-optimum moisture content should not be utilized for trench backfill. Soil excavated within the recessional outwash sand, whether undisturbed or previously placed as backfill, is likely to be suitable for use as backfill. We understand that backfill for the new sanitary sewer along 71h Street was water jetted in order to achieve adequate compaction. UNCERTAINTY AND LIMITATIONS • The conclusions and recommendations presented in this letter report are based on site conditions as they presently exist and assume that the observations are representative of the subsurface conditions throughout the site. If, during future site operations, subsurface conditions are encountered which vary appreciably from those described herein, HWA should be notified for review of the analyses and recommendations contained in this report, and revision of such as necessary. Further hydraulic analysis will be conducted during the final design process and may result in increasing a short section of pipe to 36 inches in diameter at the lower end of the storm system. The project would include trenching of approximately 5,200 cubic yards of earth and removal of the existing pipe and associated structures and backfill. In addition, new catchbasins, storm pipe and manholes would be installed within the right-of-way. Excavated material will be reused as trench back fill where suitable. Imported back fill will be minimal. A Geotechnical Report prepared by HWA GeoSciences, Inc. dated February 7, 2001 was submitted with the environmental checklist. The report concludes that the existing soils are capable of supporting the proposed pipeline. The report also contains recommendations regarding ground water removal and trench excavation and backfilling. The pavement surface and any public or private surface features (sidewalks, fences, landscaping, etc.)would be restored to the existing condition after construction is finished. Construction material and equipment staging is anticipated to occur within the right-of-way. During construction, access to NE 7th Street and Monroe Avenue NE may be restricted to"Local Access Only"while work is underway. Access to private driveways would be maintained, except when construction needs to cross a driveway. The project will be constructed as either a single construction project or in two phases depending on funding and design issues. If constructed as a single project, construction will begin in the fall 2001. If constructed in phases, phase 1 would include the Monroe Avenue NE corridor between NE 11th Place and NE 7th Street and is expected to begin in late summer 2001. Phase 2 would include the NE 7th Street corridor between Monroe Avenue NE and Sunset Blvd. NE and is anticipated to begin in winter of 2001. Construction of the total project is anticipated to last 3 to 4 months. Hours of construction would be established through the contract limiting working hours to weekdays (Monday through Friday) from 7:00 am to 6:00 pm, unless otherwise approved by the city per RMC 4-4-030c and Section 1-08.1(3) of the City's Standard Specification Special Provisions. A traffic control plan would be filed with the city by the contractor. It is anticipated that the contractor would use Sunset Blvd. NE, NE 12th Street, NE 7th Street and Monroe Avenue NE for access. B. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth Impacts: Excavation to construct the proposed utility trench could result in erosion impacts. Sandy soils in located in under NE 7th Street have caused problems with trench caving during past utility jobs. Trench shoring and excavation safety systems will be utilized to prevent soil sloughing, soil loss, or damage to pavement, structures, utilities, and ground adjacent to the excavation. The applicant proposes to utilize King County Surface Water Design Manual, Department of Ecology approved best management practices such as protecting storm drain inlets and stockpiling soil with plastic sheeting during rainy periods. In addition, the contractor shall also employ the Tri-County Regional Road Maintenance Endangered Species Act Program Guidelines to minimize the effects of erosion. Mitigation Measures: No additional mitigation measures would be required. Nexus: Not Applicable. 2. Air Impacts: During construction,exhaust from construction equipment and dust from the trench excavation and filling would be expected to occur. Fugitive dust will be controlled by compliance with the temporary erosion control measures. The exhaust from construction equipment is controlled by state and federal regulations. No further mitigation is required for this project. Mitigation Measures: No mitigation required. Nexus: Not applicable. 3. Surface Water Impacts: Stormwater runoff to the project area is from residential areas and City street right-of-way, primarily NE 7th Street and Monroe Avenue NE. Stormwater runoff from the project site will be controlled through a tightline drain system with catch basins and will be connected to the existing storm drainage system. Downstream of the project's westerly boundary, stormwater runoff is conveyed about one mile in the existing storm system to a low gradient, open channel know as John's Creek. From John's Creek, storm water is conveyed through a series of ponds (connected via culverts) partially located within Gene Coulon Park and then into Lake Washington. (HWA) performed a pre-design geotechnical evaluation of the proposed storm system improvements along NE 71h Street and Monroe Avenue NE in Renton, Washington (see Figure 1, Vicinity Map). Our work included a site reconnaissance and review of existing geotechnical data and published geologic maps. The purpose of this study was to review existing geologic and geotechnical data and formulate recommendations for construction of the replacement storm sewer. SITE AND PROJECT DESCRIPTION The subject alignment is within gently rolling uplands above the Cedar River valley and Lake Washington. Elevation varies from approximately 170 to 390 feet, sloping south and west. The vicinity is developed in single-family residences, with an elementary school and park on 7th Street. We understand that the existing storm system, formerly the combined sanitary-storm system, is undersized and surface ponding has occurred periodically on Monroe Avenue at 9th Street. The proposed storm system replacement will consist of 12-, 18-, and 24- inch diameter pipe at depths of around 4 to 6 feet, with catch basins at appropriate intervals. The pipeline will need to be deeper at side-street tie-ins, due to the depth of the existing system. We understand the preferred alternative is to construct the pipeline within the existing storm sewer trenchline. As currently envisioned, the pipeline will be installed along Monroe Avenue NE from approximately 200 feet south of NE 12th Street to NE 7th Street, then west along 7th Street to Sunset Boulevard NE, the discharge point into the existing storm system. GEOLOGY GEOENVIRONMENFAL SERVICES HYDROGEOLOGY GEOTECIINICAI. ENGINEERING TFSIIN(. R. INSF'ECIION February 7, 2001 HWA Project No. 2000191 Subsurface Conditions Background geologic information for the site was obtained from the map Geology of the Renton Quadrangle, Washington, U.S.G.S. Map GQ-405 (D.R. Mullineaux, 1965). The predominant surface deposit in the vicinity is Vashon till, a very dense, unsorted mixture of sand, gravel, and silt, deposited beneath glacial ice during the Vashon Stade of the Frasier Glaciation. The till in the project vicinity is mostly sand, according to Mullineaux. The area between Kirkland and Aberdeen Avenues is mantled with recessional outwash sand, deposited by glacial meltwater flowing down the Cedar River valley during the last glaciation. This material was deposited over the till as a high terrace above the river. This unit was not overrun by glacial ice, and therefore is unconsolidated. Based upon the geologic map, previous geotechnical explorations in the vicinity, 71h Street sanitary sewer construction, and our site reconnaissance of December 28, 2000, we anticipate subsurface conditions along the alignment will be as follows (soil changes referenced to the nearest cross streets): • Monroe Avenue and 71h Street, to Kirkland Avenue: Trenches excavated into undisturbed native soils will likely encounter Vashon till, consisting of dense to very dense, gravelly, silty, SAND. The upper two to three feet of till is typically weathered to a loose to medium dense condition. Ground water may be perched on top of the dense to very dense soil, within the weathered till. Trenches excavated within the existing storm sewer trenchline will encounter the previous backfill, which likely consists of the excavated till soils. It is possible, but unlikely, that the original trenches were backfilled with import structural fill, such as pitrun sand and gravel. • 7th Street, Kirkland Avenue to Aberdeen Avenue: Trenches excavated in either the existing trenchline or undisturbed native soils will encounter loose to medium dense, clean SAND. Perched ground water may be encountered above the underlying till, where trenches penetrate the recessional outwash sand. • 71h Street, Aberdeen Avenue to Sunset Boulevard: Till may again be encountered along this section. CONCLUSIONS AND RECOMMENDATIONS The existing soils, whether undisturbed native or previous native or imported backfill, are capable of supporting the proposed pipeline. Pipe should be surrounded by a minimum of 6 inches of bedding material. 2000191 Renton Storm Sewer.doc 2 HWA GEOSCIENCES INC. February 7, 2001 HWA Project No. 2000191 Caving and heavy sloughing of the trench walls should be anticipated in the 71h Street sand deposit. Any ground water that may be encountered can be removed from the trench with sump pumps. If ground water is encountered within the trench in the sand deposit perched above till, dewatering wells would not be effective, based upon the relatively shallow depths to the till. All trench backfill above 4 feet should be compacted to a minimum of 95 percent of its modified dry density (MDD) based on ASTM D 1557. Excavated soils can be reused for trench backfill, provided that the moisture content is near optimum. The moisture content will depend on the soil gradation, density when excavated, wetting or drying after excavation and before backfilling, and season. Undisturbed till is typically near optimum moisture content. However, excavated till previously placed as backfill can absorb more water due'to its lower density. Soils with over-optimum moisture content should not be utilized for trench backfill. Soil excavated within the recessional outwash sand, whether undisturbed or previously placed as backfill, is likely to be suitable for use as backfill. We understand that backfill for the new sanitary sewer along 71h Street was water jetted in order to achieve adequate compaction. UNCERTAINTY AND LIMITATIONS The conclusions and recommendations presented in this letter report are based on site conditions as they presently exist and assume that the observations are representative of the subsurface conditions throughout the site. If, during future site operations, subsurface conditions are encountered which vary appreciably from those described herein, HWA should be notified for review of the analyses and recommendations contained in this report, and revision of such as necessary. If there is a substantial lapse of time between submission of our report and the start of work at the site, or if conditions have changed due to natural causes or construction operations at or near the site, it is recommended that this report be reviewed to determine the applicability of the conclusions and recommendations considering the changed conditions and time lapse. 2000191 Renton Storm Sewer.doc 3 HWA GEOSCIENCES INC.
