Grady Way Renton, WA 98055 RE: Rain Days Attn: Gary Schimek It is 7:00 AM and it is not raining. We did not schedule work on the Maplewood Golf Course Project because the weather forecast, which.I will attach to this letter, called for rain last night and 60% chance of rain today starting about noon. We set up our truck dispatch no later than 3:00 PM each day to insure that all of our trucks have a site to work on and our crews are scheduled at that time as well. I look at the weather reports in the afternoon and starting at 5.30 AM every morning. If the forecast has changed, and we are supposed to have a dry day, I will try to reschedule trucks and operators. I cannot however, change dispatch if there is a chance that we will only be able to work a half day for the following reasons: • If we set up dispatch and then change it in the morning, we take trucks from the job they were scheduled for. • If we send trucks to the site and we are only able to work a few hours or a half day, we have to pay our drivers from shop to shop so we.pay the fuel and drivers one hour each way for four hours work or less. • If we schedule operators and they show up at the site, we have to pay them 2 hours show up time. If we work them even one half hour,we are required to pay them for four hours, and if we work them four and one half hours, we have to pay them for 8 hours. If we schedule these operators for another project, and then move them to the Golf Course in the morning,then we would not be able to find operators for the project that they were originally scheduled for. • Once we begin stripping and filling, we will have to cover the work at night and uncover it in the morning. This requires 3 to 4 men and depending upon how much area we need to work in, it could take up to an hour at both ends of the day. 10/26/2001 08: 23 2535205261 CTI PAGE 03 • If we have an area uncovered and it begins to rain unexpectedly, we could be asked to remove all of the wet fill material. I know from experience how easy it is to second guess on Friday, a decision that was made on Thursday,but the decision has to be made and generally we will have to live with that decision. We will have days that are predicted as dry all day or 10% to 20% chance of rain and we will schedule work for those days. I will also call you each afternoon and each morning to discuss the schedule if you think that would be helpful. This small amount of fill will be placed very quickly if we do it in the right weather. Thank you for your consideration of this issue. As you may recall the Cityof Renton (Washington) is interested in equipment that meets the following specifications: ( 9 ) 9 p 4-ft high (fully inflated) 3-ft maximum water depth 600-ft length (either 6@100ft ea. or 3@200ft ea.) Yesterday, you quoted me a price over the phone of$3,510 per 100 ft section (which includes a 10% discount). The total amount for the purchase, by my calculations, would be $21,060 not including shipping and handling. In addition you noted that you could deliver the material and provide a brief training for about$1000 extra. Please confirm that this information is correct. would also like to ask you a number of follow-up questions. 1) The City is interested in other options other than buying the equipment due to significant lack of storage space at the City shops and other related issues. Therefore, I would like to get some costs from you for two other options: leasing and buy-back options. In the first case, what would it cost to lease the equipment between Dec 1, 2000 and April 1, 2001? In the second case, if the City were to purchase the equipment at full cost now would you be willing to buy it back at a certain reduced cost after one or two flood seasons? 2) If the leasing or buy back options are acceptable, would it be possible to immediately send earnest money to you (let's say 10% of the leasing costs) in the next week to guarantee the equipment for us? 3) Due to the limited storage space at City Shops, the City is interested in placing the equipment at the location of potential flooding along the river bank immediately upon arrival. The City would not inflate the equipment until flooding began. Therefore, what are the repair options (i.e. patch kits) if the equipment is repaired f the floods? damaged and needs to be re g p d before eoe 4) If we leave the equipment at the location of potential flooding during the winter, would you be able to have an expert come and inspect it once per month? How much would this cost? 5) If the lease or buy-back options are acceptable, would your crews be able to install the equipment for the City upon arrival at the location of potential flooding?
