As a result of annexation action,these drainage easements cover drainage facilities now located within the corporate limits of the City of Renton. It is therefore appropriate for the easement rights to be transferred to the City. I am returning the signed and notarized documents to you for further processing. We confirm that they are for an area within the East Renton annexed area. Specifically,they cover a regional detention pond site and associated downstream conveyance system. This pond site collects runoff from the ditch system along NE 4th Street and its tributary areas. Therefore,these easement areas are consistent with other public drainage facilities. For your information,prior to your receipt of the letter requesting assignment,we were working with King County to assess the acceptability of the facilities for our assumption of maintenance. At our request,they recently completed cleaning the facilities in question(including detention pond grubbing and hydro-seeding). Subsequently, Mike Dotson and Ron Shaffer,along with King County staff, inspected the facilities. It was determined that the facilities are acceptable to City of Renton standards. Therefore,we(the Surface Water Utility Engineering and Maintenance Sections)concur that our Division should accept these easements and associated facilities. We have attached a map showing the location of the subject easements. Our Technical Services Division considers this a Utility Engineering and Maintenance Section matter only. Please execute the enclosed easement documents and return them to King County. If you have any questions please let me know. You also requested calculations and maintenance records. I checked with our Surface Water Management people and was informed that said calculations probably no longer exist. For your information, the senior engineer said that the `Y&W' formula was used to calculate quantities for sizing. The maintenance people indicated they may have cleaned this facility one time since construction. It is my understanding that someone from your agency has met on-site with Mike Nenezich, Drainage Supervisor, T and agreed that King County would clean the facility later on this year when it has dried out somewhat.
