Project Overview I Off-Site Analysis ll Retention/detention Analysis III Conveyance Systems Analysis and Design IV SECTION I PROJECT OVERVIEW PROJECT OVERVIEW This section summarizes all of the Core Requirements . Any applicable Special Requirements will also be discussed. The project consists of 0 . 13 acres, which is currently developed with a single family residence and associated landscaping. Because the residence is not occupied, the landscaping and house are in a state of disrepair. No drainage systems exist around the site, no sidewalks exist, and the alley is not paved. Work consists of the construction of an auto repair shop with associated parking and landscaping. Because the site is at the same elevation as the street, a future sidewalk would be above the building level if it were constructed at grade. Therefore, the site will be filled slightly, to provide positive drainage to the roadway and to minimize the chance of on-site flooding. As discussed below, no water quality or detention is proposed for the site. An interior drain and oil/water separator will be constructed and will drain to the sanitary sewer. As stated in a letter dated July 22, 1998 from Mickie Flanagan, the Board of Public Works has granted a deferral for the installation of sidewalks on 12th St. In return, Mr. Gelvezon will have to agree to participate in any future LID to construct sidewalks . CORE REQUIREMENTS REQUIREMENT #1 : DISCHARGE AT NATURAL LOCATION Due to the flat nature of the site and the surrounding area, any rainfall infiltrates or sheet flows off of the site. No defined drainage channels exist on the site or on the adjacent rights-of-way, and the nearest storm drain system is located across 12th St . to the north. The proposed improvements will drain to this system, per an agreem_en Mr. Gelvezon has with that property owner. This is necessary, as the site soils consist of a compact silty sand with evidence of perched seasonal ground water at or near the ground surface. REQUIREMENT # 2 : OFF-SITE ANALYSIS These issues are addressed in Section II . As with all sites in this area, the contiguous properties are very level and have little runoff associated with everyday storm conditions . It cannot be shown that runoff drains onto or off of this site from the adjacent sites . Per the enclosed off-site analysis, no drainage systems are directly draining this site . REQUIREMENT # 3 : RUNOFF CONTROL Section III addresses this issue and shows that proposed increase in impervious area is under 5000 square feet and that the increase in runoff for the 100 year storm is less than 0 . 5cfs, therefore, not detention or biofiltration is proposed. REQUIREMENT # 4 : CONVEYANCE SYSTEM The conveyance system consists of one 8 inch pipe draining the site catch basin to an existing catch basin across the street on private property. Section IV analyzes this pipe. REQUIREMENT #5 : EROSION/SEDIMENTATION CONTROL Sediment runoff from the site will be controlled thru standard measures, including silt fences, and a gravel construction entrance . It is best to avoid concentrated runoff during construction to allow the silt fences to operated effectively. REQUIREMENT #6 : MAINTENANCE AND OPERATION The owner will be required to keep the conveyance system operating adequately. No maintenance and operation manual should be required. REQUIREMENT #7 : BONDS AND LIABILITY All required bonds and liability protection will be provided, as directed during the course of construction and after completion of work. SPECIAL REQUIREMENTS No special requirements apply to this site . It will create less than one acre subject to vehicular travel; therefor, no special water quality measures are required. SECTION II OFF-SITE ANALYSIS OFF-SITE ANALYSIS This section discusses the off-site drainage aspects of the project . For the sake of continuity, a discussion of the on-site drainage conditions is also included. UPSTREAM: No off-site areas drain onto the subject site. The entire area is essentially level, so rainfall either evaporates, infiltrates, or sheet flows to a ditch in Raymond Ave. ON-SITE: As described above, no drainage features exist on the site. Because the site is mostly vegetated, much of the runoff infiltrates or is retained in the vegetation and absorbed by it or evaporates . DOWNSTREAM: During the downstream field review, the owner of house number 703 stated that when it rains, the water "just disappears" . A ditch exists to the west of the site on the east side of Raymond Ave. This ditch is about 2 .5 feet deep (elevation of about 17 .5) and was dry at the time of the field review (June 20, 1998) . It is heavily vegetated, and as a result, no definite direction of flow or outlet could be identified. The only culvert found was a 12 inch diameter concrete under 12th St . The other end of the culvert could not be found. It is likely that runoff from the block in which the site is located ultimately drains to this ditch, primarily as a shallow ground water flow. It is also likely that the ditch somehow drains to the system in Grady Way, as all of the piped systems in this area appear to drain to that system. Specifically, the system to which the site is proposed to drain runs to the alley between 12th St . , then west to Raymond St . , and then north to Grady Way.
