The runoff is also damaging the road pavement surfaces and has resulted in customer complaints. The solution to the drainage problem requires storm system improvements to be implemented in both the City and King County. City staff met with King County representatives to discuss potential solutions to the runoff problem. The City's portion of the storm system improvements are relatively small compared to the improvements in King County's portion of the street. Since King County is going to construct the improvement in the County's portion of the street, it would be more efficient to contract directly with King County to also construct the storm system improvements within the City, at the same time. The estimated total cost of the storm system improvements is $31,607. Sufficient funding is appropriated in the Surface Water Utility 1999 Capital Improvement Program Budget for the project. Staff Recommendations: The Surface Water Utility recommends approval of the enclosed resolution authorizing the Mayor and City Clerk to execute a 'Reimbursement-Commitment to Pay' agreement with King County. BACKGROUND SUMMARY: NW 2nd Street, west of Taylor Ave.NW, serves several single family homes that are located in both the City and in unincorporated King County. Approximately 150 linear feet of the street in the City and the remaining portion of the street in King County. The street is very steep and has no storm system improvements. The runoff from the upstream tributary area flows down the street onto Taylor Ave. NW, because there is no drainage system to collect it. During freezing temperatures, ice forms on NW 2nd Street and at the intersection of NW 2nd Street and Taylor Ave. NW, which creates a safety hazard to motorists. The runoff is also damaging the road pavement surfaces and has resulted in customer complaints. City of Renton maintenance crews devote a disproportionate amount of time and resources to respond to these conditions. Page 2 DRAFT The solution to the drainage problem requires storm system improvements to be implemented in both the City and King County. Last February, City staff met with King County representatives to discuss potential solutions to the runoff problem. It was determined that improvement of the City portion of the right of way would need to be performed prior to improvement within the County portion. This is necessary to provide a connection to the downstream system. Further discussions determined that King County Road Crews would perform the construction of the system within King County's portion of the street right of way. The City's portion of the storm system improvements are relatively small compared to the improvements in King County's portion of the street. Since King County is going to construct the improvement in the County's portion of the street, it would be more efficient to contract directly with King County to also construct the storm system improvements within the City, at the same time. The City Surface Water Utility agreed to and develop the construction plans for the project (attached). King County has subsequently developed a cost estimate (attached) from our plans for the cost of labor, material and equipment construct the storm system improvements within the City. King County has indicated that the work can be scheduled and completed before January 1, 2000. The County requested that we sign the attached Reimbursement- Commitment to Pay Agreement to authorize the work to be completed by King County. CONCLUSION: A resolution, approved by Council, authorizing the Mayor and City Clerk to sign the agreement with King County is needed. The agreement will allow the City to contract with King County to construct the City's portion of the storm system improvements in NW 2nd Street. That road is South 132nd in the County and NW 2nd in the City of Renton. This road runs only a short distance. At its western inception South 132nd is on a steep hill and runs downhill to the east changing into NW 2nd as it enters the City of Renton. This hill is full of springs. One or more of those springs runs nearly constantly with its water running downhill to the east. At one time the water was unrestrained and was seriously eroding the road. It was then bermed so that it runs down the road minimizing the damages. However, when it freezes this road becomes icy and potentially dangerous. I would suggest that the City and County work together to correct the drainage situation and provide a road that is safe for the motoring public and the nearby residents. To that end, I would request that you have your appropriate staff member contact Gregg Zimmerman, the City's Planning/Building/Public Works Department Administrator, at 425-430-7311. Those two could coordinate staff efforts to study and resolve this issue. I am also aware that there is some development going on adjacent to the road, which may be contributing to the problem. Staff of the Department of Transportation's Road Services Division are aware of the drainage problems at this location, and they have begun working to find a solution. I have been advised that Road Services Division staff met with City of Renton staff on March 9, 1999, to discuss this matter. I am hopeful that a mutually agreeable solution will soon be determined. I have asked Harold Taniguchi, Manager of the Road Services Division, to follow up on this matter and report back to you about the finalized plans to resolve the drainage problem. City of Renton maintenance crews devote a disproportionate amount of time and resources to respond to these conditions. Page 2 R r The solution to the drainage problem requires storm system improvements to be implemented in both the City and King County. Last February, City staff met with King County representatives to discuss potential solutions to the runoff problem. It was determined that improvement of the City portion of the right of way would need to be performed prior to improvement within the County portion. This is necessary to provide a connection to the downstream system. Further discussions determined that King County Road Crews would perform the construction of the system within King County's portion of the street right of way. The City's portion of the storm system improvements are relatively small compared to the improvements in King County's portion of the street. Since King County is going to construct the improvement in the County's portion of the street, it would be more efficient to contract directly with King County to also construct the storm system improvements within the City, at the same time. The City Surface Water Utility agreed to and develop the construction plans for the project (attached). King County has subsequently developed a cost estimate (attached) from our plans for the cost of labor, material and equipment construct the storm system improvements within the City. King County has indicated that the work can be scheduled and completed before January 1, 2000. The County requested that we sign the attached Reimbursement- Commitment to Pay Agreement to authorize the work to be completed by King County. CONCLUSION: A resolution, approved by Council, authorizing the Mayor and City Clerk to sign the agreement with King County is needed. The agreement will allow the City to contract with King County to construct the City's portion of the storm system improvements in NW 2nd Street. That road is South 132"a in the County and NW 2nd in the City of Renton. This road runs only a short distance. At its western inception South 132"a is on a steep hill and runs downhill to the east changing into NW 2"a as it enters the City of Renton. This hill is full of springs. One or more of those springs runs nearly constantly with its water running downhill to the east. At one time the water was unrestrained and was seriously eroding the road. It was then bermed so that it runs down the road minimizing the damages. However, when it freezes this road becomes icy and potentially dangerous. I would suggest that the City and County work together to correct the drainage situation and provide a road that is safe for the motoring public and the nearby residents. To that end, I would request that you have your appropriate staff member contact Gregg Zimmerman, the City's Planning/Building/Public Works Department Administrator, at 425-430-7311. Those two could coordinate staff efforts to study and resolve this issue. I am also aware that there is some development going on adjacent to the road; which may be contributing to the problem. I have been advised that Road Services Division staff met with City of Renton staff on March 9, 1999, to discuss this matter. I am hopeful that a mutually agreeable solution will soon be determined.
