Attendees: Ron Straka, Lys Hornsby, Jack Crumley, Mike Dotson, Neil Watts, and (2) King County Staff. Discussion: The group discussed the current drainage characteristics of the area surrounding the subject site. A consensus was reached that some pipe and/or ditch work (including necessary inlets and driveway crossings)would provide an adequate solution to the current runoff situation. City of Renton staff agreed to pursue collecting information and drafting a plan for the improvements within NW 2nd Street- City right-of-way. King County staff proposed that their agency would construct the improvements necessary in SE 132nd Ave - County right-of-way. They also suggested that their crews could perform (with an appropriate iterlocal agreement for funds to cover their construction costs) the improvements within the City of Renton. Action Items: The City of Renton is preparing a design plan. The plan will be used to determine materials necessary to construct the project. If the proposed development of City View is permitted it may provide a solution to the drainage issue. Neil Watts will require that the development construct the necessary off-site improvements to address the runoff problems. Straka Subject: RE: NW 2nd Street spring Date: Tuesday, March 02, 1999 2:15PM Ron, It seems obvious that a system to collect the surface water on NW 2nd Street is needed. John Thompson and I visited the site on Friday, February 26. There was a considerable steady flow criss-crossing down the street; and this was during a (short) period of no rain. Water problems on this street appear to be caused by both surface and sub-surface drainage from surrounding properties. They is a natural outlet of overland flow at the pavement edge of NW 2nd near its intersection with Stevens Ave NW, (at the top of NW 2nd Street/S 132nd St - see map). Because, there is no drainage system for the water to be collected in, it meanders (criss-cross) down the street until it reaches the intersection of Taylor Ave. NW. I've prepared a map of the site that shows the source of the drainage water as best determined during our site visit. The flow seems to be natural run-off/ground water from the surrounding land. It is channeled by the existing and re-graded topography. The recent construction may have aggravated the surface flow somewhat, however it appeared that the majority of the flow is contributed from up-slope land and that it does not originate in the construction area. The high ground water table and surface saturation from this years record rainfall will obviously also contribute to increase runoff. The best method to reduce the sheet flow on the street is to intercept and collect the flow at the source. Additional inlets, trench and curtain drains may also be necessary. Whose responsibility is it? As can be seen from the map, the surface and sub-surface flows are contributed by properties within the City. They outlet onto the County designated roadway prior to re-entering the City of Renton at the bottom of NW 2nd Street. I'm sure that the county would argue that it is not responsible for the drainage for this roadway. Let me know what else I can do to respond to Gregg's request. Mike. From: Ronald J. The best anyone can tell is that the runoff is caused by two things: first, the area geology has a small amount of soil on top of rock so there is little percolation; secondly, a late 1970's (?) development went as far as constructing foundations and then was abandon, it noticeably increased the runoff. Over the years the home owners on the south, county, side of the street have complained about surface water running into their yards during heavy rain events. Renton Maintenance Division and Surface Water Engineering staff have worked with King County to correct that problem. This included at least one meeting between Lynn Guttmann and county officials. The county has been willing to do their part, but they point out that most of the water is coming from private property that is within the City and that the only place to take the surface water is to Taylor Avenue NW which is also in the City. Renton maintenance personnel have put berms along the south side of the paved street, in both the City and County areas, to keep most of the water from going on to private property. We have also installed catch basins at the bottom of SW 2nd Street and SW 2nd Place to keep water from running out on to Taylor Avenue NW. For a number years that work was successful in keeping Taylor Avenue NW fairly dry and ice free. This winter, due to the record rainfall and the increased runoff from the recently cleared development, our berms and catch basins have occasionally been over stressed and we did have icy conditions on NW 2nd/S 132nd Street and on Taylor Avenue NW during our one cold snap. 4. Neil Watts, Mike Dotson and maintenance personnel have visited the site and attempted to find remedial solutions, the first of which is to get the developer to control the runoff from his site. Long term, the only solution Renton or King County staff believes will work is to build some kind of drainage system on S 132nd/SW 2nd Street that would convey the surface water to Taylor Avenue NW. Drainage improvements would also have to be done along Taylor Avenue NW. In Lynn's meeting with County officials I believe they said that they would allow Renton to do the construction in their right-of-way if we wanted to do so, but that the benefit to the County was limited and it would be a very low priority project for them if they did anything at all. 5. Straka Subject: Be Ready Date: Monday, December 21, 1998 6:46AM Knowing the Mayor's interest in icy patches on Taylor Av. N.W. I thought I should give you a little advanced notice. Last winter Mayor Tanner directed that we do something to catch the water that turned to ice at a number of sites on Taylor Av. N.W. One of those sites was at N.W. 2nd PI. Last spring we put in a cut-off drain on N.W. 2nd PI at Taylor Av. N.W. which picked up the water coming down the hill. Last summer a development started construction at the top of N.W. 2nd PI. Drainage from that development has been a problem from day one. During heavier rain events water and mud come down and cover both Taylor Av. N.W. and the parking lot at the Jet Vista Apartments. The natural moisture in the hill causes continuous weeping which the development has redirected. That weeping increases in lighter rain events and the water now misses the limited drainage system we have available. The water ends up on Taylor Av. N.W. Arnie Henninger is the Project Manager for this development and we have been working with her to have the developer make the necessary corrections. Progress has been slow. During the freeze this weekend, and this morning, ice has formed on Taylor Av. N.W. at N.W. 2nd PI. Crews have; (1) attempted to keep the drainage off the street (not much luck as there is no place to take the water), and (2) sanded the area a number of times. It isn't really of much of a problem, but should Mayor Tanner mention it you now know what I do. There are actually three phases to the project to control the drainage, and only the first phase has been completed: extending a storm drain line from the drain line in Taylor up NW 2nd to the City Boundary. The County stopped there because of 1999 funding limits, but intends to extend this line up the hill within the County in early 2000. There will be a series of asphalt collection gutters surrounding catch basins on both sides of NW2nd. The County project will terminate lower on the hill than where the spring daylights. In the third phase, the Reiker project will extend a storm drain line further up the hill to the vicinity of the spring. The Reiker line will either connect into the line along NW 2nd installed by the County, or will be connected into the private drain line of the City View Plat, which eventually connects into the storm drain along Taylor Ave. There is plenty of infrastructure being installed, and it should take care of the drainage problem when complete. Explaining that water is a commodity, he said the price of providing it is sure to rise with inflation, and the City should be able to recoup those costs from its customers. Councilman Clawson opposed the proposed ordinance, as he felt that the City was not being clear in its actions. The runoff from the upstream tributary area flows down o Taylor Ave. NW, because there is no drainage system to collect it. During freezing NW 2nd Street 4 temperatures, icee//forms on NW 2nd Street and at the intersection of NW 2nd Street and Taylor Ave. NW, which creates a safety hazard to motorists. The runoff is also damaging the road pavement surfaces and has resulted in customer complaints. The solution to the drainage problem requires storm system improvements to be implemented in both the City and King County. City staff met with King County representatives to discuss potential solutions to the runoff problem. The City's portion of the storm system improvements are relatively small compared to the improvements in King County's portion of the street. That road is South 132nd in the County and NW 2nd in the City of Renton. This road runs only a short distance. At its western inception South 132nd is on a steep hill and runs downhill to the east changing into NW 2nd as it enters the City of Renton. This hill is full of springs. One or more of those springs runs nearly constantly with its water running downhill to the east. At one time the water was unrestrained and was seriously eroding the road. It was then bermed so that it runs down the road minimizing the damages. However, when it freezes this road becomes icy and potentially dangerous. I would suggest that the City and County work together to correct the drainage situation and provide a road that is safe for the motoring public and the nearby residents. To that end, I would request that you have your appropriate staff member contact Gregg Zimmerman, the City's Planning/Building/Public Works Department Administrator, at 425-430-7311. Those two could coordinate staff efforts to study and resolve this issue. I am also aware that there is some development going on adjacent to the road, which may be contributing to the problem.
