*The contractor will be limited to in-stream work during the months of June through September
due to State Department of Fisheries permit requirements. Construction is dependent upon
securing the required land rights, permits and Federal funding.
STAFFING
Design and construction management will be shared jointly between NRCS and the City. NRCS
staff will provide the bulk of the design work. The City will be responsible for design support
and review, land rights acquisition, hydraulic modeling and preparation of all required permits.
A. Project Management
The Project will be managed jointly by Allen Quynn of the Surface Water Utility Division
of Planning/Building/Public Works and Rod DenHerder of NRCS field office in Renton.
B. Design
NRCS will produce 30%, 90%and final design plans and specifications. Additional
hydraulic modeling may be performed by R.W. Beck, Inc. R.W. Beck, Inc. is currently on
the Utility System's annual consultant roster.
C. In-house Reviews
All affected City Divisions and Departments will be given an opportunity to review and
comment during each design phase.

Improvements include constructing a high flow bench 10 to 17 feet wide on both sides of the
creek, accomplished by excavating out a 3:1 side-slope up to the high flow bench elevation. The
channel bottom will remain unchanged as much as possible to minimize in-stream construction
work.
To improve the fish habitat characteristics of the stream, various species of native shrubs and
trees will be planted along the low flow channel. The plantings will provide shade to lower water
temperatures, which will increase the concentration of dissolved oxygen.
The final design may also include an asphalt pedestrian trail to connect segments of the existing
Springbrook Creek trail along the west side of the creek. The construction of the trail will be
funded by others.
INVOLVEMENT AND PARTICIPATION
A. Federal Partnering
This project will be designed and constructed in partnership with the Natural Resources
Conservation Service(MRCS). It is anticipated that most of the construction costs will be paid
with Federal funds.
B. Federal and State Permitting Agencies
The U.S. Army Corps of Engineers,National Marine Fisheries Service, Washington State
Department of Fish and Wildlife, and Washington State Department of Ecology will be
responsible for reviewing the project for compliance with federal and state environmental laws
and regulations.
C. Community and Private Utilities
Property owners and utilities affected by the proposed project will be notified and given the
opportunity to provide input during design and construction.
PRELIMINARY COST ESTIMATE
City costs for design assistance,permitting and construction: $350,000
NRCS costs for design and construction: $1,650,000
Total Project Cost: $2,000,000
FUNDING SOURCE
Project management,permitting and hydraulic modeling will be funded through the Surface
Water Utility Capital Improvement budget(421). Design and construction will be partially
funded by NRCS through the Federal Small Watershed Programs(PL-566). Presently,NRCS has
committed funds only for design. The availability of Federal funds for construction in fiscal year
2001 won't be known until October 1,2000.

Springbrook Creek Channel Improvement Project—

PROJECT OBJECTIVE
The purpose of this project is to improve the channel capacity to convey flood flows and to
provide habitat improvement along Springbrook Creek between Oakesdale Ave. SW and SW 23"�
Street. Based on hydraulic modeling,this channel reach was identified as a capacity restriction
resulting in flooding and stream bank erosion. The increased capacity of the channel will help
address the flooding and erosion problems along this section of the creek. Habitat improvement
will be incorporated into the project to benefit water quality and fisheries resources.
PROJECT BACKGROUND
In September, 1997,the City completed the Final Plan and EIS for the East Side Green River
Watershed Project(ESGRWP). The Plan contains several alternatives to alleviate flooding and
improve habitat and water quality along portions of Springbrook Creek. Springbrook Creek
Alternative 3 (designated SC3),and its associated elements,was selected by City Council as the
alternative that would best meet the goals of flood control,water quality and habitat
improvement. The Springbrook Creek Channel Improvement Project—SW 27"' Street to
Oakesdale Ave. SW would complete the first phase of SC3 - Element 2(Channel Improvements).
The downstream portion of the channel between SW 16"' Street and Oakesdale Ave. SW. was
completed in the Fall of 1998 as part of the Oakesdale Ave SW Extension Project. The attached
drawing shows the location and the extent of the proposed project as well as completed portions
of Alternative SC3 - Element 2.
PROJECT DESCRIPTION
The Springbrook Creek Channel Improvement Project- Oakesdale Ave. SW to SW 23'd Street
would improve and restore approximately 3200 linear feet of channel along Springbrook Creek.

Enclosed is a proposed schedule for design, permitting, contracting and construction of the next
phase of the Springbrook Creek (P-1 Channel)rehabilitation of the ESGR Project. I assumed
construction in the summer of 2001 when developing the schedule.
One important section is the "Field Studies" section of the schedule, which includes surveys,
geologic investigations, land-rights boundaries and any other preliminary information needed to
design the project. If we can coordinate and obtain this information prior to start of design in
January 2000 it will help keep us on schedule.

Enclosed is the revised project schedule for the design and construction of the next phase of the
Springbrook Creek rehabilitation. I combined your comments with those from the NRCS Regional
Design Team. At this time, I did not break out some of the construction items as you suggested, as
it will be over a year until they occur and the contracting tasks may differ depending on who
handles the contracting. This can be determined at a later time.
I will set up a meeting in December or January to discuss items of concern, schedules for meetings
with permitting agencies, the review process, and collection of additional data required for design.
An important item for consideration is whether the City or its consultants (R. W. Beck/NW
Hydraulics) will update the hydrology and hydraulic models with the additional stream gage and
other data that has been collected since the models were developed. Ron Straka mentioned several
years ago that he was considering having someone in the City update the models as changes in land
use and infrastructure occur and as additional stream gage data is collected.

Springbrook Creek Channel Improvement Project—
Oakesdale Ave. SW to SW 23'd Street
PROJECT OBJECTIVE
The purpose of this project is to improve the channel capacity to convey flood flows and to
provide habitat improvement along Springbrook Creek between Oakesdale Ave. SW and SW 23'd
Street. Based on hydraulic modeling,this channel reach was identified as a capacity restriction
resulting in flooding and stream bank erosion. The increased capacity of the channel will help
address the flooding and erosion problems along this section of the creek. Habitat improvement
will be incorporated into the project to benefit water quality and fisheries resources.
PROJECT BACKGROUND
In September, 1997,the City completed the Final Plan and EIS for the East Side Green River
Watershed Project(ESGRWP). The Plan contains several alternatives to alleviate flooding and
improve habitat and water quality along portions of Springbrook Creek. Springbrook Creek
Alternative 3 (designated SC3),and its associated elements, was selected by City Council as the
alternative that would best meet the goals of flood control,water quality and habitat
improvement. The Springbrook Creek Channel Improvement Project—SW 271h Street to
Oakesdale Ave. SW would complete the first phase of SC3 - Element 2(Channel Improvements).
The downstream portion of the channel between SW 161h Street and Oakesdale Ave. SW. was
completed in the Fall of 1998 as part of the Oakesdale Ave SW Extension Project. The attached
drawing shows the location and the extent of the proposed project as well as completed portions
of Alternative SC3 - Element 2.
PROJECT DESCRIPTION
The Springbrook Creek Channel Improvement Project- Oakesdale Ave. SW to SW 23`d Street
would improve and restore approximately 3200 linear feet of channel along Springbrook Creek.

Improvements include constructing a high flow bench 10 to 17 feet wide on both sides of the
creek, accomplished by excavating out a 3:1 side-slope up to the high flow bench elevation. The
channel bottom will remain unchanged as much as possible to minimize in-stream construction
work.
To improve the fish habitat characteristics of the stream,various species of native shrubs and
trees will be planted along the low flow channel. The plantings will provide shade to lower water
temperatures,which will increase the concentration of dissolved oxygen.
The final design may also include an asphalt pedestrian trail to connect segments of the existing
Springbrook Creek trail along the west side of the creek. The construction of the trail will be
funded by others.
INVOLVEMENT AND PARTICIPATION
A. Federal Partnering
This project will be designed and constructed in partnership with the Natural Resources
Conservation Service(MRCS). It is anticipated that most of the construction costs will be paid
with Federal funds.
B. Federal and State Permitting Agencies
The U.S. Army Corps of Engineers,National Marine Fisheries Service, Washington State
Department of Fish and Wildlife, and Washington State Department of Ecology will be
responsible for reviewing the project for compliance with federal and state environmental laws
and regulations.
C. Community and Private Utilities
Property owners and utilities affected by the proposed project will be notified and given the
opportunity to provide input during design and construction.
PRELIMINARY COST ESTIMATE
City costs for design assistance, permitting and construction: $350,000
NRCS costs for design and construction: $1,650,000
Total Project Cost: $2,000,000
FUNDING SOURCE
Project management, permitting and hydraulic modeling will be funded through the Surface
Water Utility Capital Improvement budget(421). Design and construction will be partially
funded by NRCS through the Federal Small Watershed Programs(PL-566). Presently,NRCS has
committed funds only for design. The availability of Federal funds for construction in fiscal year
2001 won't be known until October 1, 2000.

*The contractor will be limited to in-stream work during the months of June through September
due to State Department of Fisheries permit requirements. Construction is dependent upon
securing the required land rights, permits and Federal funding.
STAFFING
Design and construction management will be shared jointly between NRCS and the City. NRCS
staff will provide the bulk of the design work. The City will be responsible for design support
and review, land rights acquisition, hydraulic modeling and preparation of all required permits.
A. Project Management
The Project will be managed jointly by Allen Quynn of the Surface Water Utility Division
of Planning/Building/Public Works and Rod DenHerder of NRCS field office in Renton.
B. Design
NRCS will produce 30%, 90%and final design plans and specifications. Additional
hydraulic modeling may be performed by R.W. Beck,Inc. R.W. Beck, Inc. is currently on
the Utility System's annual consultant roster.
C. In-house Reviews
All affected City Divisions and Departments will be given an opportunity to review and
comment during each design phase.

I've also sent you a copy of the proposed culvert removal alternative identified in the East Side Green River
Watershed Report. The culvert that the report speaks of is the existing 60" culvert located just east of
Springbrook Creek at STA 15+50. Rather than trying to integrate the new channel into the area vacated by
the removed pipe, maybe we'll simply show the pipe as removed with a graded drainage channel to
Springbrook Creek. Let me know what you think.

System Dewatering Contract west of SW Lind Ave.
The following are Surface Water Utility's review comments for the SPU System Dewatering
Contract:
1. The plan view of the proposed aeration channel on sheet 6 does not adequately show how the
proposed channel contours tie into the existing contours, particularly on the south side of the
channel no existing contours are shown. Note,there is an existing channel (named the 23rd
Street drainage channel)which runs parallel to the proposed channel and discharges into
Springbrook Creek. The concern is these two channels may conflict with each other and there
may not be enough room for a berm as indicated on the channel cross section shown on sheet 12.
Please verify the aeration channel will not impact the existing drainage channel to the south.
2. The City is proposing channel improvements to Springbrook Creek in the vicinity of the SPU
project. These improvements will involve widening portions of the channel and may impact the
valve chamber, manhole and outfall of the aeration channel. I strongly suggest moving the valve
chamber farther east, away from the stream to minimize impact to the stream and prevent
conflict with the future channel widening project on Springbrook Creek. The design of the
channel improvements is tentatively scheduled for completion Fall 1999, with construction the
following summer.
3. Channel improvements for the 23rd Street drainage channel are scheduled for Summer 1999.
The improvements will extend the full length of the channel, including the portion of the channel
adjacent to the SPU project. Depending on the two project construction schedules, coordination
may be needed.
4. City Shoreline permit is required for project construction.
5. Please indicate on the plans the conversion factor for converting from the City of Seattle vertical
datum to vertical datum NAV 88.

SECTION 8
SW 43rd Street System Improvement. System improvements are necessary from
approximately Lind Avenue to Springbrook Creek. Although several alignments
for a new system are possible, the preferred alignment begins near the
intersection of SW 43rd and Lind Avenue and extends north along Lind Avenue
and then west along SW 39th Street. Preliminary sizing of this system indicates
that an 84-inch-diameter concrete pipe system is necessary to solve flooding for
the future 100-year event. Alternatively, a 72-inch-diameter pipe system would
solve flooding for the future 25-year event. Large diameter pipe is necessary
because the area is very flat and the pipe system must convey runoff over a long
distance. The new SW 43rd Street system would be approximately 3,500 feet in
length and there is only about 2 feet of drop between the road elevations at
Lind Avenue SW and the 100-year flood elevation on Springbrook Creek at
SW 39th Street, assuming either the SC2 or SO alternative is implemented. The
sizing assumes that the existing pipe system that extends west along SW 43rd
Street and then north along Oakesdale Avenue will remain in place to convey
flow and that a short section of the Oakesdale Avenue system, approximately
55 feet of 36-inch-diameter pipe, will be replaced with 54-inch-diameter pipe.
East Valley Road System Improvements. System improvements are necessary
from approximately SW 29th Street to the discharge at the existing channel along
SW 23rd Street. Improvements will include replacing an existing 30/36-inch
system with a 4 -
Rolling Hills Culvert. This improvement includes removing an existing culvert
that carries Rolling Hills Creek between Springbrook Creek and Raymond
Avenue (along SW 19th Street) and restoring this section as an open channel.
This element is not required for solving a flooding problem. The culvert serves
no real purpose and removing it will result in an environmental benefit.

i Using the description of alternative flood control solutions in Section 8.3, the City
and its consulting team conducted a detailed evaluation. Each alternative was
evaluated using the 14 different evaluation factors listed below.
An explanation of how the factors were considered when evaluating the
alternatives is provided in the following subsection. A technical memorandum
was prepared for each evaluation factor. The technical memoranda were

Alternative 3 (designated SC3), and its associated elements, was selected by City Council as the
alternative that would best meet the goals of flood control,water quality and habitat
improvement. The Springbrook Creek Channel Improvement Project—SW 27th Street to
Oakesdale Ave. SW would complete the first phase of SC3 - Element 2(Channel Improvements).
The downstream portion of the channel between SW 16`' Street and Oakesdale Ave. SW. was
completed in the Fall of 1998 as part of the Oakesdale Ave SW Extension Project. The attached
drawing shows the location and the extent of the proposed project as well as completed portions
of Alternative SC3 - Element 2.

creek, accomplished by excavating out a 3:1 side-slope up to the high flow bench elevation. The
channel bottom will remain unchanged as much as possible to minimize in-stream construction
work.
To improve the fish habitat characteristics of the stream,various species of native shrubs and
trees will be planted along the low flow channel. The plantings will provide shade to lower water
temperatures,which will increase the concentration of dissolved oxygen.
The final design may also include an asphalt pedestrian trail to connect segments of the existing
Springbrook Creek trail along the west side of the creek. The construction of the trail will be
funded by others.
INVOLVEMENT AND PARTICIPATION
A. Federal Partnering
This project will be designed and constructed in partnership with the Natural Resources
Conservation Service(MRCS). It is anticipated that most of the construction costs will be paid
with Federal funds.
B. Federal and State Permitting Agencies
The U.S. Army Corps of Engineers,National Marine Fisheries Service, Washington State
Department of Fish and Wildlife, and Washington State Department of Ecology will be
responsible for reviewing the project for compliance with federal and state environmental laws
and regulations.
C. Community and Private Utilities
Property owners and utilities affected by the proposed project will be notified and given the
opportunity to provide input during design and construction.

Springbrook Creek Channel Improvement Project—

PROJECT OBJECTIVE
The purpose of this project is to improve the channel capacity to convey flood flows and to
provide habitat improvement along Springbrook Creek between Oakesdale Ave. SW and SW 23'
Street. Based on hydraulic modeling,this channel reach was identified as a capacity restriction
resulting in flooding and stream bank erosion. The increased capacity of the channel will help
address the flooding and erosion problems along this section of the creek. Habitat improvement
will be incorporated into the project to benefit water quality and fisheries resources.
PROJECT BACKGROUND
In September, 1997, the City completed the Final Plan and EIS for the East Side Green River
Watershed Project(ESGRWP). The Plan contains several alternatives to alleviate flooding and
improve habitat and water quality along portions of Springbrook Creek. Springbrook Creek
Alternative 3 (designated SC3), and its associated elements, was selected by City Council as the
alternative that would best meet the goals of flood control,water quality and habitat
improvement. The Springbrook Creek Channel Improvement Project—SW 27`" Street to
Oakesdale Ave. SW would complete the first phase of SC3 - Element 2(Channel Improvements).
The downstream portion of the channel between SW 16"' Street and Oakesdale Ave. SW. was
completed in the Fall of 1998 as part of the Oakesdale Ave SW Extension Project. The attached
drawing shows the location and the extent of the proposed project as well as completed portions
of Alternative SC3 - Element 2.
PROJECT DESCRIPTION
The Springbrook Creek Channel Improvement Project- Oakesdale Ave. SW to SW 23`d Street
would improve and restore approximately 3200 linear feet of channel along Springbrook Creek.

Improvements include constructing a high flow bench 10 to 17 feet wide on both sides of the
creek, accomplished by excavating out a 3:1 side-slope up to the high flow bench elevation. The
channel bottom will remain unchanged as much as possible to minimize in-stream construction
work.
To improve the fish habitat characteristics of the stream,various species of native shrubs and
trees will be planted along the low flow channel. The plantings will provide shade to lower water
temperatures, which will increase the concentration of dissolved oxygen.
The final design may also include an asphalt pedestrian trail to connect segments of the existing
Springbrook Creek trail along the west side of the creek. The construction of the trail will be
funded by others.
INVOLVEMENT AND PARTICIPATION
A. Federal Partnering
This project will be designed and constructed in partnership with the Natural Resources
Conservation Service(MRCS). It is anticipated that most of the construction costs will be paid
with Federal funds.
B. Federal and State Permitting Agencies
The U.S. Army Corps of Engineers,National Marine Fisheries Service,Washington State
Department of Fish and Wildlife, and Washington State Department of Ecology will be
responsible for reviewing the project for compliance with federal and state environmental laws
and regulations.
C. Community and Private Utilities
Property owners and utilities affected by the proposed project will be notified and given the
opportunity to provide input during design and construction.
PRELIMINARY COST ESTIMATE
City costs for design assistance, permitting and construction: $350,000
NRCS costs for design and construction: $1,650,000
Total Project Cost: $2,000,000
FUNDING SOURCE
Project management, permitting and hydraulic modeling will be funded through the Surface
Water Utility Capital Improvement budget(421). Design and construction will be partially
funded by NRCS through the Federal Small Watershed Programs(PL-566). Presently,NRCS has
committed funds only for design. The availability of Federal funds for construction in fiscal year
2001 won't be known until October 1, 2000.

*The contractor will be limited to in-stream work during the months of June through September
due to State Department of Fisheries permit requirements. Construction is dependent upon
securing the required land rights, permits and Federal funding.
STAFFING
Design and construction management will be shared jointly between NRCS and the City. NRCS
staff will provide the bulk of the design work. The City will be responsible for design support
and review, land rights acquisition,hydraulic modeling and preparation of all required permits.
A. Project Management
The Project will be managed jointly by Allen Quynn of the Surface Water Utility Division
of Planning/Building/Public Works and Rod DenHerder of NRCS field office in Renton.
B. Design
NRCS will produce 30%, 90%and final design plans and specifications. Additional
hydraulic modeling may be performed by R.W. Beck, Inc. R.W. Beck, Inc. is currently on
the Utility System's annual consultant roster.
C. In-house Reviews
All affected City Divisions and Departments will be given an opportunity to review and
comment during each design phase.
