All discussed the width of right of way and the proposed cross-sections required to handle the predicted flood flows. Allen stated that hydraulic modeling being performed by RW Beck will give us better idea if excavation will be required on both sides of the stream channel. 2. PHASED CONSTRUCTION: If excavation is required on both sides, Phil will pursue phased construction, i.e. work on only one bank at a time to allow riparian vegetation to re- establish prior to working on the opposite side of the creek. Phil proposed five (5) years between the construction of the opposite banks. Rod stated that because of NRCS funding and contract requirements, it may be difficult to phase construction under the current PL- 566 funding scenario. This could potentially force Renton to pay for the final phase of construction. All discussed permit ramifications of an extended contract of that length. Phil says that WDFW is not writing HPA permits to extend beyond 2003. Most other permits have a maximum 5 year life. Page 1 Meeting Notes 9-19-OO.doc September 20 2000 3. CONTACTS: Allen agreed that he would make contacts with applicable persons as part of his work on permits. He plans to use consultant to help write JARPA. The contacts are: USF&W—Nancy Brennan-Dubbs NMFS—DeeAnn Kirkpatrick Muckleshoot Tribe—not known 4. WORK WINDOW: Generally May 15 to September 15 depending on weather. 5. WOOD: Phil wants woody debris (LWD) in channel, spaced at approximately 2 channel widths ( about 40 to 50 feet). Use a variety (stacked logs,parallel logs, root wads, mixed root wads and trees, excavated holes with logs, branches,etc), large material, and use clumps - more than 1 log per LWD unit. The logs need to be at edge of or in water during low summer flows. 6. PLANTS: Phil wants existing large trees saved as much as possible and large tree species, including cottonwood and cedar planted, as well as willows, red osier dogwood, ninebark and other shrubs. He wants a good variety of native riparian plant materials. All discussed the necessity of maintenance and watering as needed until the riparian plantings can out- compete with reeds canary grass, blackberries, and other invasive species. 7. STORMWATER PONDS: All discussed stormwater ponds on the East side of the channel at Sta 653+50 to Sta. 655+00. Allen states that because of City of Renton regulations requiring detention it is not possible to open the ponds up to be hydraulically connected to Springbrook Creek. 8. STORM DRAIN: All agreed that the storm drain culvert at approximate Sta. 655+50 should be removed so that there will be backflow from Springbrook into the existing open storm drainage ditch. Type of plant species-In general,Phil was not too receptive to the project. He does not like the idea of clearing and grading a 130 foot section of the creek from SW 23rd to the Oakesdale Ave. bridge. He suggested doing the project in phases to minimize the impacts to the vegetative cover that is already well established. The idea was suggested to limit the project to just one side. Allen and the consultant R.W. Beck would have to look at the modeling results to determine if there is sufficient capacity if only one side of the creek was disturbed. Ron will discuss it with NRCS staff to see if it is possible to phase the construction funding over 5 years. Phil wants to see a lot of trees and plant diversity. He wants the usual native species such as willows and dogwoods and recommends using an irrigation system to insure the plants receive sufficient water until they are established. Incorporation of Pedestrian Trail—Phil would prefer not to see the trail in the bench area. Woody Debris—Phil wants to see root wads close together in groups of 2 or 3 spaced every 2 channel widths and staggered to add some variation. Use the Oakesdale Business Park Channel design as an example.
