PROJECT OVERVIEW This project consists of the demolition of the existing Safeway store, A& H Drugstore, and other existing shops located on the site, and the construction of a new Safeway store. The site is located near the Northeast corner of Rainier Avenue South and South Third Street (see vicinity map on page 2). The total development area is approximately 5.5 acres and consists of about 0.28 acres of landscaping and 5.22 acres of impervious surfaces. Site development includes grading and installation of sewer, storm, fire protection, and domestic water facilities. Stormwater facilities are designed per King County guidelines and include a detention vault to provide water quality and match the site's existing stormwater release Toes. An erosion control plan has been developed to restrict silt-laden water from leaving the site dturmig, construction. PRELPvHNARY CONDITIONS SUMMARY 4J In the existing condition, this site consists of several different properties. The site is composed primarily of impervious surfaces. There is an area within the site that has a gravelly, densely packed surface, and an area that is covered with light vegetation. Because the majority of the existing site has all ready been graded for commercial use, there is minimal slope throughout the site. There is a vacated right-of-way for Lake Avenue South that runs through the west side of the site. Stones sewer, and water lines are all located within this right-of-way. The existing Safeway obtains storm, sewer,water, and fire protection services from these lines. The Cedar River pipeline right-of- way corridor, owned by Seattle Public Utilities,nuns through the north side of the site. This corridor is 65 feet wide and contains three water main trunk lines. The existing storm drainage system in the paved area of the site consists of a collection of catch basins. It is assumed that these catch basins ultimately discharge into the 24-inch storm drainage line in the vacated Lake Avenue South right-of-way. E-7323 July 2, 1996 Page 2 SITE CONDITIONS Surface The subject site is located to the east of Rainier Avenue South, between South Second Street and South Third Street (see Plate 1, Vicinity Map). The east portions of the site are currently occupied by an existing Safeway and parking area, and a small one story building. Along the south and west sides of the existing Safeway, the site is undeveloped. There are several fast food and commercial developments to the west of the development site along Rainier Avenue South and South Third Street. The undeveloped areas to the south and west of the existing Safeway are generally flat. There are some lower depressed areas west of the existing Safeway, in the proposed pavement areas. It appears these areas received little or no fill during placement of the ' surrounding fills. The vegetation in the undeveloped areas generally consists of deciduous trees, small shrubs, and grasses. Subsurface The proposed building sites and pavement areas were explored by drilling seven borings at the approximate locations shown on Plate 2. Please refer to the Boring Logs, Plates A2 through A13 for a more detailed description of the conditions encountered at the locations explored. A description of the field exploration methods is included in Appendix A. The following is a generalized description of the subsurface conditions encountered. Fill Varying depths of silty sand and sandy silt fill were encountered immediately below the surface at our boring locations. Fill depths encountered at our boring locations ranged between approximately three to ten feet. The fill encountered was generally classified as loose to medium dense silty sand and sandy silt (Unified Classifications SM and ML). At the time of our exploration, these soil units were generally wet and above their optimum moisture ' content. During dry weather, portions of the silty sand fill may be suitable for support of foundations, slab-on-grade floors and pavements, provided the fill can be prepared in accordance with the recommendations discussed in the "Site Preparation and General Earthwork" section of this report. Native Underlying the fill, varying deposits of silty sand, poorly graded sand, and poorly graded gravel, were generally encountered to the depths explored. Some very loose to loose deposits of sandy silt were also encountered at boring locations B-2 and B-5. The poorly graded sand and poorly graded gravel (Unified Classifications SP and GP) were generally loose to dense. Earth Consults., Inc. 7*4 III. OFF-SITE ANALYSIS Stormwater collected by the existing storm drainage system is discharged into the 24-inch concrete storm line located in the vacated Lake Avenue South right-of-way. This storm line continues southwest and under Ranier Avenue South where it empties into a 50-inch concrete storm line. The storm system borders the south side of Sunset Boulevard as it heads west, then turns south and follows Hardie Avenue Southwest. The storm line proceeds southeast under the railroad, turns southwest and travels along the south side of the railroad. The storm system turns southwest, connects into a 54-inch concrete storm line, and proceeds west. 034 IV. RETENTION/DETENTION ANALYSIS & DESIGN The proposed underground storage detention vault for this site has been sized as specified in the King County Surface Water Design Manual for the 100 year/24-hour design storm using the Santa Barbara Urban Hydrograph(SBUH)method. Because the roof area flows do not need water quality treatment, the 1.53 acres of roof area will bypass the detention vault and drain directly into the 24-inch storm line in the vacated Lake Avenue South right-of-way. The discharge orifices in the vault have been sized such that the total peak discharge from the by-pass plus tank discharge is either equal to or less than the existing peak flow rates. Approximately 0.5 acres of existing pavement located between the proposed Safeway store and the existing Gene's Restaurant have not been considered in the calculations. The existing pavement will not be replaced in this area and stormwater collected by the existing catch basins will be discharged into the stormline located in Shattuck Avenue. Discharge from the detention vault will also drain into the existing 24-inch storm line in the Lake Avenue South right-of-way. The detention vault has been designed to provide water quality treatment for the 3.67 acres of proposed pavement. The length and width dimensions of the vault provide a surface area equal to one percent of the proposed pavement area; water quality can therefore be achieved without a biofiltration swale. The depth of the wet vault was sized as specified in the King County Surface Water Design Manual for thewater quality storm using the Santa Barbara Urban Hydrograph (SBUH) method. This depth was calculated to be 4.0 feet. 9/s4 KING COUNTY, WASHINGTON, SURFACE WATER DESIGN MANUAL (2) CN values can be area weighted when they apply to pervious areas of similar CN's (within 20 CN points). However, high CN areas should not be combined with low CN areas (unless the low CN areas are less than 15% of the subbasin). In this case, separate hydrographs should be generated and summed to form one hydrograph.
