Extension S.W. 31 st Street to S.W. 19th Street PROJECT DEFINITION REPORT Introduction The purpose of this Project Definition Report is to clearly define the key elements of the project, i.e., ' roadway, drainage, utilities and wetland mitigation. It summarizes the results of the "Initial Studies", and is intended to define the project and provide a set of standards and guidelines to be used during the final design of Phases 1B and 2. Phase 113 of the work will widen the three-lane section between S.W. 19`h Street and S.W. 271h Street (Station 15+20 to Station 36+00) to its ultimate five-lane configuration. Phase 2 of the project will design and construct a new four-lane roadway from S.W. 271h Street to iapproximately S.W. 315` Street (Station 2+50 to Station 15+20). Upon completion of Phase 2 construction, Oakesdale Avenue SW will complete the north-south transportation grid within the City of Renton. The design is comprised of the following: TABLE 3 PAVEMENT DESIGN Surfacing: 2 inches Asphalt Concrete Pavement, Class A per WSDOT SS 5-04 & 9-03 6 inches Asphalt Concrete Pavement, Class E per WSDOT SS 5-04 & 9 03 Base: 4 inches Crushed Surfacing Top Course per WSDOT SS 9-03.9 (3) Subbase: 18 inches (minimum) Gravel Borrow per WSDOT SS 9-03.14 (may be omitted if on existing gravel fill) The foregoing pavement design will be reviewed and modified as necessary based on the results of further geotechnical investigations and the latest available traffic data. Drainage Design: ' The drainages stem including conveyance and surface water mitigation elements will be designed b system, g Y g � b to meet or exceed local requirements according to the City adopted ESGRW Plan and the 1990 King County Surface Water Design Manual (KCSWDM) adopted by the City of Renton Storm and Surface Water Drainage Ordinance. The proposed project will meet the City of Renton's floodplain management ordinance (e.g., zero rise in floodway, compensatory storage for fill in floodplain, etc.) Preliminary calculations show that the proposed wetland berm and water quality pond excavations will more than compensate for the Oakesdale widening. The storm system backwater analysis and compensatory-storage calculations adjacent to Wetland 12a will be based on the following floodplain elevations: 15.6 (NGVD 29) 100-year floodplain (from Future Conveyance Event No-Action Alternative modeling); and 14.8 (NGVD 29) 25-year floodplain (from the 2/16/96 reading of Wetland 12a stage gauge near existing 18" diameter culvert which according to the City closely approximates that 25-year rainfall event). An elevation of 13.60 feet will be used for Basin 1; this elevation is governed by the water-quality pond water-surface elevation. More detailed discussion of the drainage concepts can be found later in this report. Kato & Warren, Inc. - 6- October 27, 1999 Geometric Alignment Horizontal Alignment: The proposed horizontal alignment is shown on the plan and profile sheets included in Appendix A. The alignment was developed as follows: The alignment is essentially a straight horizontal alignment, with 6,000 foot reverse curves along the Phase 2 portion of the alignment. The reverse curves allow for a smooth transition from the existing Oakesdale Avenue SW bearing onto the existing narrow roadway embankment between the wetlands on either side. This portion of the alignment was designed to save significant construction costs by making the west edge of the existing roadway embankment the west edge of the new roadway embankment, i.e., all embankment widening will occur on the east side of the existing roadway. The Phase 1B alignment matches the centerline alignment established and constructed under Phase I of the project. Vertical Alignment: The vertical alignment is shown on the plan and profile sheets included in Appendix A. It has been developed using the following constraints: 1. In accordance with WSDOT Design Manual criteria (630.02), the subgrade (or subbase) level has been kept a minimum of 1 foot above the future-conditions, 100-year conveyance event floodplain elevation (El.13.80) in Springbrook Creek just upstream of SW 27th Street. ' 2. The profile has been designed to provide low points at approximately Sta.8+50, 15+00, and Sta. 25+50 for drainage purposes. 3. A maximum grade of 0.50% has been applied to the flattest portion so as to avoid a "roller coaster" profile (see WSDOT Design Manual, Section 630.02 [2]). 4. The minimum vertical curve length is 200 feet which accommodates a design speed in excess of 40 mph. Superelevation: Horizontal curvature for Phases 113 and 2 of the project have been designed to allow the use of a normal crowned section in all locations. This practice is permitted by AASHTO for"high-speed" urban streets for horizontal curves with radii greater than 5,550 feet. Construction Staging In order to meet funding constraints, construction of Oakesdale Avenue from SW 27th Street to SW Kato & Warren, Inc. - 7- October 27, 1999 16th Street has been divided into the following stages: b g ' Phase IA: (Constructed in 1998) i) Construction of an interim 3-lane roadway from SW 27th Street to Sta. 36+00. The construction will include the sidewalk, curb and gutter, and partial roadway width on the west side of the ultimate 5-lane roadway. ii Construction of a transitional roadwaysection from Sta. 36+00 to SW 19th Street. This section will have full-width roadway paving, striped to transition from 3 lanes to 5 lanes. Sidewalk construction will be completed on the west side only. iii) Construction of the ultimate 5-lane roadway from SW 19th Street to SW 16th Street, including a 5-lane bridge over Springbrook Creek, and bicycle lane, sidewalk, curb and gutter on both sides of the roadway. Phase IB: (To be constructed together with Phase 2 in 2000) i) Construction from SW 27th Street to SW 19th Street to widen the interim 3-lane roadway to its ultimate 5-lane condition. ' Phase 2: To be constructed together with Phase IB in 200( g 0) i) Construction of a new 4-lane roadway from SW 31st Street to SW 27th Street. i . Drainage Concepts The project is located west of Springbrook Creek. Project runoff is tributary to Springbrook Creek P b J rY P b and its adjoining wetlands, which flow to the Duwamish River before entering Puget Sound at Elliott Bay. The Phase 2 project will increase the impervious area from a narrow, paved maintenance road to an urban arterial. The proposed road travels through a wetland area on level terrain. ' In addition to the Creek, other sensitive areas exist on site. Two wetlands are adjacent to, and within, the project right-of-way. The project is within, and adjacent to, FEMA floodplains. The ' project drains to these adjacent wetlands. ' Existing Drainage System and Problems: The maintenance road section currently drains over its embankments to the adjacent wetlands. Off-site runoff approaches the project primarily from the west, although flood waters from Springbrook Creek historically backwater the existing 48" y ' Kato & Warren, Inc. - 8- October 27, 1999 ' diameter culvert through Oakesdale Avenue. Further discussion on existing storm sewer utilities can be found in the "Utilities" section of this report. Besides flooding problems associated with the floodplain in the area, no other existing flooding or drainage problems have been identified during the resource review process. Proposed Drainage System: The proposed storm-drainage system (see Drainage Plan & Profile in Appendix B) is substantially changed from the system proposed in the April 1997 Design Report. Relatively little hydraulic head between the proposed roadway grade and outfall elevations makes surface water mitigation ponds difficult to site efficiently. Constructed wetlands and dead ' storage in water quality ponds provide a superior level of pollutant removal from stormwater runoff compared to water quality vaults or biofiltration swales. For these reasons, the proposed stormwater conveyance and mitigation systems have been altered and are described below. The following summary of preliminary storm drainage issues considers proposed runoff quantity control, runoff quality control, on-site conveyance, culverts through the Oakesdale Avenue SW ' extension and culverts through the existing berm located between Wetlands 12A and 12B to the east. ' Runoff Ouantitv Control: As was done for the Phase IA project, water quantity control is assumed to be provided by the existing downstream wetlands to the west and east of Oakesdale Avenue SW. ' Runoff Ouality Control: Water quality control for impervious driving surfaces between STA. 5+50 and STA. 15+00 is provided by the existing water quality pond located in the NE quadrant of the intersection of SW 271h Street and Oakesdale Avenue SW. No modification of the existing facility is necessary as it was oversized during Phase I construction. Water quality control for impervious driving surfaces between STA 0+00 to STA. 5+50 is performed ' in the proposed water quality pond to be located east of Oakesdale Avenue in the existing cul-de-sac bulb upland area. On-Site Conveyance: The onsite conveyance system consists of a north and a south trunk, both discharging to water quality ponds via spill control manholes. Due to the flat nature of the site and floodplain elevations, both proposed conveyance systems are laid with pipe gradients below 0.5% ' in places and have flow velocities less than 3fps. The north storm system is backwatered during the 100yr event using a 100yr flood stage of 13.91'(NGVD 29). Due to a gas line and a 12" diameter water main in SW 271h Street the north trunk is installed with less than two foot cover and will ' require ductile iron pipe. Some of these deviations from the KCSWDM will require a variance not unlike conditions encountered in Phase IA. A backwater analysis of the proposed conveyance system indicates acceptable performance for the 100-year storm event. The conveyance system north of SW 27`h Street will be completed as previously envisioned in Phase IA. Open curb-face frames and gates will be placed where necessary to facilitate runoff capture and in areas susceptible to debris Kato & Warren, Inc. -9- October 27, 1999 collection. Culverts: The existing 48" diameter CMP cross culvert under the Oakesdale Avenue SW berm shall be replaced with two 36"diameter concrete culverts due to a conflict with the proposed on-site storm drainage conveyance system. The invert elevations will remain the same to maintain water levels in radjacent wetlands but the inverts will be swapped to correct the gradient direction. Quarry spa]] reinforcement will prevent erosion at the culvert ends. The capacity of the proposed 36" diameter ' concrete culverts will just exceed the existing 48" diameter CMP culvert. The City adopted ESGRW Plan calls for culvert improvements through the berm between Wetland 12A and 12B and will be installed as part of the Phase 2 project. The configuration of these ' improvements is not fully known at this time as they depend somewhat on the results of the DARPA. At this time it is envisioned that the existing 18" diameter ADS culvert be removed and replaced by ' an 18" diameter concrete culvert at the proposed northern limit of wetland creation (approximately 200 feet north of its existing location). Two new 36" diameter concrete culverts with flap-gate manholes and trash racks would be installed nearby to the north and south. The flap-gates would allow floodwater to flow only in the westerly direction and therefore improve the flood storage response of Wetland 12A while maintaining the existing 18" diameter culvert restriction. The westerly invert elevation of all three culverts would be 10.03 (NGVD 29) to reestablish the historic ' overflow elevation of Wetland 12A. �'3 Conceptual Wetland Mitigation Plan As Phase 2 of an ongoing project, the City of Renton is proposing to connect the disjunct portion of Oakesdale Avenue S.W. between S.W. 27`h Street and an extension that is located at approximately ' S.W. 301h Street. The proposed roadway would be built in part on top of an existing utility berm (METRO sanitary sewer) and in part on filled wetlands immediately adjacent to the utility berm. Approximately one acre of fill needs to be placed in the wetland along the east edge of the utility ' berm. This fill will provide adequate width for the proposed four-lane roadway and paved pedestrian walkway. Existing Conditions: The wetlands report for Phase I of the Oakesdale Avenue improvements (HNTB 1997) delineated a Category 1 palustrine scrub/shrub wetland adjacent to the incomplete section of Oakesdale Avenue between S.W. 27`h and S.W. 30`h Streets (Figure 3). This wetland is actually a combination of what the report labeled as Wetlands F, G and the Boeing South Marsh. These wetlands located on either side of the METRO utility berm are connected by a 48-inch pipe that allows for free interchange of water and aquatic organisms. No fish are present in this wetland. The total wetland area is greater than 20 acres in size, contains open water, palustrine forested, palustrine scrub/shrub and palustrine emergent vegetation types. It is classified as palustrine ' scrub/shrub because it is not hydrologically connected to a stream or river, it has less than 20 percent 1-1 forest overstory and the area is dominated by wetland shrub species or trees less than 20 feet tall. Kato & Warren, Inc. -10- October 27, 1999 ' The mitigation site proposed for wetland restoration is located about 900 feet to the east of the g wetland that would be impacted. The site (Figure 4) has about 2 acres of upland available for wetland restoration and 2-3 acres of degraded wetlands suitable for enhancement mitigation. The old, unused roadbed (approximately 10 to 12 feet thick) was originally built across wetlands (Figure 5, X-section A). It currently supports black cottonwood of various ages and an understory of Himalayan blackberry, nettle and assorted other disturbance species. Approximately midway down this road a small culvert(18" dia. and 2-3-foot drop) allows excess surface water in winter and spring to flow from west to east, but not back. The upland mitigation site is separated from Springbrook Creek by a Category 2 wetland of ' palustrine emergent, scrub/shrub and forested wetland types. The upland that defines the east side of this wetland is the berm constructed to channelize Springbrook Creek. A small ditch breaches this berm to drain flood waters that occasionally overtop the berm. Other than flood waters, from winter through spring the ditch carries very low flows (<O.1 cfs were observed in March/April, 1999) of ground water and some surface runoff from this wetland into Springbrook Creek. About a third of this 10-acre Category 2 wetland is dominated by reed canarygrass, an invasive, exotic grass. ' Project Activities and Potential Impacts: The project is proposing J p p � p posing to construct afour-lane arterial with a sidewalk on both sides across the existing utility berm. The fill required for these improvements will encroach on wetlands along the east edge of the project. No change will occur along the western edge of the existing utility berm prism. Approximately 1.05 acres of Category 1 ' palustrine scrub/shrub wetland will be filled. The culverted connection between wetlands on either side of Oakesdale Avenue will be maintained through a similar culvert to be located at or near the current crossing. Stormwater detention and treatment facilities will be constructed to meet King County water quality regulations. The outflow from these stormwater facilities will be directed into the wetlands west of the utility berm. ' The wetlands being impacted have moderate to high functions and values, as rated by the modified Reppert Method (City of Renton 1998). The wetland functions that would be reduced or lost due to project impacts include water quality improvement, flood storage and wildlife habitat. The upland ' and wetland sites proposed for mitigation have low function and value due to past roadway construction and dominance of invasive herbaceous species. Proposed Mitigation: The City of Renton's Sensitive Areas Ordinance require: No net loss of wetlands, Replacement wetlands must be the same Category or higher, For Category 1 Scrub/Shrub wetlands, a minimum creation/restoration replacement ratio of ' 1.5:1 with an additional 2:1 enhancement ratio, and Mitigation must be in the same drainage. ' The mitigation being proposed will replace the filled wetland along Oakesdale Avenue with a combination of open water creation, palustrine forest wetland restoration and palustrine emergent to scrub/shrub wetland enhancement (see Figure 4). The open water being created will provide additional area of open water contiguous with an existing ephemeral pond and is designed to provide a deeper containment area that should retain year-round open water on the site. This will provide additional wildlife habitat, as well as enhanced water quality, flood control and recharge/discharge. No planting of emergent vegetation around the pond is planned as its construction is designed to be relatively steep banked and the proposed palustrine forest restoration plantings will be placed adjacent to the east edge of the pond. An area of 1.3 acres of the unused road mitigation site will be excavated to the natural water table ' and filled with forestable soils to a level that will permit development of wetland forest species as the dominant vegetation (Figure 5, X-section Q. The east edge of the existing unused roadway and configuration of the existing culvert that separates the two wetlands will be retained so that the ' hydrology of the two wetlands will not be modified by mitigation activities. The palustrine forest wetland being created will be planted primarily with coniferous tree species, providing a type of wetland wildlife habitat that has become very limited in the lower Green River basin.✓ `{4 The mitigation site being used for wetland enhancement is a combination ofzatereviously enhanced (banked) and new enhancement. The banked enhancement is an area that was d in 1998 during ' Phase 1 of the Oakesdale Avenue widening project. About 1.3 acres of degraded Category 2 wetland was treated for invasive species and planted to wetland shrubs. Since this treatment was in excess ' of the area needed for Phase 1 mitigation, it was banked for future use in Phase 2. The additional 0.8 acres of enhancement mitigation will come from planting willow and red osier whips into the northeast end of the Category 2 palustrine emergent wetland located between the upland mitigation site and Springbrook Creek. Figure 6 shows the relationship of all wetland elements associated with Kato & Warren, Inc. - 12 - October 27, 1999 ' Phase 2. A work plan, performance standards, monitoring plan and contingency plan will be developed to ensure that mitigation for lost wetlands and changed functions and values is successful. A summary of the latest utility information is provided as follows: ' Sanitary Sewer: - 72" dia. and 108" dia. King County/Metro sanitary sewer lines (Renton Interceptor) will be located under the roadway. The 72" dia. line is located within the proposed right-of-way from Sta. 0+50 to approximately Sta. 44+81, and the 108" dia. line is located within the proposed ' right-of-way from Sta. 0+50 to approximately Sta. 47+08. Both pipes are deep enough to avoid any significant conflicts with the roadway construction. For Phases 1B/2 construction, seven manholes on the 72" dia. sewer line, and eight manholes on the 108" dia. sewer line will need ' to be adjusted to match the new roadway elevations. ' Water: - 60" dia. Seattle Public Utilities (Water Department) Cedar River Pipeline No. 4 crosses under ' the proposed roadway at Sta. 26+11. Seattle Public Utilities (SPU) owns a 30'-wide strip of right-of-way for this utility and the City has been granted an easement/consent agreement for the ' roadway. Any storm sewer line for the roadway located within SPU right-of-way must be ductile iron pipe; with one length centered over the pipeline, and pressure tested to watermain standards. During Phase IA, a cement concrete slab was constructed over the water line for protection purposes which extends across the ultimate width of the roadway. - 12" dia. City of Renton water line begins at Lind Avenue and runs west along SW 27th Street. ' The line turns north at Sta. 15+25 (Rt. 26), and runs close to the west curb of the proposed roadway. The line splits to the west at Sta. 18+13 and turns west at Sta. 20+90. If possible, it ' is intended to preserve this water line in its current location, but potential conflicts exist with the proposed storm drainage system. Valve covers will require adjustment to pavement grade. ' Telephone/Cable: An above-ground telephone/cable line is located along SW 27th Street at Oakesdale Station ' 14+65. Construction of Phase 2 will require relocation of two poles or under-rounding, of the facilities. Gas/Oil: 1 Kato & Warren, Inc. - 18- October 27, 1999 - 4" dia. Puget Sound EnergY (PSE as main is located along the south side of SW 27th Street at g b ) g Sta. 14+67 (Rt. 50�. No conflict anticipated. - During Phase IA construction, PSE installed a new 6" gas main within the roadway corridor ' from SW 27th Street (Sta. 14+60) to where Boeing has a gas line in the roadway at Sta. 38+35. The gas main has been located under the sidewalk on the west side of Oakesdale Avenue SW. The line has a 6" stub out along Oakesdale, running south of the 27`h St. intersection. This line runs from Station 13+50 to Station 14+60 and is approximately 20 feet west of centerline. Puget Sound Energy has indicated that they will extend the 6" gas main through Phase 2 (Sta. 2+50 to 14+60) of this project and connect to an existing 4" main at the cul-de-sac. Existing Storm Drains: ' - The existing small diameter culverts and storm sewer system running parallel to Oakesdale Avenue S.W. on its east side near Station 4+00 will need revision. ' - Existing Phase IA catch basin standard grates will need to be replaced with open curb face frame and grates along new curblines and in some cases catch basins will need to be adjusted to grade. - ExistingPhase 1 A storm sewer laterals which were capped and staked will be extended and new 1 catch basins installed at curbline. Preliminary Construction Cost Estimates The preliminary construction cost estimate for Phases 1B and 2 have been updated and are provided on the following pages. ' The cost estimates have been prepared on the basis of experience and judgement and constitute planning-level estimates. The actual cost of these project elements depends on many variables including but not limited to: productivity, competitive market conditions, final project scope, and ' the contractor's implementation schedule.
