Dear Mr. Ward:
I appreciated the opportunity to meet you at the recent Oakesdale Extension coordination
meeting. As I discussed with you after the meeting, I am currently looking at alternatives to
solving a flooding problem in the Renton Village Shopping Center and vicinity. The Renton
Village Shopping Center is generally located between I-405 on the south, SW Grady Way on the
north, Talbot Road South on the east(SR-515), and SR-167 on the west (see the attached vicinity
map).
The drainage project would involve work under Seattle City Light transmission lines crossing
Renton Village. I have enclosed a summary of the project along with drawings of four
preliminary alternatives to solving the flooding problems with the transmission lines shown on
the drawings. The transmission lines are well above ground level and should not be affected by
the work. However, there is a support tower for the lines near the proposed work. Specifically,
the work would include excavation and installation of a retaining wall along the channel south of
the tower. A large diameter pipe or open channel would also be installed to the east of the tower.
I would appreciate your input regarding the potential impacts of the proposed alternatives; as well
as any as-built record information you may have on the tower. Although I do not think that
vertical clearance is a problem, it would also be good to know what clearance is required between
the overhead lines and any construction equipment.

Renton Village Hazard Mitigation Grant Application
Project Summary: Replace approximately 540 feet of 42- to 48-inch diameter storm
drainage piping pipe with a new channel and/or 72-inch diameter pipe or
equivalent box culvert and deepen and widen approximately 670 feet of
drainage channel.
Location: Renton Village Shopping Center generally located between I-405 on the
south, SW Grady Way on the north, Talbot Road South on the east
(SR-515), and SR-167 on the west.
Estimated Project Cost: Varies by alternative
Description of Flooding Problems:
The Renton Village Shopping Center experiences frequent and severe flooding due to a lack of capacity
in the storm drainage trunk system conveying Rolling Hills Creek through the shopping center site. The
tributary area to Rolling Hills Creek at the shopping center totals approximately 800 acres comprised
primarily of commercial and residential development.
The drainage system through Renton Village (shown in the figure attached to the enclosed cover letter)
includes a 540-foot section of 42- to 48-inch piping fed by a 72-inch line coming in from the east. The
section of 48-inch pipe outlets into a 670-foot long section of open channel which conveys flows to a 48-
inch culvert and 132-inch culvert through I-405. Flows eventually reach Springbrook Creek to the west
of Renton Village.
The reduction in conveyance system size from a 72-inch to the 42- and 48-inch pipe causes runoff to
surcharge out of the system, flooding Renton Village and the surrounding area. The last 190 feet of the
48-inch pipe is at a significant reverse grade, further restricting the pipe's ability to convey flows. Also,
the conveyance capacity of the open channel segment downstream of the 48-inch pipe is restricted by the
channel's shallow slope and narrow width.
The lack of capacity in the 48-inch "bottleneck" and downstream channel creates severe flooding
problems. Water levels have reached depths of several feet in the parking lot south of the SW Grady Way
and Shattuck Avenue intersection, as illustrated in the attached photograph of the November 1990 flood.
Flood waters also have completely ponded over the major thoroughfares of SW Grady Way and Talbot
Road South (SR-515). The flooding over the streets impacts the ability of traffic, including emergency
vehicles, to reach Renton Village and other destinations and has even resulted in complete closure of
Talbot Road South.
Problem Solution - Description and Cost Estimate:
The proposed solution is to replace approximately 540-feet of 42- and 48-inch diameter pipe with a new
channel and/or 72-inch diameter pipe or equivalent box culvert and deepen/widen the 670 feet of channel
downstream of the existing pipe replacement. Four preliminary alternatives have been identified to
address the flooding problems as described briefly below. It is important to note that the entire reach of
Rolling Hills Creek affected by the project alternatives currently require a high level of maintenance to
maintain system capacity. The proposed improvements should lessen the need for maintenance, but a
relatively high level of maintenance will still be needed because of the shallow gradient of the reach.

SUBJECT: REQUEST FOR ECONOMIC DEVELOPMENT DISTRICT ASSISTANCE
RENTON VILLAGE FLOODING PROBLEMS
Dear Mr. Huntington:
Thank you for your willingness to meet with us to discuss our flooding problems at Renton Village
and SW 43rd Street. A vicinity map showing the general location of these problems areas is
attached. We were encouraged when you informed us that the Economic Development District has
in the past made funds available for flood hazard mitigation projects that provide protection for
properties suffering economic losses from flooding.
We appreciate the opportunity to submit the attached grant assistance proposals for the Renton
Village and SW 43rd Street flooding problems. We believe that each of these problems pose a
significant economic impact that if unaddressed will continue to result in damage and loss to
affected businesses and may ultimately lead to the businesses relocating out of the City.
Thank you for your assistance in seeking grant funding for these projects. We look forward to
working with the Economic Development District in addressing these important problems.

Renton Village Shopping Center
Project Summary: Replace approximately 540 feet of 48-inch diameter storm drainage
piping with a new 72-inch diameter pipe or equivalent box culvert and
deepen and widen approximately 630 feet of drainage channel.
Location: Renton Village Shopping Center generally located between I-405 on the
south, SW Grady Way on the north, Talbot Road South on the east
(SR-515),and SR-167 on the west.
Estimated Project Cost: $500,000
Local Match Sources: Potential local match sources include utility rates, local improvement
district funds, basin surcharges, and others.
Description of Flooding Problems and Impacts to Businesses
The Renton Village Shopping Center experiences frequent and severe flooding due to a lack of capacity
in the storm drainage trunk system conveying Rolling Hills Creek through the shopping center site. The
tributary area to Rolling Hills Creek at the shopping center totals approximately 800 acres comprised
primarily of commercial and residential development.
The drainage system through the shopping center complex shown in the attached figure includes a 540-
foot section of 48-inch piping fed by a 72-inch line coming in from the east. The section of 48-inch pipe
outlets into a 670-foot long section of open channel which conveys flows to a 48-inch culvert and 132-
inch culvert through I-405. Flows eventually reach Springbrook Creek to the west of the shopping center.
The reduction in conveyance system size from the 72-inch to the 48-inch pipe causes runoff to surcharge
out of the system, flooding the shopping center complex. The last 190 feet of the 48-inch pipe is at a
significant reverse grade, further restricting the pipe's ability to convey flows. Also, the conveyance
capacity of the open channel segment downstream of the 48-inch pipe is restricted by the channel's
shallow slope and narrow width.
The flooding problems created by the lack of capacity in the 48-inch "bottleneck" and downstream
channel severely impacts the shopping center complex by preventing customers from visiting the stores.
Water levels have reached depths of several feet in the central parking lot of the shopping center, as
illustrated in the attached photograph of the November 1990 flood. Flood waters also have completely
ponded over the major thoroughfares of SW Grady Way and Talbot Road South (SR-515). The flooding
over the streets impacts the ability of traffic, including emergency vehicles, to reach the shopping center
and other destinations and has even resulted in complete closure of Talbot Road South.
The following is information on the impact of flooding for the two largest stores in the shopping center
complex. Unless action is taken to address the flooding problem, the businesses may choose to relocate
out of the City.

Other losses were likely suffered by the other stores in the complex, adding to the economic impact
created by the flooding.
Flooding of varying magnitude has occurred 6 times of the last 6 years. Assuming an average of$30,000
a year in lost revenue due to flooding, the total losses for a 50 year period would mount to $1,500,000.
Actual flood damages would likely increase over time as development continues in the upstream drainage
area.
Problem Solution-Description and Cost Estimate
The proposed solution is to replace approximately 540-feet of 48-inch diameter pipe with a new 72-inch
diameter pipe or equivalent box culvert and deepen/widen approximately 670 feet of channel downstream
of the pipe replacement. Replacing the 48-inch pipe would also allow the portion of the existing 48-inch
that passes under the corner of the Thriftway store to be filled and abandoned. The estimated cost of
installing the replacement piping and increasing the capacity of the downstream channel is $500,000,
including all phases of the project from design engineering through construction.
Project Benefits
The project benefits far outweigh the economic impact that would be suffered if the 48-inch system were
not replaced and the downstream channel improved. The cost of the proposed improvements is about 1/3
the cost impact of flooding based on $1,500,000 in estimated damages over a 50 year period if nothing is
done (see above) and a 50 year life cycle for the new pipe and deepened/widened channel installed at a
cost of$500,000. In addition, annual maintenance costs would also be less for the new system as the new
pipe would be installed with a positive grade along its length.
Another benefit would be the removal of the 100-year floodplain from the shopping center site. A study
of the open channel reach downstream of the 48-inch storm drain bottleneck conducted for the Federal
Emergency Management Agency (FEMA) in 1987 resulted in much of the shopping center property
being mapped as lying within the 100-year floodplain. However, the study did not include the 132-inch
storm drainage culvert through the adjacent I-405 roadway which was installed by the Washington State
Department of Transportation in 1989. Removal of the 48-inch bottleneck combined with the previous
installation of the 132-inch culvert would make revision of the FEMA mapping possible to remove the
shopping center from the 100-year floodplain, resulting in further cost savings to the property owners on
their insurance premiums.

SW 43rd Street Storm Drainage System Improvements
Project Summary: Install a new 84-inch diameter storm drain trunk line for a distance of
approximately 3,500 linear feet.
Location: The new pipe would begin at the intersection of SW 43rd Street and Lind
Avenue and extend north along Lind Avenue to SW 39th Street, and then
west in SW 39th Street to Springbrook Creek.
Estimated Project Cost: $3,100,000
Local Match Sources: Potential City of Renton match sources include utility rates, local
improvement district funds, basin surcharges, and others.
Other Funding Sources: In addition to requesting Economic Development District Assistance, the
City of Renton also intends to pursue other potential funding sources,
including the FEMA Hazard Mitigation Grant Program and the City of
Kent.
Description of Flooding Problems and Impacts to Businesses
The existing SW 43rd Street storm drainage system, shown in the attached figure, currently conveys
runoff from an approximately 320 acre drainage area comprised primarily of commercial development.
The system does not have sufficient capacity to convey the flows that drain to it.
The problem portion of the SW 43rd Street system lies downstream of the Lind Avenue intersection. The
portion of the system from Lind Avenue to Oakesdale Avenue is comprised of approximately 970 feet of
48-inch pipe and then 1,230 feet of 54-inch pipe. At the Oakesdale Avenue intersection,the 54-inch pipe
splits into two systems. One system of about 55 feet of 36-inch pipe and 1,020 feet of 54-inch pipe which
extends north along Oakesdale Avenue to outfall into Springbrook Creek at SW 41st Street. The other
system includes about 1,400 feet of 36-inch pipe and extends west from the Oakesdale intersection to
outfall into Springbrook Creek on the north side of SW 43rd Street.
The capacity of the system to convey flow is limited due to the small pipe size and nearly flat slope. High
water levels in Springbrook Creek also reduces the ability of the system to convey flow. The lack of
capacity results in significant flooding of SW 43rd Street and adjacent commercial developments. Other
area streets are also affected by overflows from the SW 43rd Street system.
The flooding significantly causes damage to public and private property, disrupts traffic, including
emergency vehicle access, and prevents customers from reaching businesses dependent upon the affected
roads. Flooding on SW 43rd Street and overflows to other area streets has forced complete closure of the
affected streets as illustrated in the attached photograph. Flooding of SW 43rd Street has occurred 5
times in the last 6 years and if a solution is not implemented, could result in affected businesses relocating
out of the City.
The impact of partial or complete closure is especially severe on SW 43rd Street. SW 43rd Street is a
major east-west transportation facility conveying an average of 25,000 vehicles per day and is an
important link to other major roads including SR-167, SR-181, and the Southcenter Shopping Mall
Parkway. Because of the large volume of traffic, closure of the SW 43rd Street system negatively

impacts other major roads it connects to and causes a tremendous loss of income to the businesses not
only along SW 43rd Street, but to other businesses on the connecting roadways.
Problem Solution-Description and Cost Estimate
Improvements to the SW 43rd Street drainage system from Lind Avenue to the outfall at Springbrook
Creek are necessary to address the flooding problem. Although several alternatives are possible, the
preferred solution that has the least traffic impact to SW 43rd Street is to construct a second 3,500 foot
drainage system beginning at the Lind Avenue/43rd Street intersection and continuing north down Lind
Avenue to SW 39th Street, and then west in SW 39th Street to Springbrook Creek. Preliminary analysis
indicates the new system would need to be an 84-inch diameter pipe. The estimated cost of the
improvements is $3,100,000, including all phases of the project from design engineering through
construction.
Project Benefits
The project would resolve existing flooding problems and prevent future flooding problems on SW 43rd
Street and other affected areas. Significant cost savings would be realized as flooding related damages to
property would be prevented and access to area businesses and other destinations would not be disrupted.

Ms. Banker said she has pictures of the flooding in SW 7th Street for the January 1990 flood
that were taken from the upper floor of their building at 405 SW 7th Street. She didn't have
pictures of any other flooding, not because it hasn't flooded, but because the flooding occurs too
frequently to take photos every time.
The building at 405 SW 7th Street was constructed in 1964 or 1965. The flooding has not
reached the floor of the building, but has come close (within 6" depth). However, waves from
vehicles driving through the flooded street have reached their building.
Ms. Banker didn't have any damage information for the building on their property, but thought
that flooding in January 1990 may have damaged the autos stored by Renton Auto Wrecking on
the south side of the building at the time. Renton Auto Wrecking is no longer is business, but
she gave me the phone number for the former owner (Lee Hock, 425-226-8364). Fill was placed
south of the building in about 1994 so flooding in that area will not occur to the depths it did in
1990.
A-1 Auto adjacent to the Banker site has been in business for 15 years. They may have
information on flooding levels and related damages.

I own three properties in the Renton Village area. 645 Shattuck Av S (the yellow house on the Northwest
corner of Shattuck And So 7th St), 641 Shattuck Av S and the 8 plex at 621 Shattuck Av S. The
properties are adjacent to one another. The first time the storm sewers backed up was about 1982. The
Park and Ride was new at that time. We had flooding about once every year for about five years. Once
the car dealers at both corners of 7th and Rainier removed the beauty bark and installed grass, it
seemed the backups have occurred every other year. The most recent flooding was February of 1996.
Some of types and amounts of damaged occurring in 1996 are. My sidewalks at 645 have buckled and
need to be repoured. I put a similar sized sidewalk in at my home recently for$1700. There is no reason
to repair these until the problem stops. I had a nice picket fence there until the flood of 1991 1 have
stored some of the fence portions on the west line of 645. The concrete posts are still in place but the
water weakened the posts and required too much maintenance to maintain. It would ,:;ost about $4000 to
reinstall this fence. The small building at 645 is at ground level and I have learned to keep storage in
that building to a minimum. The morning the water came up I went down and woke the tenant up and
I helped her get all her possessions off the floor. She maintained she lost $2500 worth of goods Some of
the bulbs I planted there near the surface have floated away in the floods. I suppose that would total
about $100. There are two hot water tanks at ground level, one in 645 and the other in the garage at
641. The 645 hot water tank has survived but the 641 hot water tank was only a couple years old and
stopped working. The 645 tenant complained her washer and dryer(in the small building at ground level)
are rusted. The sheet rock in the small 645 building is rotted and moldy. I have had problems with the
water lines at 645 and had to shut off one line that branched off the main line providing water to two
outside spickets.
We usually clean up after the floods ourselves and I suppose it takes about 5 hours of labor and the
water bill goes up probably $25 hosing out the crud. I have lost garbage cans and lids. There are other
costs. I can't go out of town for extended periods beween October and April without giving instructions
what to do if it starts to rain and rain and the water starts collecting at that intersection
i{ 1 am anxious to do what I can to put an end to this problem. Please let me know if there is anything I can
do to help.

Mr. Diambri stated that he did not feel that City of Renton should be involved in a private
drainage problem. Even if there is an interest to the City to solve the flooding problem, the City
taxpayers should not be required to pay for any portion of the local share of the HMG. The
owners of the property on which the project is located should pay for the project.
Mr. Diambri said he now owns or previously had owned several properties on the north side of
SW Grady Way. He indicated that he would submit a letter to formalize his comments.

Ms. Ryan called to inquire whether the Renton Village project would benefit her properties near
the intersection of SW 7th Street and Shattuck Avenue. She also wanted to know if the City
had any plans to address the flooding problems of SW 7th Street.
She said that there has been significant flooding around the buildings on her property, but there
has been no flooding of the main floor, except from waves caused by vehicles driving through
the standing water. She tells tenants not to store damagable items in the garage or basements
because of the flooding, but tenants still do. She thought that worse flooding had been
prevented because someone has been pulling the lid off of the Metro sewer interceptor manhole
in SW 7th Street when the flooding occurs.
