This is directly eroding the bank south of the concrete inlet and also causing erosion of the bank on the north side of the inlet because of the turbulence caused by the stream as it enters the culvert. The stream banks at the inlet must be protected against further erosion and restored to the condition that existed prior to the recent federally declared flood disasters. The work to be performed is to be as shown on the plans and as described following: General Notes Access is from the north side of the stream. Construction personnel, equipment, and materials will access the site from Talbot Road on the north side of the project site as shown on the site map. The contractor is to minimize the width and extent of disturbance to the access road, clearing only large limbs and other large debris as necessary to gain access. Smaller branches and existing ground cover is to remain as much as possible to protect against erosion. The contractor's foreman shall coordinate with the engineer to stake the limits of disturbance to only the minimum needed to accomplish the work. The contractor may perform minor regrading of the bank north of the culvert inlet to enable equipment to reach all areas of the work south of the inlet. Equipment shall not enter the stream. The stream can rise rapidly. The contractor shall pursue the work vigorously to ensure its completion in as short a time as possible and during the first available break in weather conditions after given notice that the work may commence. M1 Install Rip Rap Protection I N Sand bags shall be placed upstream from the end of the culvert inlet structure to temporarily divert flows around Elie work area. Large stones may be removed from the stream by hand on the stream side of the sand bags to further direct the flow away from the work area. After placing the sand bags, remove loose debris and exposed roots from the work area and excavate for placement of the rip rap to the lines and grades staked by the Engineer. The toe of the rip rap protection shall be buried 2 feet below the existing stream bed. Save excavated material for use as fill above [lie rock rip rap or as filter material between the rock rip rap and the existing bank. Rock rip rap shall be sound, broken stone free from seams, cracks, and other defects tending to destroy its resistance to weather. A minimum of 70% orthc rock rip rap shall be 1.5 to 3 cubic feet in size and as nearly rectangular as possible. No stone is to be used which is less than 6" thick, nor which cannot he securely wedged between other rock. The rock is to be placed by hand or using an excavator with thumb bucket with the largest stones at the toe. Filter material may be native granular material or ballast per WSDOT Standard Specification 9-03.9(l). Willow Stakes are to be placed at a maximum 3 Coot spacing between each succes,ive layer of rock. Seed the slope with an erosion control mix and place a biodegradable fiber erosion control mat over the restored slope, anchoring the mat as shown on the drawing. Install willow stakes at a maximum 3 foot spacing through the mat using holes prepared by driving a metal rod a minimum of 2 feet into the existing bank. Cut Down Existing Tree The existing tree directly behind the existing concrete inlet is to be cut down, leaving an approximately 1 foot stump. Repair Stream Gage Bracing The existing stream gage bracing is to be repaired as shown on the drawings. The contractor shall note the time that the repair was started and when the repair was completed because the work may affect gage readings taken during the repair. Restoration All areas disturbed by the work are to be restored. Disturbed areas above where the erosion control mat will be placed are to be seeded with an approved mix and covered with minimum l" thickness of straw mulch. Rock check dams using quarry spalls may need to be placed parallel to the slope across the width of the access road and at a 20 foot spacing, depending upon the degree that the soil was exposed. Additional restoration measures may be taken depending upon conditions. You will note that the original estimate we provided for FEMA is almost$3,000 less than the billing. There are good reasons for this, described below: 1. The original drawing for the estimate showed 10 LF of riprap on each side of the outfall structure. The riprap staked in the field was 18 LF on one side, 14 LF on the other. This is a 60%overrun in riprap. 2. The original estimate assumed that the spoils excavated for riprap placement would be wasted on site. We were directed to remove the spoils from the site to avoid future mud flowing into the creek from unstable fill materials. This accounted for additional cost as well. 3. The original estimate assumed the use of Jute matting, grass seed and willows for restoration. We were directed to use a stronger material-Coir Mat-for the slope above the outfall structure which added approximately$500 to the material bills. 4, The original estimate required no work on the"tributary swale"to the south of Panther Creek. We were directed to regrade and restore the stream bank where the existing swale enters Panther Creek with runoff from the hill above to the south. All things considered,we think that the estimate was remarkably accurate when the additional quantities of work are added. Nrs PROJECT DESCRIPTION Panther Creek as it approaches the Talbot Road crossing is not flowing directly into the existing 30" road crossing culvert, but instead is flowing into the bank south of the culvert's concrete inlet structure before it can turn and flow into the culvert. This is directly eroding the bank south of the concrete inlet and also causing erosion of the bank on the north side of the inlet because of the turbulence caused by the stream as it enters the culvert. The stream banks at the inlet must be protected against further erosion and restored to the condition that existed prior to the recent federally declared flood disasters. The work to be performed is to be as shown on the plans and as described following: General Notes Access is from the north side of the stream. Construction personnel, equipment, and materials will access the site from Talbot Road on the north side of the project site as shown on the site map. The contractor is to minimize the width and extent of disturbance to the access road, clearing only large limbs and other large debris as necessary to gain access. Smaller branches and existing ground cover is to remain as much as possible to protect against erosion. The contractor's foreman shall coordinate with the engineer to stake the limits of disturbance to only the minimum needed to accomplish the work. The contractor may perform minor regrading of the bank north of the culvert inlet to enable equipment to reach all areas of the work south of the inlet. Equipment shall not enter the stream. The stream can rise rapidly. The contractor shall pursue the work vigorously to ensure its completion in as short a time as possible and during the first available break in weather conditions after given notice that the work may commence. The south bank repair shall be completed first. The contractor shall obtain approval of all material sources prior to mobilizing to the site. Install Rip Rap Protection Sand bags shall be placed upstream from the end of the culvert inlet structure to temporarily divert flows around the work area. Large stones may be removed from the stream by hand on the stream side of the sand bags to further direct the flow away from the work area. After placing the sand bags, remove loose debris and exposed roots from the work area and excavate for placement of the rip rap to the lines and grades staked by the Engineer. The toe of the rip rap protection shall be buried 2 feet below the existing stream bed. Save excavated material for use as fill above the rock rip rap or as filter material between the rock rip rap and the existing bank. Rock rip rap shall be sound, broken stone free from seams, cracks, and other defects tending to destroy its resistance to weather. A minimum of 70% of the rock rip rap shall be 1.5 to 3 cubic feet in size and as nearly rectangular as possible. No stone is to be used which is less than 6" thick, nor which cannot be securely wedged between other rock. The rock is to be placed by hand or using an excavator with thumb bucket with the largest stones at the toe. Filter material may be native granular material or ballast per WSDOT Standard Specification 9-03.9(1). Willow stakes are to be placed at a maximum 3 foot spacing between each successive layer of rock. Drive a metal rod a minimum of 2 feet into the existing bank to create a hole into which a willow stake may be driven. Panther Creek Repair Work at Talbot Road Project Description Page 2 Place native material saved from the excavation above the rock rip rap at a maximum 2H:1 V slope to intersect with the existing slope. Seed the slope with an erosion control mix and place a biodegradable fiber erosion control mat over the restored slope, anchoring the mat as shown on the drawing. Install willow stakes at a maximum 3 foot spacing through the mat using holes prepared by driving a metal rod a minimum of 2 feet into the existing bank. Cut Down Existing Tree The existing tree directly behind the existing concrete inlet is to be cut down, leaving an approximately 1 foot stump. Repair Stream Gage Bracing The existing stream gage bracing is to be repaired as shown on the drawings. The contractor shall note the time that the repair was started and when the repair was completed because the work may affect gage readings taken during the repair. Restoration All areas disturbed by the work are to be restored. Disturbed areas above where the erosion control mat will be placed are to be seeded with an approved mix and covered with minimum 1" thickness of straw mulch. Rock check dams using quarry spalls may need to be placed parallel to the slope across the width of the access road and at a 20 foot spacing, depending upon the degree that the soil was exposed.
