(HWA) completed geotechnical monitoring services during installation of driven piles for the 27'h Street Culvert Replacement project in Renton, Washington. The driven piles were installed to support the new three sided ' concrete box culvert at the Springbrook Creek crossing, which is currently under construction. The following report describes services performed by HWA in relation to driven piles. For the purposes of the geotechnical monitoring services and preparation of this report, we have reviewed existing geotechnical information(HWA, 1999) and contract documents (R. W. Beck, 1999) in relation to the geotechnical monitoring services performed. Approximate locations of the installed piles are shown on the attached Figure 1. This figure was prepared by R. W. Beck and is part of the contract documents. Individual pile idriving logs and daily field reports are presented in Appendices A and B, respectively. GEOLOGY GEOENVIRONMENTAL SERVICES HYDROGEOLOGY GEOTECHNICAL ENGINEERING TESTING & INSPECTION ' August 19, 1999 HWA Project No. 98032 DRIVEN PILE FOUNDATIONS HWA provided full time observation of production pile driving, to verify compliance with pile driving criteria established using the wave equation analysis. A total of 38 piles were driven between August 9 and 12, 1999. Based on the penetration resistances recorded, all piles met the driving criteria per project specification. Piles were installed using an ICE 42S diesel hammer(maximum rated energy of 42,000 ft- lb.) by McDowell NW of Seattle, Washington. The hammer was attached to a free lead supported by a track-mounted crane. Piles consisted of 123/4-inch diameter, closed-end steel pipes. The piles consisted of ASTM A252-96 Grade 2 steel and were each 60 feet long. Pile driving criteria was established prior to pile driving, and was then slightly modified based on the results of the test piles. We used the wave equation analysis of piles (WEAP) program to establish the driving criteria. Our analyses indicates that the required 170 kip ultimate pile capacity could be achieved at a penetration resistance of 17 blows per foot using the contractor's equipment. At this resistance, the diesel hammer would have a 9'/2-foot stroke operating at a rate of approximately 3 8 blows per minute. Nine piles at the south end of the west abutment did not meet the required driving criteria at the end of initial driving (EOID). Driving resistances at the EOID generally ranged from 10 to 14 blow per foot. Five of the piles were restruck after a minimum of 24 hours ' following initial driving, and achieved driving resistances of 2 to 3 blows per inch for a beginning of restrike (BOR) of 24 to 36 blows per foot. This set-up effect occurs as pore water pressures dissipate following initial driving. Pore water dissipation, in addition to development of pile-soil adhesion, results in higher driving resistances and higher pile capacities after initial driving. Based on the results of the five restrikes, the remaining four piles were determined to meet the pile capacity requirement based on EOID blowcounts. Two test piles,No.'s 10 and 28, were installed along the west abutment on August 9, 1999, prior to installation of production piles. As planned, the test piles were driven at locations where they could be used as production piles. Pile locations were surveyed by the general contractor, Scoccolo Construction, Inc. of Bellevue, Washington. Based on the results of the contractor's survey, we understand that piles were generally installed within the design location, per project specifications. ' August 19, 1999 HWA Project No. 98032 CONCLUSIONS Based on our observations during construction, it is our opinion that installation of driven piles was performed in general accordance with the intent of our recommendations and the project plans and specifications. References to elevations and locations presented herein are based on surveyor's or grade checker's stakes in the field and/or interpolation from the project plans. HWA did not provide surveying services for the purpose of establishing the horizontal position of the ' piles and, therefore, has no opinion regarding the accuracy of the as-built locations of the piles with respect to the project plans.
