A wealth of information is presented in these results and it is somewhat difficult to condense it into a simple answer as to the validity of the models. However, the following statements can be made based on the accompanying results: For the Springbrook Creek model: 1. The calibration is good ood for annual runoff volumes at SW 27th Street with differences q ' between simulated and observed runoff ranging between -7% and +3%. 2. The calibration for monthly volumes at SW 27th Street is less accurate. Differences between simulated and observed runoff range between -86% and +99%. However, no systematic error was noted in the simulation results. 3. Simulated peak discharges at SW 27th Street match observed discharges quite well (within 15%) for each of the five storms studied in detail. ' 4. Simulated storm runoff volumes at SW 27th Street match observed runoff to within 10% for 3 of the 5 storm events. The observed flow record for the 29 December 1996 - 2 January 1997 storm appears to be in error so comparisons for this event are not meaningful. The November 1996 storm was significantly under simulated. 5. The observed and simulated flow hydrographs at the Black River Pump Station (BRPS) compare quite closely for the 8-9 February 1996 storm event. Differences between simulated and observed annual runoff in Rolling Hills Creek are as high as 130%. Differences between simulated and observed monthly runoff are as high as ' 300%. The monthly differences are particularly high in February and March 1995. Note, however, that review of the gage record for the Rolling Hills Creek gage indicates that the observed record may have underreported the actual streamflow during this period. ' Observed runoff volumes for February and March 1995 are significantly less than those observed at other basin gages and seem to be low compared with observed rainfall at the Panther Lake gage. 2. With the exception of the 29 December 1996 - 2 January 1997 storm event, simulated storm runoff volumes significantly exceed observed volumes for each of the five large storms. 3. Simulated peak discharges match observed peaks reasonably well for all events except the 18 February 1995 storm. Note also that one of the peaks of the 29 December 1996 - 2 January 1997 event was significantly undersimulated. {' Panther Creek 1. Simulated annual runoff in Panther Creek exceeds observed runoff by 11% - 78% for the available data for water years 1995-1997. The simulations seem to be consistently high in the winter months and quite variable for the summer months. 2. Simulated storm runoff volumes and peak discharges are typically significantly higher than the observed storm runoff. In several events the gage at Panther Creek was overtopped so the observed record may be slightly low. However, this would only explain a small percentage of the over simulation. The results for Rolling Hills Creek and Panther Creek need to be considered in light of the results of the observations made during the data review'. As discussed in that report, the observed records for these two sites are somewhat suspect at the low end due to a lack of stream flow discharge measurements and difficulties in reconciling gage and rating curve datums. The high flow records are also questionable due to inadequate rating information. However, even given these uncertainties in the observed data, it would appear that the models of Rolling Hills Creek and Panther Creek are ' not well calibrated at this time. The results indicate that perhaps much of the subsurface runoff ' 'East Side Green River Watershed Gage Data Review, prepared for City of Renton, by NHC, January 1998. Scott Woodbury 3 January 27, 1998 (HSPF IFWO and AGWO) is bypassing the gages, contrary to the modeling assumption. In addition to gage uncertainty and the groundwater routing assumptions there are several other possible explanations for the poor simulation results at these gages. These include the selection of HSPF PERLND parameters, possible inaccuracies in the basin delineations based on USGS topographic ' mapping, and the lack of detail in the NRCS soils mapping used to define soils types for input to the HSPF model. Most calibration efforts to date in the Springbrook Creek basin have focused on flows in the main stem of the creek and relatively little effort has been made to calibrate for flows in the ' tributary systems. Note that the Black River Pump Station is downstream of both the Rolling Hills and Panther Creek gages. Simulations of the 8-9 February 1996 event are quite good at the BRPS, indicating that simulation errors at these gages are resolved in the lower basin. For SW 27th Street, the bulk of the data indicate that the model is reasonably well calibrated for simulation of high flows. Stormwater storage in the City of Renton wetlands may be somewhat ' underestimated in the model's FTABLEs. Increasing storage would tend to decrease peak flows and increase the flows on the receding limb of the hydrograph, both of which would improve the ' calibration. In general there appears to be adequate justification for using the HSPF model of Springbrook Creek ' to develop design flows for the main stem of the creek. Use of the models for Rolling Hills Creek and Panther Creek should be made cautiously and only after review of both the observed data and the validation results. Additional calibration work is recommended for these portions of the HSPF model prior to use of the simulation results for project evaluation or design. Please call with any comments or questions you might have with these results. We will provide a ' separate transmittal with the results of the HSPF and FEQ modeling for future land-use conditions as soon as that work is completed.
