The Committee, on June 02, 1998, decided that the project will be issued a Determination of Non-Significance (DNS). The City of Renton ERC has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-6, Renton Municipal Code, after review of a completed environmental checklist and other information, on file with the lead agency. This information is available to the public on request. Comments regarding the environmental determination must be filed in writing on or before 5:00 PM, June 22, 1998. Any aggrieved person feeling that the environmental determination of the Environmental Review Committee is based on erroneous procedure, errors of law or fact, error in judgment, or the discovery of new evidence which could not be reasonably available at the time of the determination may submit written comments. After review of the comments, if Environmental Review Committee finds there is not sufficient evidence to amend its original determination, then there wil! be no further extension of the appeal period. Any person wishing to take further action would need to file a formal appeal within the original 15-day timeframe. Written comments must be filed with: Jana Huerter, Land Use Review Supervisor, City of Renton Development Services Division, 200 Mill Avenue South, Renton, WA 98055. Construction would occur from August through November, 1998. In addition, new catchbasins and manholes would be installed within the right-of-way. Construction would extend from the intersection of Lake Washington Boulevard/North 40th Street (in North 40th) east to the intersection with Meadow Avenue North, then south (in Meadow Avenue North) to approximately 100 to 150 feet south of the intersection with North 38th Street. The project includes the possible future extension of the storm sewer line south in Meadow Avenue North to North 36th Street. The extension may be installed if major surface water runoff problems are observed in this area. Approximately 1,200 to 1,500 cubic yards of backfill material would be used for the new stormwater pipe. The ground surface would be restored to the existing grade after construction is finished. The project construction corridor would be approximately 4 to 6 feet wide, with staging anticipated to occur within the right-of- way. During construction, access to North 40th.Street and Meadow Avenue North may be restricted to "Local Access Only"while work is underway. Access to private driveways would be maintained, except when construction needs to cross a driveway. The proposal would improve stormwater runoff in the surrounding residential area.. The new stormwater system would replace the existing system which would be abandoned. The new system would connect into an existing system that is located in Lake Washington Boulevard, then runs downslope to connect into an existing manhole located next to the railroad tracks. From there, the system extends to a private system west of Lake Washington Boulevard and discharges to Lake Washington. The drainage area consists of about 31 acres, the majority consisting of single family residential buildings and road surfaces. Construction is anticipated to begin in August 1998 and take up to four months total. Hours of construction would be from 7:00 am to 5:00 pm, Monday through Friday. A traffic control plan would be filed with the City by the contractor. It is anticipated that the contractor would use Lake Washington Boulevard, North 40th Street, Meadow Avenue North, Park Avenue North, and North 38th Street to access the site. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. Has the applicant adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development? 9. Earth Impacts: Excavation to construct the proposed utility trench could result in erosion impacts. The applicant proposes to utilize best management practices such as protecting storm drain inlets, and stockpiling soil with plastic sheeting during rainy periods. Air Impacts: During construction, exhaust from construction equipment and dust from the trench excavation and filling would be expected to occur. Fugitive dust will be controlled by compliance with the temporary erosion control measures. The exhaust from construction equipment is controlled by state and federal regulations. No further mitigation is required for this project. Mitigation Measures: No mitigation required. Nexus: Not applicable. 3. Surface Water Impacts: Stormwater runoff to the project area is from residential areas and City street right-of-way, primarily North 40th Street and Meadow Avenue North. Stormwater runoff would be collected by new catch basins installed in the streets, and would be conveyed to the west by the new stormwater system. The new stormwater system would connect into an existing system in Lake Washington Boulevard. The drainage area consists of about 31 acres. The majority of the area consists of detached single family residential structures. At the downstream end of the project in Lake Washington Boulevard, the peak flows for existing conditions from the proposed storm system are estimated to be 9.9 cubic feet per second for the 25-year, 24-hour storm event. The project is intended to improve storm drainage problems that have caused flooding in Meadow Avenue North. The stormwater collected would be conveyed to an existing system (18-inch pipe) located in Lake Washington Boulevard. An existing 24-inch pipe conveys stormwater from Lake Washington Boulevard under the Burlington Northern Railroad Tracks and ties into an existing private stormwater system (combination open ditch and 15-inch pipe) located on the Barbee Mill property to the west. The system ultimately discharges to Lake Washington. The private storm drainage system on the Barbee Mill property is undersized and does not have capacity for the existing 25-year peak stormwater flow. The City's proposal would increase the .25-year peak stormwater flow that is discharged to the private system by approximately 10%. City Stormwater Utility staff have held meetings with the property owner to discuss the downstream capacity problems. Since the storm system on the Barbee Mill site is privately owned, either the owner would need to upgrade the private system, or grant an easement to the City in order for the City to take over the operation and maintenance of the storm system. The property owner is aware of these options and has elected to wait to install improvements until the property is sold or redevelops. Mitigation Measures: None required. Nexus: N/A E. N STORM SYSTEM PROJECT Proposed Construction Dates: Construction may occur between August 1, 1998 and November 15, 1998 Hours of Operation: Monday through Friday between 7:00 AM and 5:00 PM Proposed Hauling/Transportation Routes: The contractor will probably use 1-405 to reach the site vicinity, and Lake Washington Blvd., N 40th Street, Meadow Ave N, Park Ave N, and N 38th Street to reach the construction site. Work will occur from Monday through Friday. Work on weekends will only occur with approval from the City. Access to local driveways will be maintained, except when construction needs to cross a driveway. The City will attempt to limit driveway blockages to one day or less. The contractor will be required to file a Traffic Control Plan with the City to identify the hauling routes and traffic control measures for the construction area. Erosion control measures such as storm drain inlet protection per the King County Surface Water Manual will be used. Construction will occur from the Lake Washington Blvd / N 40th St. intersection to the east in N 40th St. to the intersection with Meadow Ave. N, then south in Meadow Ave. N to 100 to 150 feet south of the N 38th street intersection. The project site is primarily in the NW 1/4 of Section 32, Township 24 N, Range 5 E, W.M. B. ENVIRONMENTAL ELEMENTS 1. EARTH a. The soil in the area is classified by the Soil Conservation Service, King County Soil Survey, as Indianola ( InC ),which is made up of somewhat excessively drained soils that formed under conifers in sandy, recessional, stratified glacial drift. The soil is typically brown to light olive brown, loamy sand to sand. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. None known e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. The only fill used will be Bedding Gravel for the new stormwater pipe and Imported Backfill or Bank Run Gravel for backfill above the pipe, if the existing soil is not suitable for backfill. The majority of the area consists of single family homes and roads. At the downstream end of the project in Lake Washington Blvd. the peak flows for existing conditons from the proposed storm system are estimated as follows: Storm Event Peak Flow 25-Year, 24-Hour 9.9 cfs With new pipe system 2) Could waste material enter ground or surface waters?
