On behalf of the Environmental Review Committee (ERC), I would like to inform you that they have
completed their review of your project. The Committee, on June 02, 1998, decided that the project will
be issued a Determination of Non-Significance (DNS).
The City of Renton ERC has determined that it does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21 C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-6, Renton
Municipal Code, after review of a completed environmental checklist and other information, on file with
the lead agency. This information is available to the public on request.
Comments regarding the environmental determination must be filed in writing on or before 5:00
PM, June 22, 1998. Any aggrieved person feeling that the environmental determination of the
Environmental Review Committee is based on erroneous procedure, errors of law or fact, error in
judgment, or the discovery of new evidence which could not be reasonably available at the time of the
determination may submit written comments. After review of the comments, if Environmental Review
Committee finds there is not sufficient evidence to amend its original determination, then there wil! be no
further extension of the appeal period. Any person wishing to take further action would need to file a
formal appeal within the original 15-day timeframe. Written comments must be filed with: Jana Huerter,
Land Use Review Supervisor, City of Renton Development Services Division, 200 Mill Avenue South,
Renton, WA 98055. If an appeal of the environmental determination is also filed with the Hearing
Examiner during the same 15-day comment period, then the Environmental Review Committee will first
take action on the request for reconsideration and the appellant will be notified that the appeal is on hold
pending the Committee's decision on the reconsideration request. The City will notify the
appellant/person requesting reconsideration and parties of record and the Hearing Examiner of the
Environmental Review Committee's final determination. The appeal process will then be continued
unless the appellant notifies the Hearing Examiner in writing that he wishes to withdraw the appeal

22, 1998. Appeals must be filed in writing together with the required $75.00 application fee with: Hearing

Project Description City of Renton Surface Water Utility proposes to extend 1,900 lineal feet of new 12-
inch to 24-inch stormwater pipes in the North 40th Street and Meadow Avenue North
right-of-way. Construction would occur from August through November, 1998. In
addition, new catchbasins and manholes would be installed within the right-of-way.
Construction would extend from the intersection of Lake Washington Boulevard/North
40th Street (in North 40th) east to the intersection with Meadow Avenue North, then
south (in Meadow Avenue North) to approximately 100 to 150 feet south of the
intersection with North 38th Street. The project includes the possible future
extension of the storm sewer line south in Meadow Avenue North to North 36th
Street. The extension may be installed if major surface water runoff problems are
observed in this area.
Approximately 1,200 to 1,500 cubic yards of backfill material would be used for the
new stormwater pipe. The ground surface would be restored to the existing grade
after construction is finished. The project construction corridor would be
approximately 4 to 6 feet wide, with staging anticipated to occur within the right-of-
way. During construction, access to North 40th.Street and Meadow Avenue North
may be restricted to "Local Access Only"while work is underway. Access to private
driveways would be maintained, except when construction needs to cross a driveway.
The proposal would improve stormwater runoff in the surrounding residential area..
The new stormwater system would replace the existing system which would be
abandoned. The new system would connect into an existing system that is located in
Lake Washington Boulevard, then runs downslope to connect into an existing
manhole located next to the railroad tracks. From there, the system extends to a
private system west of Lake Washington Boulevard and discharges to Lake
Washington. The drainage area consists of about 31 acres, the majority consisting of
single family residential buildings and road surfaces.
Construction is anticipated to begin in August 1998 and take up to four months total.
Hours of construction would be from 7:00 am to 5:00 pm, Monday through Friday. A
traffic control plan would be filed with the City by the contractor. It is anticipated that
the contractor would use Lake Washington Boulevard, North 40th Street, Meadow
Avenue North, Park Avenue North, and North 38th Street to access the site.

those project impacts that are not adequately addressed under existing development standards and
environmental regulations.

2. Air
Impacts: During construction, exhaust from construction equipment and dust from the trench excavation and filling
would be expected to occur. Fugitive dust will be controlled by compliance with the temporary erosion control
measures. The exhaust from construction equipment is controlled by state and federal regulations. No further
mitigation is required for this project.
Mitigation Measures: No mitigation required.
Nexus: Not applicable.
3. Surface Water
Impacts: Stormwater runoff to the project area is from residential areas and City street right-of-way, primarily North
40th Street and Meadow Avenue North. Stormwater runoff would be collected by new catch basins installed in the
streets, and would be conveyed to the west by the new stormwater system. The new stormwater system would
connect into an existing system in Lake Washington Boulevard.
The drainage area consists of about 31 acres. The majority of the area consists of detached single family residential
structures. At the downstream end of the project in Lake Washington Boulevard, the peak flows for existing
conditions from the proposed storm system are estimated to be 9.9 cubic feet per second for the 25-year, 24-hour
storm event.
The project is intended to improve storm drainage problems that have caused flooding in Meadow Avenue North.
The stormwater collected would be conveyed to an existing system (18-inch pipe) located in Lake Washington
Boulevard. An existing 24-inch pipe conveys stormwater from Lake Washington Boulevard under the Burlington
Northern Railroad Tracks and ties into an existing private stormwater system (combination open ditch and 15-inch
pipe) located on the Barbee Mill property to the west. The system ultimately discharges to Lake Washington.
The private storm drainage system on the Barbee Mill property is undersized and does not have capacity for the
existing 25-year peak stormwater flow. The City's proposal would increase the .25-year peak stormwater flow that is
discharged to the private system by approximately 10%. City Stormwater Utility staff have held meetings with the
property owner to discuss the downstream capacity problems. Since the storm system on the Barbee Mill site is
privately owned, either the owner would need to upgrade the private system, or grant an easement to the City in order
for the City to take over the operation and maintenance of the storm system. The property owner is aware of these
options and has elected to wait to install improvements until the property is sold or redevelops.

STORM SYSTEM PROJECT
The project involves constructing approximately 1,900 feet of new 12- to 24-inch
stormwater pipes in N 40th Street and Meadow Avenue N. The exact pipe sizes needed
will be determined during the final design process. All construction will be in City right-of-
way. New manholes and catch basins will be placed at various locations. After
construction is finished all areas will be recovered with asphalt and returned to their
existing condition
Construction will occur from the Lake Washington Blvd. / N 40th St. intersection to the
east in N 40th St. to the intersection with Meadow Ave. N, then south in Meadow Ave. N
to approximately 100 to 150 feet south of the N 38th Street intersection.
During construction access to N 40th Street and Meadow Avenue N may be restricted to
"Local Access Only" while work is occurring in them. After construction all streets will be
restored to existing access.

Proposed Construction Dates: Construction may occur between August 1, 1998 and
November 15, 1998
Hours of Operation: Monday through Friday between 7:00 AM and 5:00 PM
Proposed Hauling/Transportation Routes:
The contractor will probably use 1-405 to reach the site vicinity, and Lake Washington
Blvd., N 40th Street, Meadow Ave N, Park Ave N, and N 38th Street to reach the
construction site. Work will occur from Monday through Friday. Work on weekends will
only occur with approval from the City.
Access to local driveways will be maintained, except when construction needs to cross a
driveway. The City will attempt to limit driveway blockages to one day or less.
The contractor will be required to file a Traffic Control Plan with the City to identify the
hauling routes and traffic control measures for the construction area.
Erosion control measures such as storm drain inlet protection per the King County
Surface Water Manual will be used. Any soil stockpiles not in use will be covered with
plastic sheets during rainy periods. All construction equipment will be required to have
muffler and exhaust systems in good working order.

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21 C RCW, requires all
governmental agencies to consider the environmental impacts of a proposal before
making decisions. An Environmental Impact Statement (EIS) must be prepared for all
proposals with probable significant adverse impacts on the quality of the environment.
The purpose of this checklist is to provide information to help you and the agency
identify impacts from your proposal (and to reduce or avoid impacts from the proposal,
if it can be done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your
proposal. Governmental agencies use this checklist to determine whether the
environmental impacts of your proposal are significant, requiring preparation of an EIS.

The project involves constructing approximately 1,900 feet of new 12- to 24-
inch stormwater pipes in N 40th Street and Meadow Avenue N. The exact pipe
sizes needed will be determined during the final design process. All
construction will be in City right-of-way. New manholes and catch basins will
be placed at various locations. Construction will occur from the Lake
Washington Blvd / N 40th St. intersection to the east in N 40th St. to the
intersection with Meadow Ave. N, then south in Meadow Ave. N to
approximately 100 to 150 feet south of the N 38th Street intersection.

Construction will occur from the Lake Washington Blvd / N 40th St.
intersection to the east in N 40th St. to the intersection with Meadow Ave. N,
then south in Meadow Ave. N to 100 to 150 feet south of the N 38th street
intersection.
The project site is primarily in the NW 1/4 of Section 32, Township 24 N, Range
5 E, W.M.
B. ENVIRONMENTAL ELEMENTS
1. EARTH

The construction site consists of the asphalt street and dirt ROW. The
adjacent properties are mainly single family residences.
The soil in the area is classified by the Soil Conservation Service, King
County Soil Survey, as Indianola ( InC ),which is made up of somewhat
excessively drained soils that formed under conifers in sandy,
recessional, stratified glacial drift. The soil is typically brown to light
olive brown, loamy sand to sand.
d. Are there surface indications or history of unstable soils in the immediate
vicinity? If so, describe.
None known
e. Describe the purpose, type, and approximate quantities of any filling or
grading proposed. Indicate source of fill.
The only fill used will be Bedding Gravel for the new stormwater pipe
and Imported Backfill or Bank Run Gravel for backfill above the pipe, if
the existing soil is not suitable for backfill. All material will be obtained
from a local gravel pit. Approximately 1,200 to 1,500 cubic yards of
backfill material could be used. The ground surface will be restored to
the existing grade after construction is finished.
f. Could erosion occur as a result of clearing, construction, or use? If so,
generally describe.
The project will consist of trenching in an asphalt street so erosion is
not likely to occur. Typical erosion control measures identified in 1. h.
(below)will be used to mitigate potential impacts.
g. About what percent of the site will be covered with impervious surfaces after
project construction (for example, asphalt or buildings)?
The trench will be restored with asphalt as it now exists ( 100 percent
of the project area ). Construction will not change the amount of
impervious surface.

Typical erosion control measures such as storm grate inlet protection
and covering any exposed soil stockpiles, as specified in the King
County Surface Water Design Manual, will be used.

Stormwater runoff to the project area will come from the
residential areas and City ROW around the project site,
primarily N 40th Street and Meadow Ave. N. Stormwater runoff
will be collected by new catch basins installed in the streets,
and will be conveyed to the west by the new stormwater
system.
The new stormwater system will connect into an existing
system in Lake Washington Blvd. The existing system
discharges to the west to Lake Washington.
The drainage area consists of about 31 acres. The majority of
the area consists of single family homes and roads. At the
downstream end of the project in Lake Washington Blvd. the
peak flows for existing conditons from the proposed storm
system are estimated as follows:
