Kent, WA 98031 Subject: Leisure Estate Drainage Plan Dear Dave: The City Engineering Department has reviewed the drainage plans for the referenced project. It Is the opinion of this department that the detention system as shown is inadequate for the following reasons: There are 2 distg6c`cc drainage swales originating from the mobile home site. The most westerly Swale has a contributing area of +12.7 acres. Our calcu- lations show a runoff from this area of 0.95 cfs based on a 5 year frequency storm based on present conditions. Based on this allavable outflow (0.95 cfs) our calculations show a detention system capable of storing 38,400 c.f. Is required, if this Is the only point of release. The easterly swale has a contributing area of +10.9 acres and a calculated runoff of 1 .26 cfs. 9y locating the retention—pond and outlet to the west. this drainage swaile will not be utilized. It would appear to be more feasible to utilize both swales if possible as an outlet to ritaintain the natural flow from the site. By utilizing two points of release a detention system capable of storing 32,325 c.f. would be required. As you are probably aware, there exists a highly potential flooding situation at the confluences of the two swales on the Creenwood Cemetery property since there is no outlet for the drainage. In the past the: water has been restricted from reaching the Cemetery property by evaporation and percolation through the natural terrain. in order to prevent future legal complications. every effort must be made to maintain the natural flow to this area. before acceptance of the .irainage system of the referenced project, the Engineering Department request the following: 1. Submittal of drainage calculations Including retentionldezention calculations. orifice sizing and any pertinent information to justify the proposed system. 2. Our assignment has included a partial topographic survey of the cemetery property as well as percolation testing along the proposed alignment of the recharge system. For your information, we have more than doubled the existing storage volume by pro- posing to construct another detention pond (from existing 20,000+ cubic feet to pro- posed 48,000- cubic feet) north of the existing pond. This expansion of the system, coupled with the proposed installation of 540 lineal feet of 15" perforated pipe which will dissipate an additional *1,000+ cubic feet per lineal feet of trench for a 4-hour period, should abate most of the flooding of the cemetery. While we can- not guarantee flooding will never again happen, the frequency of occurrence is sub- stantially decreased. *Percolation tests performed under the supervision of City of Renton Public Works personnel on June 13, 1978 yielded a perc rate of 3.25 inches per minute or 195 inches per hour. We have attached a copy of a letter, dated July 5, 1978, from Warren C. Gonnason, Director of Public Works for the City of Renton, regarding the City's comments to our proposed storm drainage detention/recharge system. Generally, the City concurs with our design approach and the resultant product. We want to meet with you at your earliest convenience to clarify and/or respond to any concerns you might have with the proposed improvements. As discussed with you, we have placed the outfall at least 7 feet deep to accomodate the cemetery's use of the property. We will call in the near future to schedule a meeting. Bitney's Planned Residential Modular Community "Leisure :c'astates" Renton WashQ on Dear :'Ialty: In accordance with our informal discussions, we hereby formally re- quest permission to connect Bitney's Mobile Home Park, "Leisure Estates" , to the sanitary sewer system the county will be construct- ing to 3,.zve their new office and, shop facilities. Our site is situated in a portion of the SE 1 of the 110 � of Section 16, T2-_';N, R5E, 14M, and located adjacent to and westerly of 132nd Avenue South- east (Union Avenue) at the approximate intersection of Northeast Second Street in Renton, v ashington. The Mobile Park will comprise 160 lots generating, when totally oecu4)ied, a maximum .flow of 0.08 million gallons per day of liquid waste (160 pads X 100 G/C/D X 2.5 C/pad X 2 peaking factor) . Sewage will be collected within the Mobile Hone Dark and transported to the northwest corner of the site which is the northeast corner of the county's property. A gravity collection lire would be construct- ed westerly from thic point across the county's northerly property line, a distance of approximatelyl ,-7,00 feet to a proposed manhole st they terminus of the county 's system. In discussing the time frame with you in which the county's con- tractor would construct the office and shop facility sit o improve- ments, it is apparent that the sanitary sewer system will not be coriplet e:d. in time for the opening of the park in May of 1977. We propose, therefore, to construct a temporary sewage lift station at the northwest corner of our site with a force main to a manhole in Northeast 4th Street. Once your system was complete, we would then construct an 8" gravity line across your northerly boundary to your terminus manhole. The lift station would, of course, be taken out of service. Mr. 0.
