For Alternate B, the Impermeable Synthetic Liner specification and sample is missing. T E L E P H 0 N E The Outlet Structure detail should be redrawn, showing the inlet pipe entering 206 perpendicular to wall of CB 4 S 4 5600 • The Controlled Density Fill mix specification is different than what is called out in our specifications. Stoneway Concrete's spec calls for more aggregate and TOLL FREE less cement than ours. Per our specifications, the contractor needs to show 800 that it will work using trial mix data or field test for proper strength, workabilitiy, 4 S 4 5 6 01 consistency, and density, and be approved by the engineer. • Briar Green's grass mix doesn't match our specification. You are authorized to only prepare the preliminary draft SEPA-checklist. The preparation of the final checklist and responses to SEPA comments will be authorized at a later date, or done internally by City staff. I am hopeful that we can absorb this additional work into the current approved contract budget without having to execute a contract amendment, due to cost saving in the surveying and other future tasks. If the cost savings from other completed tasks do not cover the cost of the preparation of the preliminary draft SEPA checklist (approximately $2,544.72), then a contract amendment will be approved to cover any additional cost above the currently approved contract budget. The contract amendment, if required, will only cover the additional cost associated with the preparation of the preliminary draft SEPA checklist. My expectation for the successful completion of this task (preliminary draft SEPA checklist) is that the checklist will be 95% complete when it is submitted for City review. Enclosed is a computer disk with a copy of the City standard SEPA checklist on it (file name: SEPA). Please submit the preliminary draft SEPA checklist for City review on the computer disk along with one hard copy. Please fax me a list of information that you will need to facilitate the preparation of the SEPA checklist (zoning maps, critical area maps etc.). They did a test application for Surface Water last week up at the landslide area at the north end of High Avenue S. All you would need to provide them with is the seed you wanted included with their mix. They are willing to do about 2,000 square feet. This product seems to work pretty well on steep areas because it adheres to the soil better than regular hydroseed. If you are interested, give Ken Chisholm of Weyerhaeuser a call at 800/443-9179 to arrange. Let me know if you need any more information. I have all their brochures describing their product. They have a new product called Soil Guard that is a fiber-based hydroseed material and would like to conduct a germination study somewhere in the area. The test would involve an area of about 2,000 ft2. The City could specify the desired seed mix to be included in the application. I thought you might be interested to try along the hillside just below the tree line at the Narco site. They have done a test spray for Surface Water at the top of the hill around the High Avenue South Storm drain landslide area. They will be back out on Wednesday afternoon to do some touch up work at High Avenue and would like to start the germination test at the same time. We have selected a test site located along a steep hillside where discharge from an existing storm drain outfall and development activities along the hilltop area have created a serious erosion problem. A portion of the hillside in the vicinity of the outfall slipped last August following a large rainfall event(>1-inch). Emergency repairs were performed to extend the outfall beyond the slide area to prevent further damage. The City intends to tightline the runoff from the uphill areas down to the base of the slope to eliminate discharge along the steep hillside. Repairs are expected to occur this summer. We would like-to conduct the test this spring to determine whether Soil Guard could be applied following construction of the new storm drain line to help stabilize this area. Enclosed are pictures of our proposed test site. The hillside faces north. The surrounding area is densely vegetated. Steep areas immediately adjacent to the slide area are covered with ivy. As you know,the City is working to correct the problem and is currently in the process of designing modifications to the existing storm drain outfall to prevent stormwater runoff from upslope areas from affecting the steep hillside. Modifications to the existing storm drain consist of eliminating the existing outfall that discharges along the hillside by installing a new tightline storm drain from the existing catch basin in High Avenue South to the base of the steep slope area. The new storm drain will extend a distance of about 450 feet and discharge into the natural drainage course at the bottom of the hill. Mr. Garcia's letter raised concerns about safety because of the steep drop off at the edge of the slope and the need for long term slope protection to reduce erosion of the disturbed hillside, thereby reducing the potential for landslides to occur in the future. You requested that the City install a safety barrier along the edge of the slope using thorny plants and shrubs. We agree that the existing conditions present a safety concern and intend to install a barrier along the edge of the slope to protect your family and neighbors. The.City installed a temporary barrier in August, 1995 when emergency repairs were performed on the storm drain outfall. However, this barrier has since been removed by non-city personnel. Given the severity of the drop-off in this area, we do not recommend using plants and shrubs for protection. The problem with vegetation is that it will obscure the view of the hillside and could potentially create additional hazards because pedestrians, particularly children,would no longer be able to see the danger. We propose to install a wood fence setback approximately 2-3 feet from the edge of the slope, with landscape planting on the upslope side of the fence for screening. Information will be consolidated from the engineering work and city resources for the checklist and no new information will be generated(e.g.,preparation of special studies). The Client will provide data concerning zoning,land use,regulatory needs,other proposed developments in the project area,threatened or endangered plant or animal species in the project vicinity,and other city data as appropriate. The Consultant will prepare a preliminary draft for Client review,and make changes based on Client comments for the final draft. The Client will issue the SEPA draft public notice with their threshold decision(assumed to be a determination of non-significance [DNS]with mitigation),and send out the checklist for federal,state,tribal and other interested parties'review. The Consultant will review any comments on the draft and prepare limited responses to be incorporated into the final threshold decision issued by the Client.
