CITY OF RENTON MEMORANDUM DATE: September 29, 1995 TO: Ron Olsen FROM: Ron Straka Staff Contact Dave Jennings, Mike Dotson SUBJECT: 525 High Street Outfall Alternatives ISSUE: Identify and evaluate alternative drainage system improvements to both, prevent the loss of the City storm system, the potential recurrence of future land slides, and to stabilize the slope at the High Street outfall. Background: A portion of the yard and hillside located at 525 High Street significantly eroded during the storm on August 16th. A 10 by 20 foot area centered around a storm pipe outfall slid approximately 75 feet down the hillside. The erosion occurred primarily on private property. Additional material sloughed down the hillside during the September 4th storm event. A portion of the storm system outfall may be lost if slope erosion continues. Factors that may contributed to the slope failure may include; lot clearing and landscaping at the top of the slope and -lawn watering and City storm system discharging run off at the top of the steep slope. Since continued erosion of the hillside poses a risk to both private property and public right of way, three alternative options have been identified. The proposed alignment of each alternative is shown on the attached map. Each of the alternatives will require additional analysis to refine design and costs. The alternatives are as follows: Alternative #1: Tightline outfall down slope This alternative proposes an extension of the current outfall pipe, at the top of the bank to carry the flow down the slope. A new 54" structure and deadman will be installed at the top of the hillside. The outlet pipe will consist of approximately 300 feet of continuous High Density Polyethylene Pipe (HDPP). The pipe will outfall to a energy dissipater constructed approximately half way down the slope face. From this point an additional 350 feet of constructed swale will outfall at a diffusion structure located at the toe of the hillside. Some fill and stabilization will be necessary to install a outlet pipe and deadman at the existing manhole location 17,E8-6 as shown. Additional analysis to determine slope stability and pipe anchor placement will also be necessary. Ron Olsen ` . k 525 High Street Outfall Alternatives Page 2 Advantages: This may be the least expensive alternative proposed. Access and construction will not disrupt neighbors or traffic. Easements will not be necessary because construction will be on City-owned property. Disadvantages: May not provide a adequate permanent solution. If the hill side continues to naturally erode in the future, maintenance costs may offset initial cost savings. *Cost Estimate: $71,951 .00 Alternative #2: Divert flow to Beacon Way and Renton Ave S Utilizing an existing utility easement (currently being used by a sewer line) this alternative will connect Manhole #17,E 8-5 at High Street to a new line or ditch system in Beacon Way. Flows will continue down Beacon Way to Renton Ave where a structure will direct flows north along in a new piped system in Renton Ave to existing manhole #17,D6-3. Approximately 100 feet of new line will be installed from Manhole #17,D6-3 to the existing 20" WSDOT line. Once the line enters Beacon Way, flows will enter either a closed or open conveyance system. We have evaluated the cost of either a open ditch or piped system for the 750 foot reach along Beacon Way. A piped system will consist of approximately 1800 feet of 18" Corrugated high density polyethylene smooth interior pipe (CPEP), 256 feet of 24" CPEP and 6 48" manholes. The ditched conveyance option will replace 600 feet of 18" CPEP with a constructed swale. Costs will be slightly less for the ditched conveyance option. Advantages: May provide a more permanent solution to the problem. Disadvantages: We have yet to determine if pipe placement in Beacon Way is feasible. The Seattle Water line that currently exists in the right of way may preclude placement of the storm line or ditch. An open ditch may cause new problems in the neighborhood with driveway crossing and aesthetics. Diverting runoff into the existing WSDOT system which is not designed for the additional runoff may require improvements to the existing downstream system. A WSDOT ROW permit may be required for the connector to the WSDOT storm system in the frontage road. *Cost Estimate: Alternative 2a (ditch system in Beacon Way) - $194,913.00 Alternative 2b (Piped conveyance) - $223,108.00 Alternative #3: Divert flow to Beacon Way and 1-405 frontage road Similar to alternative #2, this alternative proposes the same initial alignment and system components, except instead of turning north at Renton Ave the system will continue down Beacon Way to the 1-405 frontage road. Connection would be made to the existing WSDOT line. Down stream improvements that may be necessary were not included in this alternative. Downstream improvements could be deferred to a later time. Advantages: Same as Alternative #2. The City will approach the current landowner and obtain easements when the design approach is established. • Hydrology - The City has prepared an initial hydrologic assessment. The consultant team should review and use the City's estimates of flow unless consultant review generates significant concern. Estimated 25 - yr storm event flow = 14 cfs Estimated 100 - yr storm event flow = 18 cfs (Note: Estimates are CONSERVATIVE, based on SBUH 24-hour storm event) • Downstream conditions - Determine need, design of improvements downstream of the energy dissipator. Schedule City desires a "quick fix" to this problem. However, need to determine realistic schedule given contract, design, permitting, and construction constraints.
