The City of Renton Storm Drainage Inventory Maps/data were used as a reference. The subject improvements drain to Lake Street which contains a storm drainage trunk line extending from Airport Way to the intersection of Rainier Avenue N. and 3rd Street. Areas contributing drainage to this line are commercial developments with the exception of Renton High School practice field located between Tobin and 2nd Street. The storm drainage trunk line consists of catch basirg'with CMP and concrete pipe lines. The pipe sizes range from 12" diameter at the Tobin/Lake Street intersection to 24" diameter concrete south of the Lake Street/2nd Avenue intersection. The drainage corridor was investigated for 1/4 mile downstream of the site and no capacity problems were observed with the exception of an area along the west curb line opposite point 16F5-6 (refer to Inventory Map). In this area, the adjacent building at the west margin of Lake Street has stairways leading from the sidewalk down to building entries for the bottom floor. At two of these stairways, sand bags and plywood have been placed apparently to prevent drainage resulting from street flooding from entering the lower floors due to overtopping of the sidewalk. This indicates flooding at the low point in Lake Street. From the city data it is noted the pipe run (from point 16F5-10 to 16F5-7) is a 15" diameter CMP at 0.15%. Pipe capacity, flowing full at this point, would be approximately 1.3 cfs. A drainage analysis for the 100 year/24 hour event was done. This analysis showed the increase in flows from the proposal would be 0.15 cfs with an increase of runoff volume of 570 c.f. Since the 100 year runoff increase was less than 0.5 cfs the site qualifies for an exemption from providing on-site detention for the proposed development. It should be noted the existing parking lot surface detention area has been relocated from the north portion of the site to the south parking area. Therefore, the existing detention volume is still provided by the new development. The flooding problem previously discussed is likely the result of the 110' of 15" diameter CMP pipe at S = 0.15% having insufficient capacity. The flooding problem probably occurs during even minor storm events. This proposal will not aggravate, i.e., increase the magnitude, . frequency or duration, of the existing flooding problem. No erosion, scouring, bank sloughing or sedimentation were noted during the inspection.
