HomeMy WebLinkAboutSWP272275(1) CITY OF RENTON MEMORANDUM DATE: April 9, 1991 TO: Gregg Zimmerman VIA: Dick Anderson FROM: Randall Parsons STAFF CONTACT: Ron Straka SUBJECT: Plat of Washington Technical Center Waiving of Storm Water Detention and Compensatory Flood Plain Requirements The Storm Water Utility staff have reviewed the information regarding the plat of Washington Technical Center storm water detention and compensatory flood plain requirements provided to us by Arneta (enclosed). The developer of the plat, The Schuman Company, has noted that those requirements for this plat were waived, since a significant portion of the plat was dedicated for the purpose of storm water detention and flood storage. Following the Storm Water Utility analysis of the information, staff concurs with this conclusion. Future developments within the plat of Washington Technical Center therefore should be allowed exemption from the portion of the City's adopted King County Surface Water Design Manual's Core Requirement #3 (On-site Peak Rate Runoff Control) where detention is employed. It is important to note, however, that all future developments within the plat will still need to satisfy the Biofiltration portion of Core Requirement #3, as well as all of the other requirements contained in the manual. It is important that development projects integrate the applicable water quality facilities as part of there site plan approval and that these facilities are placed on-site. The required mitigation for Washington Technical Center Final Plat approval, which pertain to the plats storm water detention requirements, are listed in a letter dated 2/25/81, addressed to First City Equities, signed by the City's Planning, Public Works and Building Directors. The following are the required mitigation conditions: (Mitigation conditions are numbered as they are shown on the attached documentation.) A. As part of the development of the Earlington Park project, the proponent shall: 2) Show as "reserve" on the face of the plat that area required for permanent right- of-way of the East Side Watershed project (i.e. P-1 channel). 3) dedicate to the City of Renton as public open space and a storm water detention area the portion of the site between Springbrook Creek and Black River north of the Extension of the east segment of the northern property line. (See attached exhibit A.) The final plat of Washington Technical Center (City file 9-4-418) shows the areas dedicated to the City as required by these mitigation conditions. This area in currently called the Black River Pumping Station Forebay. One area is dedicated for public open space and storm water detention and appears to satisfies condition #3. The remaining area appears to be dedicated to the City to satisfy mitigation requirement #2, but contains language indicating that it is being dedicated for the purpose of the plats storm water detention and flood storage. It is stated as follows: "Detention Basin Parcel (dedicated to the City of Renton for Storm Water Detention). Reserving an unidentified area for the exclusive use of the land encompassed by the plat of Washington Technical Center for containment of storm water runoff and flood water storage until said detention and flood water storage is provided for the said plat. Area to be defined at the time tracts "A" & "B" are platted into lots or before Julyl, 1985. Remaining area to be used by the City of Renton for flood water storage, as they so choose." This indicates that this area was to be used for the purpose of storm water detention and flood storage for the plat of Washington Technical Center until another area is defined at the time that Tracts "A" &"B" are platted into lots or before July 1, 1985. While this language is somewhat confusing, it appears that the information was that development projects contained within the area encompassed by the plat of Washington Technical Center were to be exempt from the City's Storm Water Detention requirements. The plat did dedicate a large portion of land for flood water storage which satisfied mitigation condition #2 which is the P-1 Forebay and is currently being used. There was an area also dedicated to the City for open space and storm water detention which satisfied mitigation condition #3. The area encompassed by the plat is relatively close to the P-1 channel near the Black River Pumping Station, which is an adequate outlet for direct discharge during normal pumping plant operations. In terms of flood control, it is accepted practice to allow the areas in close proximity to a Basin's outlet to release peak runoff un-detained, before the Basin's peak runoff rate occurs. If a sub-basins runoff is detained to a period of time equal to the entire Basins time of concentration the resulting flow should be greater and increase the potential for flooding. The existing natural storage is that area below the 100 year flood plain elevation. For purposes of preliminary calculations, elevation 15.4 was used to determine the existing storage. The natural storage available has been computed to be 108.4 Ac-ft. The- net result of the developer's proposal is that 108.4 Ac-ft. of usable- storage below elevation 15.0 will be available before grid after devel- opment. Also, an additional 5 Ac-ft. will be required for detention purposes for a grand total of 113.4 Ac-ft. of available storage after development. Based upon the engineer's computations, the development will displace 71 Ac-ft. of storage and will require $ Ac-ft. of storm drainage deten- tion. The existing area designated for the backwater pond has 16 Ac-ft. of existing storage. S .W. and S .W. 7th street . The analysis is as follows : I . All storm water runoff from the site is collected in catch basin, treated in oil and water separators and conveyed to the existing storm water drainage pipes in Powell Ave . ( See exhibit A) The only other property draining into the Powell Ave . storm drainage pipes is the developed property at the N. E . corner of 7th and Powell . This developed property is approximately 3 acres in size . Sizing of the Powell :Ave storm drain pipes was designed to serve lots 2 , 3 , 4 , 5 & 6 of the Washington Technical Center Plat . 2 . The storm water runoff is conveyed from the Powell Ave . storm drainage pipes to the open channel ditch along the North boundary of the Washington Technical Center Plat . ( See exhibit B ) This open channel ditch from Powell Ave to Naches Ave was designed to convey the anticipated flow from the Powell Ave storm drains , the flow from the C . H. G . apartment project above Washington Technical Center and the Blackriver Office Park property immediately to the North of the Channel . Based an my review of city records and recent observations , the open channel ditch has had no capacity problems . 3 . The Environmental Review Committee finds that adverse environ- mental impacts identified in the Draft EIS and in comments and responses to the Draft EIS (contained in the Final EIS) will occur as a result of the development of the project. These include adverse impacts to open space and recreation, storm drainage, flood control, water quality, flora , archaeo- logical resources , and transportation/circulation. Retain as open space that portion of the site deter- mined to have cultural significance by the Office of Public Archaeology until such time as the Environ- mental Review Committee determines that the site is no longer needed for archaeological purposes . B. Prior to the development of Phase 1 , the proponents shall : 1 . Extend Powell Avenue to S.W. Grady Way, with final intersection location to be determined by the Public Works Department . 2 . Participate in the signalization of the intersection of Powell Avenue and S.W. Grady Way by contributing 35% of the costs of this signalization. 3 . Remaining portion of Basin may be used by the City for flood water storage as they so choose. I Agreement was made to assure that the Plat owners could use the Basin Parcel to excavate soils below elevation 15 feet (100 year flood plain) in'the Basin Parcel for compensating flood storage and detention prior to the Soils Conservation Service constructing the backwater pond and P-1 Channel 4. With the P-1 Channel and backwater pond being built the plat could use up to a total of 92 ac-ft for compensating flood storage and detention. 5. The total storage available in the completed pond was to be 168 ac-ft. 6. The remaining 76 ac-ft (168-92) was storage available to the City for uses they so choose. The calculation of compensating flood storage and storm drainage detention was based on buildings, streets, driveways and parking lots occupying 85% of total platted area. Due to the environmental constraints placed on the platted land the amount of impervious sur- faces will total out well below the 1982 planned development density. The amount of compensating flood storage and detention allowed as computed in 1982 was 92 ac-ft and 5.4 ac-ft respectively. The pro- jected development for Tracts A & B is 17.5 acres, the total plat development is 93 acres (109.4 times 85%). Tracts A& B could use up to 19% of the available flood storage which is 17 ac-ft but needs only 4 ac-ft. The existing natural storage is that area below the 100 year flood plain elevation. For purposes of preliminary calculations, elevation 15.9 was used to determine the existing storage. The natural storage available has been computed to be 108.4 Ac-ft. The net result of the developer's proposal is that 108.4 Ac-ft. of usable storage below elevation 15.0 will be available before and after devel- opment. Also, an additional 5 Ac-ft. will be required for detention purposes for a grand total of 113.4 Ac-ft. of available storage after development. Based upon the engineer's computations, the development will displace 71 Ac-ft. of storage and will require 5 Ac-ft. of storm drainage deten- tion. The existing area designated for the backwater pond has 16 Ac-ft. of existing storage. After development, the usable storage available in the pond area should be 92 Ac-ft. These numbers are subject to revision based upon the true 100-year flood plain elevation which is to be defined by the National flood Insurance Program and future refinement based upon the developer's ultimate devel- opment plans. Also, the City agrees that this procedure can be accom- plished in phases provided that, at no time, is the storage available less than what currently exists.
